Embassy attestation services in Delhi at SiZA Global handle the diplomatic-mission stamping step that follows MEA attestation for non-Hague Apostille destinations. Most of the embassies and high commissions that handle Indian-document attestation operate from New Delhi rather than from Mumbai or Chennai, that is true for the UAE, Kuwait, Qatar, Libya, Algeria, Morocco, Jordan, Egypt, Indonesia, Vietnam, Malaysia, Sri Lanka and several others. Kuwait specifically operates document attestation only at the Kuwait Embassy in New Delhi; the Mumbai consulate does not handle attestation.

The standard sequence is: document issued by the Indian authority, pre-MEA step (State HRD for educational, SDM or Home Department for civil, Chamber of Commerce for commercial), MEA attestation in Delhi, then Embassy attestation in Delhi through the official VFS / BLS channel of the destination country where applicable. Different embassies operate different submission channels, UAE attestation is handled through VFS / BLS partner channels, Kuwait through its own Embassy counter, Qatar through its own counter, and so on. SiZA Global coordinates the right submission channel for each destination.

For some destinations the Embassy step also runs side by side a destination MOFA (Ministry of Foreign Affairs) layer. The UAE used to require a separate MOFA stamp in Dubai after the case arrived in the UAE; that has now been consolidated into the Embassy attestation step in India, so the UAE Embassy attestation in Delhi now includes the MOFA layer. Saudi Arabia's entry into Hague Apostille in 2022 means the older Saudi Embassy + Saudi Cultural Attaché step has been replaced by MEA apostille for documents covered by the Convention, though Saudi Cultural Attaché still applies in specific education-recognition contexts.

Who uses this embassy attestation

  • Indian applicants going to UAE, Kuwait, Qatar, Libya, Egypt, Jordan, Indonesia, Vietnam, Algeria, Morocco or other non-Hague destinations where the destination Embassy in Delhi is the final India-side authentication step
  • Healthcare professionals heading to UAE DHA / DOH / MOH, Kuwait MOH, or Qatar QCHP whose attestation steps moves alongside DataFlow primary-source verification
  • Families on UAE Golden Visa, Emirates ID renewal, family-residence-visa renewal, or Kuwait / Qatar family submissions where the marriage and birth certificates need full embassy attestation
  • Companies handling commercial-document attestation for non-Hague destinations, board resolutions, power of attorney, certificates of origin going through Chamber of Commerce, MEA, and the destination Embassy in Delhi
  • NRI clients abroad whose Indian documents are with family in India and who need the full pre-MEA + MEA + Embassy attestation steps coordinated remotely

Documents for the embassy route

  • Document for attestation (original) with pre-MEA step already complete
  • Passport copy for name and identity matching
  • Destination Embassy submission paperwork (VFS / BLS channel paperwork where applicable)

    Embassy-sequence timeline factors

    • Pre-MEA step duration (State HRD 8 to 45 working days, SDM 1 to 3 weeks, Home Department 1 to 4 weeks, Chamber of Commerce 1 to 2 weeks)
    • MEA Delhi attestation: typically 2 to 3 working days
    • Destination Embassy queue: UAE 5 to 10 working days, Kuwait 7 to 14 working days, Qatar 7 to 12 working days, Libya / Egypt variable depending on operating status
    • Whether certified Arabic translation is required after the embassy step (and the page count)
    • Courier transit between issuing-state location, our Noida office, Delhi for MEA and embassy submission, and the applicant's final address

    Where embassy files get returned

    • Sending a UAE-bound document for MEA apostille instead of the full attestation steps, UAE is non-Hague and apostille alone is not accepted
    • Taking Kuwait-bound documents to the Mumbai consulate, Kuwait Embassy attestation runs only through Delhi
    • Going to the destination embassy as a walk-in, most non-Hague embassies in Delhi accept submissions only through their authorised outsourcing channel
    • Missing the pre-MEA step (State HRD for educational, SDM or Home Department for civil, Chamber of Commerce for commercial) before the MEA + Embassy steps
    • Submitting a Kuwait educational document without the transcript / consolidated marksheet, Kuwait Embassy expects the pair, single-document submission is returned

