Italy Is a Hague Country, But Apostille Alone Is Not Enough. Here Is What Italy Actually Asks For.

Why Italy is the destination that catches Indian applicants most often

A nursing student in Pune apostilled her degree after SDM attestation, paid an extra fee for fast Italian translation, and booked her visa appointment at VFS Delhi. The consulate returned her documents at the counter. "We do not accept SDM-attested degrees. Redo through State HRD." She lost three weeks, the appointment slot, and a deposit at her Italian university.

This is the most common Italy story we hear. Italy is technically a Hague Apostille Convention member, so on paper the MEA apostille should be enough. In practice, Italy stacks more requirements on top of apostille than almost any other Hague country. Applicants who treat Italy like France or Germany lose weeks. The rest of this post sets out what Italy actually asks for in 2025 and 2026, the way Italian consulates and Italian universities apply it.

What Italy adds on top of apostille

If your destination were France, MEA apostille plus the right translation would usually be everything the India side and the France side need. Italy is different. Italy adds three layers on top of the apostille.

Layer 1, the state attestation matters.

Italy explicitly rejects SDM attestation on educational documents. SDM is the faster step that many other Hague countries accept. For Italy, your educational documents must go through the State HRD (Higher and Technical Education Department) of the issuing state, not through SDM. Austria has the same exception. The other major Hague countries do not.

This is not a soft preference. The Italian Embassy in Delhi and the Italian Consulate in Mumbai return SDM-attested documents at the Dichiarazione di Valore counter, even when the MEA apostille is in place. The fix is not a polite resubmission. You usually have to start the state attestation again through State HRD.

Layer 2, sworn translation by a CTU-listed translator.

After MEA apostille, your apostilled document must be translated into Italian by a sworn translator. In Italy that means a CTU (Consulente Tecnico d'Ufficio) listed with the local Italian court. In India, the Italian Embassy in Delhi and the Italian Consulate in Mumbai maintain lists of recognised translators. Some applicants get the translation done by an Italian-side CTU after they reach Italy. Either way works, but the translator must be on the recognised list.

The translation has its own legal step. It is "asseverata," which means the translator swears before an Italian court that the translation is accurate. The asseveration is then often page-stitched to the original apostilled document and the apostille itself.

Layer 3, Dichiarazione di Valore (DoV) or CIMEA.

For study visas, residence permits tied to recognised qualifications, and many Italian-side equivalency procedures, you need either:

• Dichiarazione di Valore in loco (DoV): issued by the Italian Embassy in Delhi or the Italian Consulate in Mumbai, depending on your home state. Paper-based, slow, often one to six months in busy missions.
• CIMEA Statement: issued by CIMEA, the Italian NARIC equivalent, through the cimea-diplome.it portal. Digital, blockchain-stored, faster, one to four weeks typical.

Many Italian universities now accept CIMEA in place of DoV. Some still require DoV. Some require both. A few accept either. The only way to know which one applies is to ask your specific Italian university or the institution that asked you for the equivalency, in writing, before you start either process. Picking the wrong one wastes the slowest part of an Italy application.

What an Italy application actually needs, in order

For an Indian degree headed to Italy for university admission, residence, or professional registration, the steps in 2026 are these.

1. Original degree and transcripts from your Indian university. Bonafide format, English where possible. If your transcripts are in a regional language, plan for translation early.
2. State HRD (Higher and Technical Education Department) attestation of the state where the university sits. Italy does not accept SDM attestation on degrees. See our HRD attestation state-wise guide for the state map and rough timelines.
3. MEA apostille at Delhi. This is the final India-side legalisation step.
4. CTU sworn translation into Italian. Either by a translator listed with the Italian Embassy in Delhi or the Italian Consulate in Mumbai, or by an Italian-side CTU after you reach Italy. The translation must be asseverata (sworn before an Italian court).
5. DoV or CIMEA, whichever your university or institution requires. Confirm in writing first. DoV via the Italian Embassy in Delhi or Italian Consulate in Mumbai. CIMEA via the cimea-diplome.it portal.
6. Visa appointment at VFS Italy India. Long-stay D visa requires personal appearance at the VAC (New Delhi, Jalandhar, Chandigarh).

For personal documents (birth certificate, marriage certificate, Single Status Certificate), the state-level step is State Home Department or SDM, not HRD. Italy's SDM exception applies to educational documents specifically. For personal documents going to Italy, SDM is often accepted. Confirm with the receiving authority in Italy if there is any doubt.

For commercial documents, the steps are Chamber of Commerce attestation, then MEA apostille, then Italian translation. Common Italy mistakes we see month after month

• Using SDM for an Indian degree headed to Italy. This is the most common error. The fix is full re-attestation through State HRD, followed by fresh MEA apostille. Weeks lost.
• Starting DoV without checking whether the university accepts CIMEA. DoV at the Italian Embassy Delhi can take one to six months. If the university accepts CIMEA, you should run CIMEA alongside or instead. Either of them costs effort and money, doing both unnecessarily wastes both.
• Treating the translation as part of apostille. The apostille is on the Indian document. The Italian translation is a separate certified step. Some Italian consulates ask the original Indian document and the translation to travel together, page-stitched. Plan the translation timing around the apostille, not before.
• Name mismatches across passport, degree, transcript, and translation. Italy is famously strict on name consistency. "S. Ramesh" on the degree, "Suresh Ramesh" on the passport, and "Shri Suresh Ramesh" on the translation will cause the DoV counter to refuse the documents. The fix is an affidavit, sometimes a name-change gazette, and matching name spelling across all documents before submitting. MEA's apostille goes through any name mismatch because MEA does not check content. Italy catches it later.
• Forgetting to send a CIMEA-required sealed transcript directly from the university. CIMEA often wants the original sealed transcript from the awarding institution couriered to CIMEA Rome, in addition to your apostilled copy. Indian applicants regularly miss this and CIMEA returns the application as "legalised but not official."
• Booking the long-stay D visa appointment too early. VFS Italy India long-stay D visa requires personal appearance with the full DoV or CIMEA in hand. If you book the slot before DoV is ready, you waste the slot and the deposit.

And from which Indian state is the document issued. The first two decide whether to run CIMEA alongside apostille. The third decides which State HRD office is involved and what the realistic state-level timeline looks like.
