Diploma certificate translation: key facts for 2026

  • Polytechnic diploma attestation runs through State DTE (Directorate of Technical Education), not State HRD. HRD is for university degrees; DTE is for polytechnic diplomas and ITI trade certificates.
  • Gulf labour visa often specifically asks for diploma: Saudi MOFA, Kuwait Embassy, Qatar Embassy, UAE labour all accept polytechnic diplomas after DTE attestation, MEA, and embassy attestation.
  • Closed college problem: some pre-2000 Indian polytechnic colleges are now closed. The State DTE issues attestation based on the college records preserved with the DTE; the candidate applies through the DTE rather than through the closed college.

DTE, not HRD: the diploma\'s state-side office

An electrician from Aurangabad held a polytechnic diploma in Electrical Engineering from Maharashtra State Board of Technical Education (MSBTE). His Saudi employer sent him an offer letter and asked for an apostilled diploma. He went to an apostille agent in Mumbai who told him the diploma had to go through State HRD; the same office that handles university degrees. The HRD office in Mumbai refused to attest the diploma. They told him the diploma was a DTE document, not an HRD document. He had to take the diploma to DTE Maharashtra, get the DTE attestation, then move to MEA. The agent had cost him three weeks.

Polytechnic diplomas are issued by State Boards of Technical Education, not by universities. The state-side attesting authority is the Directorate of Technical Education (DTE), not the State HRD. This is one of the most common errors among apostille agents, because the more visible sequence for university degrees is HRD, and the assumption is that all educational documents go through HRD.

The state-by-state authority is:

Maharashtra: MSBTE verification and DTE Maharashtra in Mumbai. Tamil Nadu: DOTE (Directorate of Technical Education) in Chennai. Karnataka: DTE Karnataka in Bangalore. Andhra Pradesh and Telangana: separate DTE offices in Vijayawada and Hyderabad. Kerala: DTE Kerala in Thiruvananthapuram. Uttar Pradesh: BTE UP in Lucknow. Gujarat: GTU and DTE Gujarat in Gandhinagar. Rajasthan: DTE Rajasthan in Jodhpur.

Diploma versus degree: the Gulf labour categorisation

Saudi MOFA, UAE Embassy, Kuwait MOFA, Qatar Embassy, Bahrain MOFA all read the difference between a diploma and a degree as a hard categorisation. The visa category, the minimum salary floor, and the employer who can sponsor the visa differ between the two.

Diploma: Three-year polytechnic diploma, two-year diploma, ITI certificates (one-year or two-year trade certificates). Gulf labour visa categories: skilled labour, technician, supervisor. Salary floors are lower than degree categories. The sponsoring employer is typically in construction, oil and gas, manufacturing, hospitality, healthcare support roles.

Degree: Three-year Bachelor of Arts/Science/Commerce, four-year Bachelor of Engineering/Technology, professional degrees. Gulf labour visa categories: professional, engineer, doctor, accountant, IT professional. Salary floors are higher. The sponsoring employer is typically in corporate, technology, finance, healthcare professional roles.

Misrepresenting a diploma as a degree on a Gulf visa application gets the visa rejected. Saudi MOFA verifies the issuing institution and the certificate type. UAE Ministry of Human Resources cross-checks against UAE\'s recognised institutions list. The right path is the diploma\'s right category, not a stretched representation.

When the polytechnic college has closed

Hundreds of small private polytechnic colleges have closed across India in the last twenty years; AICTE de-recognition, financial collapse, single-promoter institutions that did not survive a generational change. The academic records of closed colleges are usually transferred to either the state DTE\'s records cell or to a designated affiliating institution. Sometimes records are lost.

For diplomas issued by closed colleges, the path is to apply to the state DTE for a duplicate certificate or for record verification. State DTEs handle this on application. Reconstruction can take 4 to 12 weeks. Some closed-college cases for very small or very old polytechnics are unresolvable when records have not been findably transferred; we have seen this for some private polytechnics from before 2005.

When we receive a diploma from a college we have not encountered, we check the closure status with the state DTE before starting the work. If the college is closed and records are not at DTE, we tell the applicant before they pay for sequence work that the destination authority will not accept.

Which authority will actually read this diploma

Saudi MOFA, labour visa for technicians. State DTE attestation, MEA apostille (Saudi joined Hague with effect from 7 December 2023), certified Arabic translation. Saudi categories that accept diplomas: skilled labour, technician, supervisor, foreman, mechanical fitter, electrical fitter, welder. Some Saudi employers also ask for the apprenticeship completion certificate alongside.

UAE labour visa, skilled labour and technician categories. State DTE, UAE Embassy attestation and UAE MOFA attestation inside India (both completed inside India now). Arabic translation. UAE has been more flexible than Saudi on diploma categories in recent years; UAE Ministry of Human Resources accepts a broader range of polytechnic diplomas for skilled labour visas.

Kuwait MOFA, Qatar MOFA, Bahrain MOFA labour. State DTE attestation, MEA, Kuwait Embassy / Qatar Embassy / Bahrain Embassy at New Delhi, then destination MOFA. Arabic translation. Kuwait has been procedural about diploma category cross-checking.

Oman labour. Oman acceded to the Hague Apostille Convention in 2023; MEA apostille is now sufficient for many Oman categories without the older Oman Embassy attestation step. State DTE attestation feeds into MEA apostille. Some Omani employers still ask for the older Embassy attestation out of habit.

Engineers Australia, Engineering Associate or Engineering Technologist assessment. Apostilled diploma, apostilled DTE certificate, Competency Demonstration Report prepared by the applicant. The CDR is the applicant\'s work; the diploma sequence is our work. Engineers Australia\'s assessment categories specifically include diploma engineers; the routes are mechanical, electrical, civil, electronics, automotive, instrumentation.

