What is MOFA Attestation, and Which Countries Need It?
MOFA (Ministry of Foreign Affairs) attestation is the destination country's own stamp, added after MEA and that country's embassy. It applies to non-Hague countries, and where the MOFA step happens differs by country.

Do not treat MOFA as an apostille step. It is a separate destination-side requirement, and Saudi Arabia no longer uses it since joining the Hague Convention.
Official Embassy Attestation for GCC and Non-Hague Countries
Embassy attestation is the destination country's official stamp on an Indian document, placed by that country's embassy or consulate in India after MEA has attested it. It is required for documents going to non-Hague countries. UAE, Qatar, Kuwait, and Libya are the live ones today. Hague countries (the US, the UK, Germany, France, Italy, Saudi Arabia since 2022, and 120 more) take the MEA apostille instead. If anyone is quoting embassy attestation for a Hague destination, they are using outdated information.

Both the UAE Embassy attestation and the UAE MOFA stamp now happen in India through the same submission, via VFS Global or BLS International (the UAE Embassy's official partners). Normal 6 to 10 working days; urgent 4 to 6 working days. No more transit to Dubai for MOFA; that ended in 2024.

Educational documents are accepted only in a pair (final degree plus consolidated transcript or final-year marksheet), not as a single certificate. After the Qatar Embassy step in India, the file moves to Doha for Qatar MOFA: 10 to 15 working days, no urgent available.

Kuwait: Embassy New Delhi for education, MOFA in Kuwait City
Educational documents attested only at the Kuwait Embassy in New Delhi; the Kuwait Consulate Mumbai is not authorised to attest them. Document-pair rule applies. PCC from the Kuwait Consulate Mumbai needs a Kuwait-issued visa copy already in hand; the New Delhi Embassy does not have that requirement. After the embassy step, the file flies to Kuwait City for Kuwait MOFA: 10 to 15 working days, no urgent available.

Libya: Embassy in Delhi, Arabic translation usually required
Less common than the UAE/Qatar/Kuwait files but live. State HRD on educational documents or Home Department on personal documents, then MEA, then Libya Embassy attestation in Delhi. Arabic translation is usually required by the receiving authority abroad.

Saudi Arabia, Bahrain, Oman: now Hague, use the apostille service instead
Saudi joined Hague in 2022 (Convention entered into force 7 December 2022 per HCCH); Bahrain has been Hague since 31 December 2013; Oman since 30 January 2012. The sequence on Indian documents is State HRD (educational) or SDM (personal) plus MEA apostille; no embassy step. Saudi personal documents still need certified Arabic translation. If anyone is quoting you a Saudi or Bahrain or Oman embassy attestation sequence on a personal or educational document, they are quoting an outdated process.

Education Pair Rule, Stated Upfront
Kuwait and Qatar embassies do not attest a single educational document on its own. They require it as a pair: the final degree plus the consolidated transcript or the final-year marksheet. Send a degree without the transcript and the embassy intake will turn it back. We confirm the pair at scan review on WhatsApp before any original travels, so the case does not bounce in Delhi.
Qatar Compliance: State HRD Required
The Qatar Embassy refuses SDM-only files for educational and personal documents. State HRD for educational documents, Home Department for personal documents, then MEA, then the Qatar Embassy. We arrange the state-level work in the document's issuing state on your behalf, and we do not promise a faster path that the embassy will not accept.
UAE Embassy And MOFA Closed In India
The old process that sent UAE documents to Dubai for MOFA stopped about a year ago. UAE Embassy attestation and UAE MOFA now both happen in India, often through the same submission via VFS Global or BLS International (the UAE Embassy's official partners, not SiZA). We submit through the right partner, complete both stamps, and return the original to your address. No more international transit for UAE MOFA.
Honest MOFA Timelines For Qatar And Kuwait
For Qatar and Kuwait, the document has to physically travel to Doha or Kuwait City for the destination MOFA after the embassy step in India is done. We courier through our in-country partners (we do not own offices abroad, and we will not pretend we do), and the timeline includes the international transit days. Qatar MOFA: 10 to 15 working days. Kuwait MOFA: 10 to 15 working days. Urgent is not available on either leg.

