Commercial Document Legalisation for Indian Exporters and Businesses Abroad

Commercial document legalisation is the attestation path for business records going to a foreign buyer, bank, court, government department, or registrar of companies. The first step is the Chamber of Commerce that has authority over your company's registered office. After Chamber, the document moves to MEA in Delhi. For Hague destinations (US, UK, most of Europe, Saudi Arabia since 2022, Bahrain, Oman) MEA places the apostille and the process ends there. For non-Hague destinations (UAE, Qatar, Kuwait, Libya) the destination embassy in India adds its own stamp on top, and a MOFA leg in Doha or Kuwait City may follow.

One government fee we name openly on the site. The UAE Ministry of Foreign Affairs charges AED 2165 per commercial document, against AED 315 per personal or educational document. That is the UAE Ministry's official fee, not a SiZA service charge. SiZA's handling, the Chamber fee in India, the MEA fee, VFS or BLS submission charges, applicable VAT and GST, and courier costs sit on top. For exporters running 10 or 20-document files, the AED 2165 per commercial document matters for the budget, which is why we put the number on the page rather than hiding it.

Chamber of Commerce is only for company papers

The rule customers and even some agents get wrong. Chamber attestation belongs to commercial documents only; using it on the wrong document type wastes time and gets the file refused at MEA.

UAE Official Fees Stated Openly

AED 315 per personal or educational document, AED 2165 per commercial document. These are the UAE Ministry of Foreign Affairs official fees, not SiZA service charges. For a 20-document export file going to UAE, the government fee alone runs into significant money, and we put the number on the page rather than hiding it. Our handling fee, VAT, currency conversion charges, GST on conversion, and the VFS or BLS submission charges sit on top, quoted after we see the document set.

MOFA Leg Mapped For Each Country

For UAE commercial documents, the MOFA stamp now closes in India alongside the embassy step. For Qatar commercial documents, the embassy-attested document is couriered to Doha for the Qatar MOFA leg (10 to 15 working days, no urgent). For Kuwait commercial documents, the same pattern applies via Kuwait City (10 to 15 working days). We do not own offices abroad and we will not pretend we do; we work with established in-country partners for the Doha and Kuwait City legs.

For files where the Chamber and the MEA step are the full path (Hague destinations, or files moving on to embassy attestation after), we can target 24-hour completion when the physical document reaches our Noida office before 10 PM, with the next day being a working day. Our staff submit the commercial document set at the Chamber that has authority over your company's registered office. Normal handling is 1 to 2 working days; urgent is 24 hours or same day depending on the Chamber's submission window. For document sets that need a Director or Company Secretary signature attestation alongside, we coordinate that step at the same time.

MEA in Delhi, apostille for Hague or attestation for non-Hague

Chamber-attested file moves to MEA at Patiala House in Delhi. For Hague destinations (US, UK, most of Europe, Saudi Arabia since December 2022, China since November 2023, Bahrain, Oman) MEA puts the apostille and the process closes here. For non-Hague destinations the MEA attestation is the prerequisite for the next step.

Destination embassy plus MOFA leg for non-Hague

For UAE: UAE Embassy plus UAE MOFA, both in India through VFS Global or BLS International (the UAE Embassy's official partners). For Qatar: Qatar Embassy New Delhi, then the file flies to Doha for Qatar MOFA, 10 to 15 working days, no urgent available. For Kuwait: Kuwait Embassy New Delhi, then to Kuwait City for Kuwait MOFA, similar window. For Libya: Libya Embassy New Delhi, Arabic translation usually required by the receiving authority.

Tracked return with the stamps photographed before dispatch

Each attestation stamp is photographed on the document before it is packed for return. We share the stamp images on WhatsApp (not the document body, for confidentiality) so you have an audit trail. Packing is waterproof inner envelope with hand-wrapping, padded for international transit if the return is overseas. Courier is your choice from Blue Dart, DHL, FedEx, DTDC Premium or UPS, with the AWB number shared on WhatsApp.

Why does Chamber of Commerce attestation only apply to commercial documents, and not to my degree or birth certificate?

Chamber of Commerce is the trade body that vouches for company papers. Its authority covers documents issued in the course of business: Memorandum of Association, Articles of Association, Board Resolutions, commercial invoices, certificates of origin, distributorship agreements, commercial Power of Attorney, audited financial statements, Free Sale Certificates. A Chamber has no standing to attest a personal record (birth, marriage, single status, PCC) or an educational record (degree, marksheet, transcript). Routing a personal or educational document through Chamber is a wasted submission and gets the file refused at MEA in Delhi because MEA expects to see the right prior authority on the document. We have unwound files where another agent sent a Local Heir Certificate through Chamber (wrong: court documents go through the Court Registrar or Joint Registrar), or sent a Tahsildar-issued Single Status Certificate through Chamber (wrong: civil documents go through SDM or Home Department). There are several Chambers of Commerce in India. Which Chamber should my company's documents go through?

