Educational documents — degree certificates, marksheets, diplomas — are issued by state universities and boards. The MEA does not directly verify university records; instead, it relies on the state HRD attestation as confirmation that the state has verified the document with the issuing institution.

Maharashtra: Documents attested by the Maharashtra HRD. Process runs through Pune. Timelines: 7–15 working days standard.
Tamil Nadu: Tamil Nadu HRD attestation for TN university documents. Chennai-based process. Timelines: 10–15 working days.