If your destination is actually a Hague country and someone has told you to do embassy attestation, we will tell you that too, before you spend money on the wrong process.
Pickup with the right document set
Pickup from any Indian city or your family member's address if you are overseas. For Kuwait or Qatar education, the document pair (degree plus transcript or consolidated marksheet) moves together; sending only one is a wasted trip. For UAE family files, the marriage certificate and the children's birth certificates usually travel as one case. Written acknowledgement on receipt.
Prior attestation in the issuing state
Qatar files: mandatory State HRD on educational documents, Home Department on personal documents, no SDM substitute. UAE and Kuwait files: SDM is generally acceptable for personal documents; State HRD applies to educational documents (and for Kuwait, only the New Delhi Embassy attests them). Libya files: State HRD on educational, Home or SDM on personal, then MEA. We do this step in the document's issuing state, not in Delhi.
MEA attestation, then the destination embassy in India
MEA in Delhi attests after the prior step is in place. Then the file moves to the destination embassy or consulate: UAE Embassy New Delhi (via VFS Global or BLS International), Qatar Embassy New Delhi, Kuwait Embassy New Delhi (education) or Kuwait Consulate Mumbai (PCC with the visa-copy condition), Libya Embassy New Delhi. We submit, follow up, and collect.
MOFA leg, then tracked return
UAE MOFA closes in India in the same submission. Qatar MOFA: the embassy-attested file is couriered to our partner in Doha; 10 to 15 working days; returned by international courier. Kuwait MOFA: same pattern in Kuwait City. Once the destination MOFA seal is in, the original is photographed, packed (waterproof inner envelope, padding for international transit if return is overseas), and dispatched via your chosen courier. WhatsApp confirmation on delivery closes the case.

