Start with an embassy-route scan
The standard sequence is: document issued by the Indian authority, government check before MEA step (State HRD for educational, SDM or Home Department for civil, Chamber of Commerce for commercial), MEA attestation in Delhi, then Embassy attestation in Delhi through the official VFS / BLS channel of the destination country where applicable. Different embassies operate different submission channels, UAE attestation is handled through VFS / BLS partner channels, Kuwait through its own Embassy counter, Qatar through its own counter, and so on. SiZA Global coordinates the right submission channel for each destination.
For some destinations the Embassy step also runs side by side a destination MOFA (Ministry of Foreign Affairs) layer. The UAE used to require a separate MOFA stamp in Dubai after the case arrived in the UAE; that has now been consolidated into the Embassy attestation step in India, so the UAE Embassy attestation in Delhi now includes the MOFA layer. Saudi Arabia's entry into Hague Apostille in 2022 means the older Saudi Embassy + Saudi Cultural Attaché step has been replaced by MEA apostille for documents covered by the Convention, though Saudi Cultural Attaché still applies in specific education-recognition contexts.

Frequently Asked Questions
My document is going to the UAE. Why do I need an embassy attestation instead of just apostille?
Because the UAE is not a Hague Apostille Convention member. The apostille is a legal device that works only between countries that have joined the Hague Convention; if your destination has not joined, the apostille has no legal effect there. UAE, Kuwait, Qatar, Libya, Egypt and Jordan are the major non-Hague destinations in our daily caseload. For them the order is longer: State HRD or SDM first, then MEA attestation, then the destination embassy in Delhi attests, with MOFA only where the receiving country or authority requires it. Arabic translation is paired in where the receiving authority requires it.
Arabic translation, before MEA or after the embassy?
After the embassy. The translator is reading and translating not just the underlying Indian document, but the MEA attestation and the destination embassy attestation as part of the same translation. If you translate before MEA, the translator does not have the MEA stamp to translate yet, so the application usually has to be redone. If you translate between MEA and the embassy, the embassy may add a stamp the translation does not cover. Doing it last gets the full sequence into the translation cleanly. For Saudi specifically (which is now a Hague country since December 2022), the rule has changed and Arabic translation is paired after MEA apostille, no embassy step needed.
End-to-end how long does the MEA, embassy and MOFA step actually take?
The full embassy attestation timeline must be confirmed before quoting because the state check, MEA attestation, destination embassy, translation and MOFA queues do not move at one fixed speed. SiZA first checks the document type, destination country and issuing state, then shares a current working-day window before the original document is collected.
Our company is registered in Bengaluru and needs a board resolution attested for a Kuwait JV. Where does the Chamber of Commerce step come in?
First, before MEA, before anything else for commercial document attestation. Board resolution attestation, MOA AOA attestation, certificate of origin attestation and Power of Attorney attestation do not go through HRD or SDM; they go through the Chamber of Commerce that matches your company's incorporation. For a Bengaluru-registered company that would typically be FKCCI (Federation of Karnataka Chambers of Commerce and Industry) or one of the regional bodies; for FICCI or PHD Chamber members, those work too. Once the Chamber attests, MEA accepts. For Kuwait specifically, after MEA the Kuwait Embassy in Delhi attests, Arabic translation is added where required, and MOFA Kuwait is handled only where required.
What documents are required?
The exact list depends on the file. For a degree apostille, the original degree certificate is the core document, with transcripts / consolidated marksheets, passport copy, and the destination authority's checklist as supporting. For a birth certificate apostille, the original municipal-corporation-issued certificate plus identity proof. For a marriage certificate apostille, the original registered civil certificate (Sub-Registrar / Marriage Registrar issued, not just religious ceremony). SiZA Global reviews the specific file scans on WhatsApp and confirms the exact document set required before originals move.
How long does the process take?
End-to-end timelines depend on the issuing state, university verification, document type, destination country and translation requirement. MEA apostille itself takes 2 to 4 working days, or 24 hours on urgent processing if the next day is a working day. State HRD timings vary by state, for example Maharashtra takes 25 to 35 working days, Gujarat takes 10 to 30 working days, Telangana and Andhra Pradesh take 10 to 15 working days, and Kerala takes 20 to 30 working days. For non-Hague countries, embassy and MOFA steps are added separately.
Do originals need to be submitted?
Yes. HRD, SDM, Home Department, MEA apostille, and embassy attestation are all physical-stamping processes on the original document. A scan is enough for the initial review on WhatsApp; the original is then couriered to SiZA Global (or we arrange doorstep pickup in major Indian cities) for the authority steps. The original is returned by AWB-tracked courier after completion. NRIs whose originals are with family in India can coordinate the whole process remotely, the originals never leave India for the apostille step.
