State-Level HRD Attestation: Mandatory Before MEA and Embassy

HRD attestation is the state government's confirmation that the issuing university is recognised and the certificate is genuine. The Human Resource Development department in the state where your university operates checks the seal and signature on the certificate, asks the registrar to verify the record where required, and then attests the document.

You do not have to send the document twice.

You do not need to come back to India for HRD in most states. Personal appearance is mandatory only when the degree was issued in Rajasthan, Jammu and Kashmir, Himachal Pradesh, Meghalaya, most Uttarakhand cases, or some Karnataka regions. Everywhere else, a family member hands the certificate to our pickup partner and the rest is handled here in India while you continue with your life overseas.

Four rules HRD customers usually miss

    HRD is for educational documents only

    Birth, marriage, single status, PCC and other personal documents do not go through HRD; they take the Home Department or SDM path. Commercial documents go through the Chamber of Commerce. Polytechnic and engineering diplomas issued by a State Board or Directorate of Technical Education take DTE attestation, not HRD.

    The university's verification reply is the unpredictable variable

    Most state HRD offices ask the issuing university to confirm the document first. Large state and central universities reply in days. Some private and deemed universities take weeks. The HRD office itself is not the slow part; the university's registrar usually is. We push every working day; we cannot make the university faster.

    SDM is not a substitute for HRD on Italy, Poland, Saudi-education or Qatar

    These destinations refuse the SDM shortcut on educational documents. State HRD in the document's issuing state is mandatory, then MEA. We will not promise an SDM-only sequence when the destination would reject it.

    Personal appearance is legally required in five states (and parts of two more)

    Rajasthan, Jammu and Kashmir, Himachal Pradesh, and Meghalaya require the candidate to come to the HRD office in person. Most Uttarakhand cases do too. Some Karnataka regions also. No agent, no power of attorney, no representative can stand in on the candidate's behalf inside the office. If an agent promises to bypass these rules, walk away.     All original documents from Class 10 onwards must travel with the file, not just the degree. Some nursing and medical degree cases can be expedited at certain universities.

    General Administration Department in Lucknow. Sometimes asks the candidate or a family member to come in person to the office for the file to be processed.

Document pickup, full file from Kerala

Pickup is from any Indian city or your family member's address if you are abroad. For Kerala HRD, all original documents from Class 10 onwards travel together; this is the Kerala-specific rule, not ours. For other states, the relevant degree, marksheets, transcript and provisional certificate move together. A written acknowledgement is issued on receipt with the document IDs and condition on intake.

For some universities (large state universities, well-organised central universities) the reply comes within days; for others (private universities with slow registrars, deemed universities with multi-step internal verification) it can stretch into weeks. What is the difference between HRD attestation and SDM attestation, and how do I know which one my document needs?

HRD attestation is the state Human Resource Development department signing off on an educational document (degree, marksheet, transcript, provisional certificate). SDM attestation is a Sub-Divisional Magistrate signing off on a personal document (birth certificate, marriage certificate, single status certificate, affidavit) at the central or state level. Which one applies depends on the document and the destination. For educational documents going to Italy, Poland, Saudi Arabia (educational route), or Qatar, the destination insists on State HRD and refuses the SDM shortcut. For educational documents going to most other Hague countries, SDM can work if the receiving university accepts it, but the safer path is still State HRD because it survives any later credential check. For personal documents (birth, marriage, single status), HRD does not apply at all; the steps are SDM (or Home Department in some states), then MEA. Send the document and the destination on WhatsApp before any originals move, so the right office is approached the first time.

Which states require me to appear at the HRD office in person, and can an agent really do it for me?

Four states legally require the candidate to appear at the HRD office in person: Rajasthan, Jammu and Kashmir, Himachal Pradesh, and Meghalaya. Most cases from Uttarakhand also require personal appearance. Karnataka is split into four HRD regions and some of those regions require personal appearance too. No agent, no power of attorney, and no representative can stand in on your behalf at the HRD office in any of these states. If an agent tells you otherwise, walk away. We have seen customers lose six to eight weeks and significant money after paying agents who promised to bypass these rules. For these states we will coordinate the appointment, prepare the file, brief you on what to carry, and meet you at the office, but the candidate has to be there in person. For every other state (Maharashtra, Tamil Nadu, Telangana, Andhra Pradesh, Kerala, Gujarat, UP, MP, West Bengal, Punjab, Haryana, Delhi, most Karnataka regions), our staff handle the work on your behalf at the HRD office in your university's home state.

Maharashtra HRD has three different desks. Which one applies if I am going to Saudi Arabia for a nursing job?

Maharashtra Mantralaya in Mumbai runs three separate HRD streams under different departments. Employment HRD is the route for people going abroad to work, including most blue-collar and white-collar professionals. Educational HRD is the route for students going abroad to study. Medical HRD is the route for doctors, nurses, paramedical staff and other healthcare professionals, and it is coordinated with the Maharashtra Medical Council, the Directorate of Medical Education and Research, or the Directorate of Health Services depending on the profession. For a nurse going to Saudi Arabia, the GNM Diploma or B.Sc Nursing degree goes through Medical HRD (because the nurse will work in healthcare in Saudi), not Employment HRD. The wrong stream will see the file routed back; we confirm the stream at intake from the destination and the job role.

