Most Libya work we run is for oil and gas, construction and healthcare roles where the Libyan contract is already signed and the family is waiting on the employment visa. Tripoli, Benghazi and the oilfield sites are the main destinations. Less volume than the GCC pages, but the case is heavier per document because the embassy step still happens in Delhi.
Libya is not a Hague member, so apostille is not the route. Documents need State HRD or Home Department first, then MEA attestation, then Libya Embassy attestation at the Embassy of Libya in New Delhi. All documents also need certified Arabic translation. The Libya Embassy in Delhi is one of the slower GCC and Arab-League missions to clear documents. Allow real time. Does Libya accept MEA apostille from India?
No. Libya is not a Hague Apostille member. Indian documents for Libya need State HRD or SDM, then MEA attestation, then Libya Embassy attestation at the Embassy of Libya in New Delhi. Apostille is not the route for Libya.
Why does Libya documentation take longer than other GCC cases?
The Libya Embassy in Delhi is one of the slower Arab-League missions on document turnaround. Combined with the embassy step still happening in Delhi (no VFS, no outsourced channel) and the certified Arabic translation requirement, the end-to-end timeline runs longer than a Hague GCC case like Saudi, Oman or Bahrain.
