Why does an Indian regional-language document need English translation first?

MEA primarily reads English and Hindi
MEA counters primarily process documents in English and Hindi. A regional-language source document (Tamil, Malayalam, Bengali, Marathi, Gujarati, Kannada, Telugu, Punjabi, Odia, Assamese) usually has to carry an English translation with a notary declaration before MEA accepts it for apostille or attestation. Several forum threads incorrectly say MEA accepts all Indian languages; that is not the operational reality.
Italy DoV and family reunion files
A Marathi marriage certificate from a Maharashtra gram panchayat for Italy family reunion. A Tamil birth certificate for Italy student visa. A Bengali divorce decree for Italy second-marriage file. English translation runs first, with notary handling. Then SDM or Home Department for the relevant document class. Then MEA apostille. Then Italian translation through an empanelled translator.
Gulf nurse and doctor files
Kerala nurse files often have at least one Malayalam-only document (Class 10 marksheet, school leaving certificate, regional hospital experience certificate). Tamil Nadu nurse files have Tamil documents. For SCFHS, DHA, DOH, QCHP and OMSB, English translation has to attach to the original before the apostille and Arabic translation step.
German Standesamt marriage registration
A Marathi or Bengali marriage certificate going to a German Standesamt for marriage registration: English translation first, SDM or Home Department, MEA apostille, then sworn German translation in Germany by a vereidigter Übersetzer.
US OCI and USCIS files
For OCI, USCIS and US-side immigration, Indian source documents in regional script need certified English translation with a translator declaration. USCIS sometimes issues a translation RFE on documents that are already in English (Form B Hindu Marriage Act, for example); we prepare a translator declaration that confirms the document is already in English.
Court orders and probate
Indian court decrees in regional language (Tamil divorce decree, Bengali probate order, Marathi succession order) need certified English translation before they can move through SDM or Home Department, MEA apostille, and then the receiving regulator step.

Birth certificate in regional language
Most Indian states issue birth certificates in English now, but older certificates or those from gram panchayats, municipal registrars and rural sub-registrars are often only in Marathi, Bengali, Tamil, Malayalam, Gujarati, Kannada or Telugu. Certified English translation with notary declaration is the standard first step.
Marriage certificate from a gram panchayat
Maharashtra, West Bengal, Tamil Nadu and Kerala gram panchayats and local registrars often issue marriage certificates in the state's regional language. For Italy family reunion, German Standesamt, Saudi family visa or UAE family visa, English translation is mandatory before the rest of the documentation work.
Class 10 / HSC / SSC marksheet
For DataFlow, SCFHS, DHA and AHPRA, Class 10 and 12 are usually requested alongside professional certificates. Kerala (Malayalam), Tamil Nadu (Tamil), West Bengal (Bengali), Andhra Pradesh (Telugu) and Karnataka (Kannada) regional-script marksheets need English translation attached before DataFlow or the destination authority reads the file.
PCC from local police
PCCs from local police stations are sometimes issued in the state's regional language (Punjabi PCC in Punjab, Tamil PCC in Tamil Nadu, Bengali PCC in West Bengal). Most destinations want PCC from PSK (English) or local PCC plus certified English translation.
Court decree, succession order, probate
Indian district courts often issue orders in the state's regional language. Bengali, Tamil, Marathi, Gujarati, Punjabi court decrees need certified English translation. Court Registrar can sometimes issue a certified English copy of the order directly; if so, use that as the base document.
Tehsildar one and same certificate
For Italy DoV name-mismatch cases, the Italian Embassy New Delhi asks for a one and same certificate issued by the competent Tehsildar for the applicant's residence. Tehsildar certificates are often issued in the state's regional language. English translation runs first, then notary, then the rest of the work.
Affidavit and statutory declaration
Affidavits for single status, name change, dependent declaration, parent consent and family-economic situation are often drafted in the state's regional language. Translation to English, notary, SDM or Home Department countersign, then MEA apostille.
Commercial documents from state-language registries
MOA, AOA and resolution copies from state-language registries (Maharashtra, Gujarat, West Bengal, Tamil Nadu) sometimes carry stamps and seal text in the regional language. English translation with seal-text rendering is required before the Chamber of Commerce step and MEA attestation.

USCIS English-only RFE
USCIS sometimes issues a foreign-language translation RFE on documents that are already in English. Hindu Marriage Act Form B certificates from Delhi are a recurring example. The fix is a notarised letter explaining the certificate was issued in English by the Registrar, plus a translator declaration stating "no translation required, already in English". We prepare this declaration package for US-side files.
MEA accepts English and Hindi, not regional languages
Several online threads claim MEA accepts all Indian languages for apostille. That is not the operational reality at the MEA counter. Tamil, Malayalam, Bengali, Marathi, Gujarati, Kannada, Telugu, Punjabi, Odia and Assamese source documents commonly need a certified English translation attached before MEA accepts the file.
Court Registrar English copy
Where the source is a court order in a regional language, the issuing court can often issue a certified English copy of the order directly. This is the cleanest path: ask the Court Registrar for the English-certified copy, then apostille that copy. Saves a translation step and reduces rejection risk.
Tehsildar certificates and state seal text
A Tehsildar one and same certificate from Maharashtra carries Marathi seal text; from Kerala, Malayalam seal text. The English translation has to describe the seal exactly. Italian Embassy DoV counter checks this.
Translator declaration format
A certified English translation of an Indian regional-language document is a typed translation, with a signed declaration from the translator stating the translation is true and complete, the translator's name, signature and contact, and notary handling where the destination authority asks for notarisation.

My Malayalam birth certificate is going to Saudi family visa. What is the order of work?

Certified Arabic translation alongside the package. The Arabic translation is the last step, not the first. The biometric appointment in India will not move without the full sequence.
My USCIS officer raised an RFE asking for English translation of my Delhi marriage certificate, but it is already in English. What do I do?
A recurring USCIS issue. Respond with a notarised letter explaining the certificate was issued in English by the Registrar (Form B Hindu Marriage Act, for example). Attach a fresh photocopy of the original. Include a translator declaration stating "no translation required, document is already in English". My court decree is in Bengali. The Court Registrar can give an English copy. Should I take that, or get the Bengali decree translated?
Take the English-certified copy from the Court Registrar where the court can issue it. That is the cleaner path: the English-certified copy carries the court seal directly, and you only have one document to attest and apostille. The Bengali-plus-translation path is for cases where the court cannot issue an English certified copy.
How long does Hindi or regional-language to English translation take?
A short certificate (one or two pages) usually moves within 2 to 5 working days. Longer files (court decrees, succession orders, multi-page transcripts) take longer. WhatsApp the scan, the destination country, the receiving authority and the deadline, and we confirm a real turnaround.
Can the same translation pack work for Saudi and for Italy?
No, usually not. Saudi wants Arabic translation alongside the attested package. Italy wants Italian translation through an empanelled translator. The English translation step on the regional-language original may be reusable. The destination-language step is destination-specific.
My Marathi marriage certificate from a gram panchayat is missing some details (parents' names, registration date). What is the path?
The gram panchayat is the issuing authority. Ask the panchayat to re-issue or supplement the certificate first. Translation cannot add details that are not on the original. Italian Embassy New Delhi and German Standesamt are strict on completeness of the source document, not just the translation.
