How does Arabic translation differ across Saudi, UAE, Kuwait, Qatar, Oman and Bahrain?

Arabic is one language. The receiving authority is six different desks. Each one wants the file in a slightly different format and at a slightly different point in the work.

Saudi Arabia

Saudi MOFA is the most demanding Arabic-language counter for Indian documents. Personal records for family visa (Yellow Slip): birth certificate, marriage certificate, vaccination certificate, all need certified Arabic translation alongside the notary-SDM-MEA-apostille work. Degree cases for SCFHS licensing need Arabic translation where the source is not in English. Commercial cases for Saudi entity setup need Arabic translation through Chamber of Commerce attestation, then MEA.

Common files: Vaccination certificate for Yellow Slip, MBBS for SCFHS, degree for QVP / Mosaddaqa, POA for property in KSA, MOA for entity setup.

UAE (Dubai, Abu Dhabi, other emirates)

UAE Embassy in India and UAE MOFA attestation now both happen inside India. Arabic translation is required by the receiving authority for many personal, educational and commercial documents. Dubai e-visa files often run on English only; Abu Dhabi GAMCA-plus-stamping files commonly require Arabic on degree, PCC and marriage certificate.

Kuwait

Kuwait Embassy attestation is the primary lane. After Indian-side attestation, Kuwait MOFA in Kuwait City is reached through international document movement. Kuwait MOH rarely runs DataFlow.

Qatar Embassy attestation in India, followed by Qatar MOFA in Doha. Educational documents are accepted only as a pair: degree plus transcript, or degree plus consolidated marksheet. Arabic translation is required for personal documents and many commercial files; QVC pre-travel formalities sit downstream of attestation.

Oman

Oman moved to the Hague Apostille framework. Indian documents for Oman go through SDM or HRD as the document type asks, then MEA apostille. Arabic translation is required by some Omani receiving authorities, especially OMSB for healthcare licensing and Ministry of Manpower for work files. GAMCA is mandatory for medical.

Bahrain

Bahrain is a Hague Apostille destination. Notary plus SDM plus MEA plus apostille is the standard sequence. Arabic translation is asked for by some Bahraini receiving authorities, especially NHRA for healthcare licensing and LMRA for work permits. Embassy attestation is not the normal route for Bahrain unless a specific receiving authority asks.

Which Indian documents are most often translated for Gulf use in 2026?

Each lane has its own way of breaking. The summary below is the briefing we give customers before they courier the original.

Vaccination certificate for Saudi Yellow Slip

For Saudi family visa biometric appointment, the vaccination certificate has to be notarised, SDM-attested, MEA-attested, apostilled, and translated to Arabic. The Saudi side will not move the file without this Arabic translation in the correct format.

Common risk: CoWIN digital vaccination certificate and paper vaccination card are not the same document. Confirm which one the Saudi sponsor or employer expects before processing.

Marriage certificate for Gulf family visa

Marriage certificate translation to Arabic for spouse visa (Saudi, UAE, Kuwait, Qatar, Oman, Bahrain). Names on passport, marriage certificate and translation have to match exactly. Spelling variants will be flagged at the visa counter or at MOFA in destination.

Common risk: A marriage certificate issued by a gram panchayat in Marathi or Bengali needs English translation first, then SDM and MEA, then Arabic translation. Skipping the English step breaks the work.

Birth certificate for spouse / family visa

Birth certificate translation for child added to family visa, or for parent dependent visa. Hospital discharge slip is not a birth certificate; the certified copy from the Registrar of Births and Deaths is. Regional-language birth certificates need English first.

Common risk: Father, mother and child name spelling has to match across passport, marriage certificate, birth certificate and Arabic translation. One mismatch holds the application at MOFA.

PCC for Gulf work and family visa

Police Clearance Certificate translation for residency, family visa biometric or work file. PCC from PSK is in English, so Arabic translation is the only step. PCC from local police is not accepted at Saudi and Kuwait counters in most cases.

Common risk: PCC has a freshness window. Most Gulf authorities accept 3 to 6 months. Plan the Arabic translation close to the actual filing date.

Medical degree for SCFHS, DHA, DOH, MOH, QCHP, NHRA, OMSB

MBBS, BDS, BPharm and other medical degrees for Gulf healthcare licensing. DataFlow PSV happens first, then the destination authority registration. Arabic translation is required at the destination authority registration step where the source is not in English.

Common risk: Specialty name has to render exactly into Arabic. A mistranslated specialty on a registration certificate is one of the more common reasons SCFHS and DHA files come back.

Nursing files for Kuwait, Saudi, UAE

GNM Diploma, BSc Nursing, marksheets, INC registration, state Nursing Council registration, Good Standing certificate, hospital experience certificate. Many of these go to Kuwait MOH through the Kuwait Embassy attestation route.

Common risk: Kuwait educational documents must come as a pair (Diploma + marksheet or Bachelor degree + marksheet). A single-document submission is rejected at Kuwait Embassy.

POA for Gulf and Free Zone use

Power of Attorney for KSA property registration, UAE Free Zone meetings, Qatar commercial activity. Saudi POA submissions often need notarised Arabic translation in addition to the embassy attestation sequence.

Common risk: Saudi sub-registrar and UAE notary expectations differ. Confirm which version of POA the destination authority will accept before paying for translation.

