UAE does NOT accept apostille — it is not a member of the Hague Convention. All Indian documents for UAE must go through embassy attestation: HRD/Home Department → MEA → UAE Embassy in India. MOFA UAE attestation (within UAE) now happens pre-arrival in most cases, meaning your documents should be fully attested before you fly.

Dubai and Abu Dhabi have different visa processes. Abu Dhabi employment visas typically require GAMCA medical examination before arrival. UAE Healthcare Licensing: DataFlow by Authority

UAE has three separate health authorities. DataFlow verification is mandatory for all — the authority depends on which emirate you will work in.

DHA — Dubai Health Authority

Healthcare professionals working in Dubai (private and public) must be licensed by the Dubai Health Authority (DHA). DHA requires DataFlow Primary Source Verification (PSV) of all educational and professional credentials before licensing. This includes degree certificates, registration certificates, and good standing letters from Indian medical councils.

DOH — Department of Health Abu Dhabi

For Abu Dhabi, healthcare licensing is managed by the Department of Health (DOH), formerly HAAD. DOH similarly requires DataFlow PSV as a prerequisite. The DOH Malaffi system coordinates healthcare professional registration. Documents must be complete, attested, and verified via DataFlow before DOH will process a license.

MOH — Ministry of Health UAE

For healthcare professionals in other emirates (Sharjah, Ajman, Ras Al Khaimah, Fujairah, Umm Al Quwain), the Ministry of Health (MOH) is the licensing authority. MOH also requires DataFlow verification of Indian credentials. UAE requires embassy attestation — NOT apostille. UAE is not a Hague Convention country. The complete chain is: HRD/Home Dept → MEA → UAE Embassy/VFS → MOFA UAE.

MOFA UAE attestation now largely happens pre-arrival — ensure your Indian-attested documents reach your UAE employer in advance so MOFA can be completed before your visa stamp.

UAE VFS centers are available across India in Delhi, Mumbai, Chennai, Hyderabad, Kolkata, Bangalore, Ahmedabad, Chandigarh, Lucknow, and Kochi — no need to travel to Delhi.

For Abu Dhabi employment visas, GAMCA medical examination is required. For Dubai (e-visa route), GAMCA is generally NOT required.

Healthcare professionals in the UAE need licensing from DHA (Dubai Health Authority), DOH (Department of Health Abu Dhabi), or MOH (Ministry of Health) depending on which emirate they work in. DataFlow verification is a mandatory prerequisite for all three.

Arabic translation is required for documents submitted to UAE government courts, residency authorities, and some employers.
