State HRD attestation is the slowest part of the educational document process. Some states finish in three working days, some take five weeks. Four states require the candidate to appear in person. This is a state-by-state guide to the HRD step, with the realistic timelines we see across the cases we run.

The short answer first

HRD (Human Resource Department) attestation is the state-level verification of an Indian educational document, performed by the State HRD office of the state where the university or board is based. The MEA does not directly verify university records; it relies on the State HRD's signature to confirm the university issued the document. Without HRD attestation, the MEA cannot apostille an educational document for Italy, Austria, Qatar, and most strict-receiving destinations. SDM is an alternative the MEA accepts for some destinations, but Italy, Austria, and Qatar specifically reject SDM-attested educational documents and want HRD only. Maharashtra and Karnataka HRDs are the fastest (3 to 7 working days). Bihar, UP, MP are the slowest (3 to 5 weeks). Andhra Pradesh, Telangana, Tamil Nadu, and Kerala require the candidate or an authorised representative to appear in person at the HRD office, which complicates the case for candidates who have moved out of state.

Why HRD attestation exists

A degree certificate from Delhi University, when sent to Italy, has to carry an Italian-accepted signature confirming the degree is genuine. The MEA cannot verify the degree itself; it can only certify the signature on top. So the State HRD attests the degree first (confirming with the university that the degree was issued), and the MEA then apostilles the HRD's signature. The destination authority sees: university issued, State HRD confirmed, MEA certified.

This is also why educational documents take longer than personal documents. Personal documents (birth, marriage, PCC) skip HRD entirely and go through SDM or Home Department or directly to MEA after Notary. Educational documents have the extra HRD step, and the HRD has to coordinate with the issuing university or board, which is where most of the delay sits.

State-by-state breakdown

Fast HRDs (3 to 7 working days)

Maharashtra HRD. Pune-based office. Handles Mumbai University, Pune University, Shivaji University, SNDT, BARC, IITs in Maharashtra. Process is streamlined: walk-in or courier accepted, three to five working days normally. Maharashtra HRD is the fastest in India for educational documents.

Karnataka HRD. Bengaluru-based. Handles Bangalore University, Mysore University, VTU (Visvesvaraya Technological University), Manipal Academy of Higher Education, IISc. Three to seven working days. Karnataka HRD has improved significantly in the last three years.

Delhi HRD. New Delhi office. Handles Delhi University, JNU, IGNOU, IIT Delhi, AIIMS, Jamia Millia Islamia. Five to seven working days. The Delhi advantage is that MEA is also in Delhi, so the next step is local.

Medium HRDs (7 to 15 working days)

Gujarat HRD. Gandhinagar-based. Handles Gujarat University, MS University Baroda, Nirma, CEPT, PDPU. Seven to twelve working days.

Punjab HRD. Chandigarh-based. Handles Punjab University, Punjabi University Patiala, Guru Nanak Dev University. Ten to fifteen working days.

Haryana HRD. Chandigarh-based. Handles Kurukshetra University, Maharshi Dayanand Rohtak, Guru Jambheshwar Hisar. Ten to fifteen working days.

Rajasthan HRD. Jaipur-based. Handles Rajasthan University, MNIT, BITS Pilani. Ten to fifteen working days.

West Bengal HRD. Kolkata-based. Handles Calcutta University, Jadavpur, IIT Kharagpur, Visva-Bharati. Twelve to twenty working days.

Slow HRDs (15 to 35 working days)

Uttar Pradesh HRD. Lucknow-based. Handles BHU, AKTU, Allahabad University, AMU, Lucknow University, Integral University. Three to five weeks normally. UP HRD requires follow-ups because the verification with the issuing university often takes time. AMU Aligarh has its own university verification step that adds another week.

Bihar HRD. Patna-based. Handles Patna University, Magadh University, Bihar Health Sciences University. Three to five weeks.

Madhya Pradesh HRD. Bhopal-based. Handles Barkatullah, Devi Ahilya Indore, MP Medical University. Three to four weeks.

Odisha HRD. Bhubaneswar-based. Handles Utkal University, IIT Bhubaneswar, KIIT. Two to four weeks.