Commercial files (MOA, AOA, invoice, board resolution)

MOA, AOA, board resolution, commercial invoice, certificate of origin, company PAN, building plan for foreign offices. Chamber of Commerce attestation in the state of registration is the pre-attestation step, then MEA, then embassy, then MOFA, then Arabic translation where the destination asks.

Common risk: Chamber attestation jurisdiction is the state of company registration, not where the board meeting was held. Mumbai chamber attestation on a Bangalore-registered company is flagged at receiving counters.

What is unusual about Arabic translation that customers should know upfront?

Right-to-left layout and seal text

Arabic is read right to left. Government seal text on the original (state seal, MEA stamp, embassy attestation sticker, MOFA stamp) appears in Arabic translation in the right reading order. The translator describes each seal as it appears on the original.

Saudi MOFA versus UAE MOFA

UAE MOFA attestation now happens inside India; the file does not need to leave the country. Saudi MOFA attestation happens in Saudi Arabia, but the Saudi embassy-attestation step happens in India, and the Arabic translation is done in India before the file is filed.

Qatar in Doha

Qatar MOFA attestation requires sending the document to Qatar after Indian-side attestation. The Arabic translation is done in India and travels with the original to Doha. Qatar accepts educational documents only as a pair (degree + transcript or degree + consolidated marksheet).

Kuwait MOH and DataFlow

Kuwait MOH may sometimes request DataFlow for specific healthcare categories. In most Kuwait nurse and doctor files, the primary route is Kuwait Embassy attestation followed by the employer file. Arabic translation supports the Kuwait Embassy and employer step, not a DataFlow gate.

Yellow Slip vaccination format

For Saudi family visa, the vaccination certificate goes through SDM, MEA and apostille, then Arabic translation. The biometric appointment in India will not move without this exact Arabic-translated vaccination certificate. Plan the date.

Order of work

The Arabic translation step is rarely the first step

A common customer assumption is that Arabic translation happens early. Usually it does not. The destination authority (Saudi MOFA, UAE Embassy in India, Kuwait Embassy, Qatar MOFA in Doha) wants the document with the full Indian-side attestation completed on it first. The Arabic translation is then attached, on top of the legalised original.

Where the source Indian document is in a regional language (Tamil, Malayalam, Bengali, Marathi, Gujarati, Kannada, Telugu, Punjabi, Odia, Assamese), English translation has to run early because MEA primarily handles English and Hindi documents. That regional-to-English step happens before SDM or HRD. After the Indian-side work is complete, the Arabic translation is the last step.

Frequently asked questions

Does my degree need Arabic translation for SCFHS?

SCFHS sits downstream of DataFlow. DataFlow verifies the document with the issuing institution and does not strictly require translation. The Arabic translation comes in at the SCFHS registration step, where the destination authority expects a clean Arabic version if the source is not in English. To save the candidate one round trip, we prepare the certified Arabic translation pack alongside the DataFlow file.

My marriage certificate is in Hindi only. Saudi family visa team is asking for Arabic. What is the order?

Hindi or regional-language marriage certificate to English first, with a notary declaration. Then SDM countersign. Then MEA. Then Saudi Embassy attestation in India. Then certified Arabic translation. The Arabic translation is the last step, not the first. The Saudi biometric appointment will not move without this exact sequence.

Does Kuwait MOH always need DataFlow?

No. Kuwait MOH may sometimes request DataFlow for specific healthcare categories. In most Kuwait nurse and doctor files we see, the primary route is Kuwait Embassy attestation (Delhi for educational documents, Mumbai or Delhi for personal documents) and the employer / MOH file. Arabic translation usually accompanies the Embassy and employer step. Confirm with the employer in Kuwait before quoting the file.

Is Arabic translation required for UAE attestation?

UAE Embassy and MOFA attestation in India accept the document. Arabic translation may be required by the receiving authority that comes next (DHA, DOH, MOH, employer, Free Zone, sub-registrar), not always by UAE Embassy itself. For Dubai e-visa files the destination authority often accepts English; for Abu Dhabi-side family files and healthcare files, Arabic is commonly asked for. We confirm per file.

Qatar is asking for the degree plus transcript pair. Do they both need Arabic?

Qatar accepts educational documents only as a pair: degree + transcript, or degree + consolidated marksheet, or degree + final-year marksheet. Both documents in the pair need the full sequence of Notary, State HRD or Home, MEA, Qatar Embassy, Qatar MOFA in Doha) and certified Arabic translation where the receiving authority requires it.

For a Saudi family visa vaccination certificate, can I use the CoWIN digital one?

It depends on what the Saudi sponsor or employer is asking for. CoWIN digital certificates and paper vaccination certificates are different documents and have different attestation paths. Many Saudi sponsors accept the paper vaccination certificate going through SDM, MEA, apostille and Arabic translation; some accept the CoWIN digital path with notary handling. Confirm before processing.

I have a commercial invoice for export to a Saudi buyer. What is the Chamber and MOFA sequence?

Notarise the commercial invoice. Chamber of Commerce attestation in the state where the company is registered (not where the buyer is). MEA attestation. Saudi Embassy attestation in India. How long does Arabic translation take?

It depends on document length, the certification or notarisation step, and the Arabic translator pool capacity at the time.