The Chamber that has jurisdiction over your company's registered office. A company registered in Delhi typically goes through PHD Chamber, ASSOCHAM, or FICCI in Delhi. A company registered in Mumbai goes through Bombay Chamber or MCCIA in Pune (depending on which Maharashtra Chamber the company is affiliated with). A company registered in Kolkata goes through Indian Chamber of Commerce. Chennai and Bengaluru have their own regional Chambers. Choosing the wrong Chamber means the attestation is technically not endorsed by an authority that has signing power over that company's records, and the MEA desk can challenge the file. For multi-state corporations with multiple registered offices, we confirm at intake which registered office the document set is associated with and submit at that Chamber. For exporters running a high volume of files through a specific Chamber, we maintain the standing relationship that makes turnaround predictable.

Why is the UAE attestation fee so much higher on commercial documents (AED 2165) than on personal documents (AED 315)?

Because the UAE Ministry of Foreign Affairs charges a higher official fee on commercial files. The reasoning on the UAE side is that commercial documents (MOA, AOA, Board Resolution, Power of Attorney for business use, invoices, distributorship agreements) carry legal and financial consequences for an entity operating in the UAE, while personal documents (birth certificate, marriage certificate, PCC) are individual records. The AED 2165 per commercial document is the UAE Ministry's official fee, charged at the embassy submission stage in India. SiZA's service charge, the Chamber of Commerce fee in India, the MEA fee, the VFS or BLS submission fee, the VAT and GST on conversion, and the courier charges sit on top. For an exporter running a 10-document or 20-document file going to UAE, the official-fee component alone is a significant budget line, and we put the number openly on the page so exporters can plan. My company's Board Resolution and audited financial statements are sensitive. How does SiZA handle confidentiality on commercial files?

We treat commercial papers as commercially confidential, separately from the personal-document custody process. Two specific differences. One: when we share update photographs on WhatsApp during the work, we photograph the stamps and signatures only, not the body of the document, so the substantive content of the Board Resolution or financial statement is not in any chat thread. Two: when we share completed-work proof in public case studies or on the site, we never name the company. The company is identified internally with the customer ID and the document ID, not by name. For especially sensitive files (M&A documents, joint venture agreements being signed for the first time, audit statements being shared with a foreign bank for the first time), we can sign a written non-disclosure undertaking with the company before the file moves; ask for it on WhatsApp and we will send the standard SiZA NDA before pickup. Custody of the original is the same as personal documents: customer ID and document ID at intake, photographed handover at every step, waterproof inner envelope in transit, tracked return.

We are an exporter shipping to Saudi Arabia and need attestation on around 15 commercial documents in one consignment. Can SiZA do this as one batch?

Yes, and it is more efficient as one batch. For a 15-document export file going to Saudi Arabia, the work runs as one coordinated submission: Chamber of Commerce (with jurisdiction over your company's registered office) processes the full set together; the MEA in Delhi accepts the Chamber-attested set together for apostille (Saudi is Hague since December 2022, so MEA apostille is the final India-side step on commercial documents); the apostilled set ships back to your registered office in one tracked return. For exporters running monthly or weekly export shipments, we hold a standing case file at the Chamber that knows your company, which makes turnaround faster than starting fresh each batch. For high-value shipments where one missing document holds up the consignment, we screen the document set at WhatsApp scan review and tell you what is missing before the original is picked up. Certified Arabic translation, where the Saudi buyer or bank asks for it, is coordinated alongside; we use translators recognised by the Saudi receiving authority where the destination requires that specifically.

Power of Attorney can go through SDM (personal) or Chamber of Commerce (commercial). How do I know which one applies to mine?

The substance of the Power of Attorney decides the route, not the wording at the top. A Power of Attorney given by an individual to another individual for personal matters (handling a property sale on behalf of an NRI, signing a marriage registration on behalf of an absent spouse, managing a deceased parent's estate) is a personal document. The route is Notary, then SDM or Home Department in the issuing state, then MEA, then the destination embassy or apostille. A Power of Attorney given by a company to an individual or another company for commercial matters (signing a distributorship agreement with a foreign partner, executing a foreign court appearance, managing a foreign branch office, signing commercial leases) is a commercial document. The route is Chamber of Commerce, then MEA, then the destination embassy or apostille. The same person can have both kinds of PoA going abroad in the same year; we ask about the use case at intake and route each PoA through the correct desk.

I am worried about handing originals to an agent. What happens if my certificate is lost?

This is a fair concern. Document-loss complaints are one of the most common reasons people hesitate before sending originals. SiZA Global has handled 100,000+ documents for 20,000+ customers without a single misplaced or mishandled file. Two practical safeguards before you send originals to any provider: insist on a written acknowledgement on receipt (we issue this with the document type, condition, and receiving location), and insist on a tracked return courier with a written consignment number (we use established courier services and share the AWB number). Avoid providers who collect originals in cash without paperwork, take documents to their personal address, or refuse to share the MEA apostille number after completion.

What documents need attestation for Saudi Arabia?

Saudi Arabia document requirements depend on the visa type, job category, document type, and employer instruction. Educational documents usually need State HRD before MEA apostille or a Saudi qualification verification process. Personal documents may need SDM plus MEA apostille, and certified Arabic translation is often needed for personal documents. Work visa files may also involve GAMCA, Wakala, QVP, Mosaddaqa, Saudi Culture Attestation, or SVP depending on the case.

Can I submit documents myself or do you provide pickup?
