HRD attestation confuses people because it sounds like one national office. It is not. HRD is state-wise. Your current address does not decide it. Your university or board location does.

Start with the university and destination

If your degree is from Mumbai University, the file goes through Maharashtra HRD Attestation. If it is from Kerala University, it goes through Kerala HRD Attestation. If it is from Punjab or Haryana, the relevant state HRD checks it. If it is from Andhra Pradesh, use Andhra Pradesh HRD Attestation, not a vague "AP HRD" label on the page.

This is the point many applicants miss. An engineer lives in Noida now, studied in Pune, and is going to Poland for work. The courier pickup may happen in Noida, but the degree still belongs to Maharashtra HRD because the university is in Maharashtra. Pickup is logistics. HRD is authority work.

When is HRD attestation mandatory, and when is it not?

HRD attestation is not a compulsory step for every document. It is only for educational certificates. For UAE educational documents, the UAE Embassy in New Delhi currently lists attestation by the concerned state Higher Education or HRD authority before consular submission. Published Indian Embassy guidance for Kuwait also lists concerned-state HRD and then MEA for educational certificates and marksheets. Birth, marriage and PCC files do not go through HRD. For Hague-country apostille files, HRD is not a blanket rule either. Italy and Poland study files need the state education authentication before MEA apostille, and China and Taiwan education files need special care.

Italy is direct on this point. For study and Declaration of Value work, the educational document needs authentication by the state Higher Education or HRD authority and then MEA apostille. The Italian authorities do not accept the SDM shortcut for that education route. Poland's official India guidance also asks for educational documents to be authenticated by the Regional Authentication Centre in the issuing state and apostilled.

Qatar, Saudi and professional-licensing files need a separate reading. A sponsor, designation, embassy or platform can ask for a particular verification. We check the written requirement instead of calling HRD mandatory simply because the destination is in the Gulf.

The state follows the certificate, not your current address

HRD attestation depends on the state where the education document was issued. If your degree is from Kerala, Maharashtra, Punjab, Haryana or Andhra Pradesh, the document needs Kerala HRD Attestation, Maharashtra HRD Attestation, Punjab HRD Attestation, Haryana HRD Attestation or Andhra Pradesh HRD Attestation when HRD is required. Moving to Delhi, Dubai or Canada does not change the issuing state.

University verification may come before the state stamp. The university checks its record and replies through the process used in that state. Older degrees, autonomous institutions and records stored in physical archives can take longer. This is why an honest HRD timeline starts with the university name and year, not one promise for every certificate.

CBSE Class 10 and Class 12 certificates have a practical option. They can be processed through the state HRD where the school is located, or HRD attestation can be done from Delhi, depending on the receiving requirement. A school certificate is not handled blindly as though it were a university degree.

HRD legalisation and Primary Source Verification are different checks

DataFlow, QVP and Mosadaqa contact or check the issuing source for a destination regulator, employer or Saudi process. HRD attestation is an India-side state authentication. One asks whether the qualification record is genuine. The other places the document into a government legalisation chain. Some applicants need both; some need only one.

A Saudi engineer may go through QVP or Mosadaqa without HRD because the platform verifies the degree directly with the university. In a small number of cases, another authority can ask for HRD later. A nurse going to the UAE may need DataFlow for licensing and UAE Embassy Attestation for a degree used in a visa or employer file. The UAE Embassy's published New Delhi instruction lists concerned-state HRD for educational documents. We split PSV and legalisation into two lists because DataFlow does not replace HRD or embassy attestation.

Frequently Asked Questions

Is HRD attestation mandatory for UAE Embassy Attestation?

For an educational document, follow the UAE Embassy New Delhi instruction that currently lists the concerned state Higher Education or HRD authority before consular submission. Birth certificates, marriage certificates and PCCs do not go through HRD. DataFlow may still be needed for licensing, but it is a separate source check.

Is HRD mandatory for Italy study visa?

Yes. Indian educational documents for an Italy study or Declaration of Value file need state Higher Education or HRD authentication before MEA apostille. DoV or CIMEA does not replace this legalisation. DoV and CIMEA deal with the education credential; apostille deals with legal use of the document.

Does HRD attestation depend on where I live now?

It depends on where the educational document was issued. A Kerala degree needs Kerala HRD Attestation even if you now live in Delhi, Dubai or Toronto.

Can CBSE Class 10 or 12 certificates be HRD attested?

Yes. A CBSE Class 10 or Class 12 certificate can be attested by the state HRD where the school is located, or HRD attestation can be done from Delhi. The receiving authority and purpose decide which option should be used.

What documents are required for HRD attestation?

Usually the original certificate, passport copy, marksheets or transcript, and sometimes university verification documents. Kerala may ask for Class 10 onwards originals in many cases.

How long does HRD attestation take?

It depends on the state and university. Some states move in days, some take weeks. The university verification reply is often the slowest part, not the HRD counter itself.

Does Saudi QVP or Mosadaqa replace HRD attestation?

QVP and Mosadaqa are source verification checks. HRD is state legalisation. Most Saudi PSV cases verify directly with the university, but a small number of files may still face HRD requests depending on designation or embassy instruction.

Is HRD attestation mandatory for Kuwait Embassy Attestation?

For educational certificates, published Embassy of India Kuwait guidance lists attestation by the concerned state HRD and then MEA. Birth, marriage and other personal documents use a different route. Check the exact Kuwait authority request for professional documents such as nursing registration, good standing and experience letters.