Why SiZA on the embassy route

    • Embassy-channel expertise in Delhi: SiZA coordinates submissions through the official VFS / BLS partner channels for UAE, Kuwait, Qatar, Libya, Egypt, Jordan, Indonesia, Vietnam, Algeria, Morocco and the other non-Hague embassies that operate from Delhi
    • Direct knowledge of which embassies operate where: Kuwait Embassy attestation runs only through Delhi (the Mumbai consulate does not attest); UAE attestation runs through VFS / BLS partner; each non-Hague embassy has its own channel
    • UAE MOFA consolidated step understood: UAE MOFA used to be a separate Dubai step; it is now consolidated into the Embassy attestation in India, so applicants do not have to chase a separate MOFA stamp after arrival
    • 100,000+ documents handled for 20,000+ customers with zero misplaced or mishandled, written acknowledgement, AWB-tracked return, and embassy-channel submission proof on every document
    • Pan-India pickup with the embassy work happening in Delhi from our Noida office, no in-person Delhi visit, no separate Delhi courier hop, and the attested file returns to your address by tracked courier

    Frequently Asked Questions

My document is going to the UAE. Why do I need an embassy attestation instead of just apostille?

Because the UAE is not a Hague Apostille Convention member. The apostille is a legal device that works only between countries that have joined the Hague Convention; if your destination has not joined, the apostille has no legal effect there. UAE, Kuwait, Qatar, Libya, Egypt and Jordan are the major non-Hague destinations in our daily caseload. For them the order is longer: State HRD or SDM first, then MEA attestation, then the destination embassy in Delhi attests, then the document is sent to the destination, and MOFA at the receiving country stamps it on arrival. Arabic translation is paired in where the receiving authority requires it.

Arabic translation, before MEA or after the embassy?

After the embassy. The translator is reading and translating not just the underlying Indian document, but the MEA attestation and the destination embassy attestation as part of the same translation. If you translate before MEA, the translator does not have the MEA stamp to translate yet, so the application usually has to be redone. If you translate between MEA and the embassy, the embassy may add a stamp the translation does not cover. Doing it last gets the full sequence into the translation cleanly. For Saudi specifically (which is now a Hague country since December 2022), the rule has changed and Arabic translation is paired after MEA apostille, no embassy step needed.

End-to-end how long does the MEA + embassy + MOFA step actually take?

Plan for 15 to 30 working days for a clean file, longer if anything goes back for clarification or peak-season load. The breakdown is roughly: pre-MEA step at the state authority (5 to 30 working days depending on state and document type), MEA attestation (2 to 3 working days), destination embassy attestation in Delhi (3 to 10 working days, varies sharply by embassy and document), Arabic translation (2 to 4), MOFA at the receiving country once the document arrives there (2 to 7). We are honest about which of these are inside our control (we run the courier and submission legs) and which are not (the embassy queue, the MOFA queue at the destination).

Our company is registered in Bengaluru and needs a board resolution attested for a Kuwait JV. Where does the Chamber of Commerce step come in?

First, before MEA, before anything else for a commercial document. Board resolutions, MoA, AoA, certificates of origin, commercial Power of Attorney, these do not go through HRD or SDM, they go through the Chamber of Commerce that matches your company's incorporation. For a Bengaluru-registered company that would typically be FKCCI (Federation of Karnataka Chambers of Commerce and Industry) or one of the regional bodies; for FICCI or PHD Chamber members, those work too. Once the Chamber attests, MEA accepts. For Kuwait specifically, after MEA the Kuwait Embassy in Delhi attests, Arabic translation, then MOFA Kuwait. Without the Chamber step at the start, MEA returns the document at the counter.

    What documents are required?

The exact list depends on the file. For a degree apostille, the original degree certificate is the core document, with transcripts / consolidated marksheets, passport copy, and the destination authority's checklist as supporting. For a birth certificate apostille, the original municipal-corporation-issued certificate plus identity proof. For a marriage certificate apostille, the original registered civil certificate (Sub-Registrar / Marriage Registrar issued, not just religious ceremony). SiZA Global reviews the specific file scans on WhatsApp and confirms the exact document set required before originals move.

How long does the process take?

End-to-end timelines depend on five factors: the issuing state, whether university verification is required, the document type (educational vs civil vs commercial), the destination country path (Hague apostille vs non-Hague embassy attestation), and any translation requirement. A typical apostille-only file is 7-15 working days; a file with HRD + apostille + translation is 12-25 working days; a non-Hague embassy attestation file with all sequence steps is 15-30 working days. SiZA Global shares a written, case-specific timeline after the scan review.

Do originals need to be submitted?

Yes. HRD, SDM, Home Department, MEA apostille, and embassy attestation are all physical-stamping processes on the original document. A scan is enough for the initial review on WhatsApp; the original is then couriered to SiZA Global (or we arrange doorstep pickup in major Indian cities) for the authority steps. The original is returned by AWB-tracked courier after completion. NRIs whose originals are with family in India can coordinate the whole process remotely, the originals never leave India for the apostille step.