Why does Kerala HRD ask for all my documents from Class 10 onwards, when other states only need the degree?

Kerala is the only state where the HRD office routinely asks for every original educational document from Class 10 upward in the file, not just the degree being attested. The 10th certificate (SSLC), 12th certificate (HSC or Plus Two), and the degree-level certificates and marksheets all travel together. The reason is that Kerala HRD cross-references the candidate's schooling history against the university records before attesting. If a marksheet or certificate is missing, the HRD office will hold the file until the original is produced. For NRI customers whose Class 10 and Class 12 originals are with family in different parts of Kerala, we coordinate the collection at intake, photograph everything on receipt, and move the full set to the Kerala HRD office in one visit. Kerala HRD typically takes 30 to 45 days; nursing and medical degree cases can sometimes be expedited at certain universities.

My degree is from a university in Mumbai, but I now live in Bengaluru. Which state HRD office attests it?

HRD attestation follows the issuing state of the document, not the state where the candidate currently lives or works. A degree from a Mumbai university must go through Maharashtra HRD at Mantralaya, regardless of where you now live. A degree from Bengaluru goes through Karnataka HRD. A degree from Pune goes through Maharashtra HRD too. A degree from Lucknow goes through UP HRD at the General Administration Department. We collect from your current address (Bengaluru, Pune, Hyderabad, Delhi, anywhere) and run the file through the correct issuing state's HRD office on your behalf. For NRI customers with the degree in one Indian state and family in another, we coordinate the sequence from wherever the original sits.

My university has been merged into another university or has shut down. Can HRD still attest the degree?

In most cases yes, but the file takes a different shape. When the issuing institution has merged into a successor university, or has been absorbed by the state higher-education department, the first step is a verification letter from the successor authority confirming the degree as one issued under the now-merged institution. With that letter, the State HRD can proceed to attest the document. For institutions that have genuinely closed without a successor (rare, but it happens with some private engineering colleges that lost recognition), the path becomes case-by-case: sometimes a verification through the state's technical board (DTE for engineering colleges, the state's council of higher education for arts and science) can stand in. Send the degree scan and the institution name on WhatsApp, and we will trace the successor authority before any original moves.

Does HRD attestation expire?

HRD attestation itself does not carry a formal expiry. Once the state HRD seal is on a genuine document, it stays valid. The freshness window comes from the next-stage authority that uses the document: some destination employers, university credential evaluators, or licensing councils want the apostille (placed after HRD) to be less than three to six months old at the time of submission. If your HRD attestation is already done but the apostille or embassy attestation that came after it has aged out (over six months for Italian Embassy, UK Home Office, Australia DHA, Dutch gemeente intake), the file usually needs a fresh apostille, not a fresh HRD. Send the existing attested document scan and the destination on WhatsApp, and we will tell you whether a partial re-attestation is needed.

My university is slow to respond to HRD's verification request. Can the HRD desk attest the degree without the university's confirmation?

Generally no. Most state HRD desks will not attest an educational document until the issuing university has confirmed the document in response to the HRD desk's verification letter. The university verification is the integrity check the state HRD relies on, and skipping it would defeat the purpose of the attestation. The practical fix when a university is slow is to apply pressure through three channels alongside: the HRD desk's own verification follow-up (which we push every working day); the candidate or family member writing to the university registrar directly asking for the verification reply to be expedited; and where the university accepts third-party follow-up, we contact the registrar's office on the candidate's behalf. For private universities and a small number of deemed universities with multi-step internal verification, this can stretch into weeks. We tell you honestly which universities are slow and what window you should plan for before we accept the file.

I am worried about handing originals to an agent. What happens if my certificate is lost?

This is a fair concern. Document-loss complaints are one of the most common reasons people hesitate before sending originals. SiZA Global has handled 100,000+ documents for 20,000+ customers without a single misplaced or mishandled file. Two practical safeguards before you send originals to any provider: insist on a written acknowledgement on receipt (we issue this with the document type, condition, and receiving location), and insist on a tracked return courier with a written consignment number (we use established courier services and share the AWB number). Avoid providers who collect originals in cash without paperwork, take documents to their personal address, or refuse to share the MEA apostille number after completion.

What documents need attestation for Saudi Arabia?

Saudi Arabia document requirements depend on the visa type, job category, document type, and employer instruction. Educational documents usually need State HRD before MEA apostille or a Saudi qualification verification process. Personal documents may need SDM plus MEA apostille, and certified Arabic translation is often needed for personal documents. Work visa files may also involve GAMCA, Wakala, QVP, Mosaddaqa, Saudi Culture Attestation, or SVP depending on the case.
