The embassy decides this on a case-by-case basis, and the university’s recognition status is what they actually check. Kuwait and Qatar embassies have historically refused private, distance, and deemed-university degrees for embassy attestation, so a degree from VIT, IGNOU, Sikkim Manipal or a similar institution needs an acceptance check before you send the originals. Saudi Arabia now accepts MEA apostille on the document itself, but most white-collar work visas add a Saudi-side verification on top (QVP, Mosaddaqa, or Cultural Attestation), and that verification also evaluates the university’s recognition. State HRD attestation is mandatory for all three countries when the document is a degree, and the SDM shortcut gets rejected.