What is the practical difference between apostille and embassy attestation, and which one applies to me?
Apostille is one sticker from MEA in Delhi, accepted by 120-plus Hague Convention countries on the strength of that single seal. Embassy attestation is a multi-stop sequence: prior attestation in the issuing state (State HRD for educational documents in some destinations, Home Department or SDM for personal documents, Chamber of Commerce for commercial documents), then MEA in Delhi, then the destination country's embassy or consulate in India, and in some cases a destination MOFA stamp in the destination country itself. Which one applies to you depends on whether your destination is in the Hague Apostille Convention. Italy, Germany, France, Spain, Saudi Arabia (since December 2022), mainland China (since November 2023), Bahrain and Oman take apostille. UAE, Qatar, Kuwait and Libya take embassy attestation. Send the document and destination on WhatsApp before any sequence starts, so the correct process is confirmed before any originals move.
Is there one common GCC attestation rule, or does every Gulf country work differently?
Every Gulf country works differently, and the biggest mistake customers make is treating the GCC as one block. Saudi Arabia: now Hague (since December 2022), so MEA apostille on educational documents with State HRD as the prior step, and SDM plus MEA apostille with certified Arabic translation on personal documents. UAE: non-Hague, so MEA attestation plus UAE Embassy plus UAE MOFA (the embassy and MOFA both close in India now). Qatar: non-Hague, mandatory State HRD or Home Attestation before MEA before Qatar Embassy, with Qatar MOFA happening in Doha after. Kuwait: non-Hague, MEA plus Kuwait Embassy New Delhi for educational documents (the Mumbai Consulate is not authorised to attest them), with Kuwait MOFA happening in Kuwait City. Bahrain: now Hague, so SDM or HRD plus MEA apostille is enough, no embassy step. Oman: now Hague, same pattern. There is no single GCC sequence; we confirm the right one per country and per document type.
Do I still have to send my UAE-attested documents to Dubai for MOFA?
No. The UAE MOFA process moved to India about a year ago, and as of 2026 both the UAE Embassy attestation and the UAE MOFA stamp close in India through the same submission sequence. Documents are submitted via VFS Global or BLS International (these are the UAE Embassy's official partners in India, not SiZA Global services), and both stamps come back in the same return. There is no international transit, no document leaving India for the MOFA leg, and no separate UAE MOFA application from inside the UAE. Normal processing for UAE Embassy plus MOFA is now 6 to 10 working days; urgent processing is 4 to 6 working days. If an agent quotes an additional fee for "sending the file to Dubai for MOFA", that is an outdated process or an overcharge; we run the file through the right partner in India and return both stamps together.
For Kuwait, can I get my degree attested in Mumbai, or does it have to go to the Kuwait Embassy in New Delhi?
Educational documents only at the Kuwait Embassy in New Delhi. The Kuwait Consulate in Mumbai is not authorised to attest educational documents (degrees, marksheets, transcripts, GNM diplomas, nursing degrees). If you live in Mumbai or Pune or anywhere south of Delhi, the file still has to physically reach the Kuwait Embassy in New Delhi, with State HRD attestation done in the document's issuing state first, then MEA in Delhi, then the embassy. PCC attestation is the one document where the Mumbai Consulate does work, but only if you already have your Kuwait-issued visa copy in hand; the New Delhi Embassy does not have that visa-copy requirement for PCC. Education documents in Kuwait are also accepted only as a pair: the final degree plus the consolidated transcript or the final-year marksheet, not as a single certificate. Send a degree without the pair and the embassy desk turns the file back. We confirm the pair at scan review on WhatsApp so the trip is not wasted.
For Qatar, why can't I just do SDM plus MEA and then the Qatar Embassy? Why does HRD or Home Attestation matter?
Because the Qatar Embassy in New Delhi refuses files that have come through SDM only. Qatar treats State HRD on educational documents (or Home Department attestation on personal documents) as a mandatory prior step before MEA and before the Qatar Embassy will look at the file. Qatar also runs the document-pair rule: the final degree plus the consolidated transcript or final-year marksheet, attested together. After the Qatar Embassy step in India, the file flies to Doha for Qatar MOFA, where our partner in Doha runs the destination MOFA leg; 10 to 15 working days for the international leg, no urgent processing available on the Qatar side. None of this is negotiable. Agents who promise an SDM shortcut for Qatar either do not run live Qatar files or are quoting a process the embassy will refuse at the counter; we have seen customers turned back twice before they reach us.
I have a job offer from Libya. Do I need Libya Embassy attestation, and can SiZA handle it?
Yes on both. Libya is not a Hague Convention country, so Indian documents going to Libya for employment, family or commercial use need Libya Embassy attestation in India after the prior state-level step and MEA in Delhi. Libya files come through more rarely than UAE, Qatar or Kuwait, but the sequence is intact: State HRD or Home Department on educational and personal documents respectively, MEA in Delhi, Libya Embassy attestation in Delhi, plus Arabic translation where the receiving authority asks for it. Libya visa stamping for employment is also something we handle at the Libya Embassy in Delhi, which is a specialised capability few providers run live. What we do not do here, on Libya or any other country: recruit you, sponsor your visa, place you with an employer, or guarantee that the destination authority will approve the file. The employer issues the visa; the embassy decides on entry; we move the documents through the steps the file needs, underneath all those decisions.
I am worried about handing originals to an agent. What happens if my certificate is lost?
This is a fair concern. Document-loss complaints are one of the most common reasons people hesitate before sending originals. SiZA Global has handled 100,000+ documents for 20,000+ customers without a single misplaced or mishandled file. Two practical safeguards before you send originals to any provider: insist on a written acknowledgement on receipt (we issue this with the document type, condition, and receiving location), and insist on a tracked return courier with a written consignment number (we use established courier services and share the AWB number). Avoid providers who collect originals in cash without paperwork, take documents to their personal address, or refuse to share the MEA apostille number after completion.
What documents need attestation for Saudi Arabia?
Saudi Arabia document requirements depend on the visa type, job category, document type, and employer instruction. Educational documents usually need State HRD before MEA apostille or a Saudi qualification verification process. Personal documents may need SDM plus MEA apostille, and certified Arabic translation is often needed for personal documents. Work visa files may also involve GAMCA, Wakala, QVP, Mosaddaqa, Saudi Culture Attestation, or SVP depending on the case.