Jharkhand HRD. Ranchi-based. Handles Ranchi University, BIT Mesra. Two to four weeks.

HRDs that require physical presence

Andhra Pradesh HRD. Vijayawada or Amaravati. The candidate or an authorised representative with notarised authority letter must appear at the HRD office. Photo identification cross-checked. Two to three weeks total processing time. AP HRD handles all Andhra Pradesh state universities.

Telangana HRD. Hyderabad-based. Candidate or authorised representative must appear in person. Two to three weeks. Handles Osmania University, JNTU Hyderabad, Hyderabad University, NIT Warangal.

Tamil Nadu HRD. Chennai-based. Candidate must appear or send notarised authorisation. Some Tamil Nadu universities (Anna University, Madras University, Bharathiar) have an additional university-level verification before HRD. Two to four weeks.

Kerala HRD. Thiruvananthapuram-based. Candidate must appear or authorised representative with attested authority letter. Two to three weeks. Handles Calicut, Mahatma Gandhi, Kerala University, CUSAT, IIM Kozhikode.

For candidates who have moved out of state (a Hyderabad-graduated engineer now in Bengaluru, for example), the physical-presence requirement is the most common source of confusion. The fix is a notarised authority letter to an authorised representative or our team in the issuing state.

CBSE, ICSE, IB documents

CBSE and ICSE school documents (10th and 12th certificates) go through CBSE Delhi or ICSE Council verification, not State HRD. Three to seven working days. IB diploma is verified by IB Geneva (digital).

Which destinations reject SDM and demand HRD

SDM (Sub-Divisional Magistrate) attestation is an alternative the MEA accepts for educational documents in many destinations. SDM is faster (one to three working days in Delhi) because it skips the university coordination step. But three destinations specifically reject SDM-attested educational documents:

  • Italy. Italian Embassy Delhi and VFS Italy explicitly want HRD-attested degrees. SDM is rejected at the visa interview.
  • Austria. Austrian Embassy Delhi follows similar HRD-only policy.
  • Qatar. Qatar Embassy Delhi rejects SDM-attested educational documents for work visas; State HRD required.

For all other Hague destinations (UK, US, Canada, Australia, Germany, France, Netherlands, Czech Republic, Spain, Portugal), SDM is accepted and is the faster path for Delhi-located candidates.

For non-Hague GCC (UAE, Kuwait), most cases accept either HRD or SDM, but Kuwait specifically demands a pair (Degree + Consolidated Marksheet or Transcript) and tends to prefer HRD for high-skill categories.

What candidates get wrong

  • Sending a degree for MEA apostille before HRD or SDM. The MEA returns the document unprocessed. Lost time, lost courier fee.
  • Using SDM for Italy, Austria, or Qatar. Document is apostilled but rejected at the destination visa interview. Candidate has to redo with HRD.
  • Sending a Hyderabad degree to the Karnataka HRD because the candidate now lives in Bengaluru. Wrong-state HRD will return the document. The HRD has to be the issuing state's HRD.
  • Forgetting AP, Telangana, Tamil Nadu, Kerala physical-presence rule. Candidates send documents by courier and the HRD asks them to appear. Two weeks lost. Plan a notarised authority letter to a local representative.
  • Treating CBSE 10th and 12th as HRD documents. They go through CBSE Delhi or ICSE Council, not State HRD.
  • Submitting a provisional certificate. Many Italian consulates reject provisional certificates for student visas; they want the final degree. Get the final degree from the university first.
  • Not coordinating with the university for verification. Slow-state HRDs like UP, Bihar, MP often need the candidate to follow up with the issuing university. A degree where the university responds promptly finishes in three weeks; the same degree where the university is slow takes six weeks.

How we approach an HRD case

We identify the issuing state and university first, then quote a realistic timeline. We do not say "ten working days for HRD" generically; we say "Maharashtra HRD finishes in five days, Bihar HRD takes four weeks, AP HRD needs you to send a notarised authority letter to our Vijayawada representative". For Italy, Austria, Qatar candidates, we never quote SDM as an option even if the candidate asks for the fastest path. For AP, Telangana, Tamil Nadu, Kerala candidates, we arrange the physical-presence step honestly.