WES Canada, ECA for Express Entry. Sealed transcript from the polytechnic to WES Toronto, apostilled diploma sent separately by the applicant. WES evaluates the diploma under the Canadian framework and issues an ECA report.

German recognition of vocational training (Anerkennung beruflicher Qualifikationen). German labour and craft chambers recognise foreign vocational training under specific schemes. Diploma plus DTE attestation plus MEA apostille plus German translation by vereidigter Übersetzer in Germany. The German chamber (Handwerkskammer or IHK) issues the recognition.

UK Trades and Apprenticeships for skilled worker route. Apostilled diploma. UK does not currently have a centralised recognition equivalent to WES; sponsor employer and licensing body (where the trade is licensed) handle case-specific recognition.

What we will not pretend about diploma category

We are not the State Board of Technical Education and we are not the DTE. We coordinate the application; the verification and attestation are the state board\'s and DTE\'s call. Where the state board cannot find a record (closed college, lost records), we cannot reconstruct what does not exist.

We do not handle apprenticeship certificate work directly. The Apprenticeship Council of India and the NCVT trade certificate are separate documentary streams; we coordinate their inclusion in the bundle when the destination employer asks for them.

We do not influence Gulf labour visa category decisions. Saudi MOFA, UAE Ministry of Human Resources, Kuwait MOFA decide which category a diploma fits. We name the typical category based on certificate type, but the destination employer and the destination labour authority make the actual placement.

We do not work with forged or tampered certificates. If we identify a non-genuine diploma at intake, the file is returned and the candidate is told to apply to the state DTE for a duplicate.

When you actually need to send us the Original

Translation of a polytechnic diploma or an ITI trade certificate runs from a scan or photograph. The translator works from the image of the diploma certificate or the trade certificate and delivers the translated version on email. Hard copy with translator\'s signature and seal by courier where the destination employer or labour authority asks. The Original diploma stays with the candidate.

Apostille on a diploma is a separate leg. The State DTE (Directorate of Technical Education, not State HRD) attests the physical certificate at the issuing state, then MEA apostilles, then embassy attestation for non-Hague destinations. The Original travels to our Noida office and from there through the DTE-MEA-embassy sequence. Translation runs in parallel from the scan.

French is the translation case with a different rule. Authorised French Embassy translators sometimes verify the document against the Original where the document is not digitally verifiable. For French-target translation, we confirm at intake whether the verification step applies to your specific document.

Diploma custody through DTE, MEA, embassy and translator

You can\'t mess with people\'s Original documents. A diploma that arrives at our Noida office is logged with a Customer ID and a Document ID at intake. The printed checklist that travels with the certificate is signed at every handoff: Notary, State Board verification, DTE attestation, MEA submission, MEA collection, embassy desk if applicable, translator, courier outbound.

Diploma chains are multi-vendor: the state DTE has its own vendor; MEA has its own; some embassies have their own; the translator is independent. We coordinate movement through a single SiZA representative in the issuing state to reduce handoff risk. For Maharashtra, Tamil Nadu, Karnataka, AP/Telangana, Kerala, we have established representatives.

We do not use Porter, Wefast, Borzo or similar third-party parcel apps for movement between our office, DTE, MEA, and embassies. Inter-city movement uses Blue Dart, DHL, FedEx, DTDC Premium, UPS. Diploma certificates that get lost between DTE and MEA require the DTE duplicate process, which can take 4 to 12 weeks.

My polytechnic diploma in Electrical Engineering is from the Maharashtra State Board of Technical Education. Saudi job visa is asking for HRD attestation. Is HRD the right office?

For polytechnic diplomas, the right state office is the DTE (Directorate of Technical Education) of the issuing state, not the State HRD. State HRD handles university-issued degrees. DTE handles polytechnic and ITI diplomas, which are issued by state technical education boards, not by universities. For Maharashtra State Board of Technical Education (MSBTE), the sequence is: MSBTE verification, DTE Maharashtra attestation, MEA apostille (Saudi joined Hague with effect from 7 December 2023), certified Arabic translation. Saudi MOFA accepts this sequence. Going through State HRD instead of DTE is a common error and gets the diploma rejected at MOFA.

My polytechnic college has permanently closed since I graduated. Can I still get the diploma attested?

Yes, but it is harder. When a polytechnic college closes, the academic records are usually transferred to either the state DTE or to a designated affiliating institution. For diplomas issued by closed colleges, the path is to apply to the state DTE for a duplicate certificate or for verification of the original. State DTEs handle this for Maharashtra, Tamil Nadu, Karnataka, Andhra Pradesh, Telangana, Kerala on application. I am an ITI welder going to UAE for a labour visa. Is my ITI certificate enough or do I need an NCVT certificate?

For UAE labour visa, the ITI certificate plus the NCVT (National Council for Vocational Training) trade certificate is the standard bundle. The ITI certificate is issued by the state ITI; the NCVT trade certificate is the central government-issued proficiency certificate. Both are needed for UAE skilled labour categories. Chain: Notary, State DTE attestation, MEA apostille (UAE accepts MEA apostille now for many categories alongside the older UAE Embassy and UAE MOFA attestation routes), Arabic translation. Some UAE labour categories also ask for the apprenticeship completion certificate; we name this at intake.

Engineers Australia is asking for skills assessment on my diploma. Do I send the apostilled diploma or the degree?

Engineers Australia treats diploma engineers under different category from degree engineers. Diploma engineers in mechanical, electrical, civil, electronics, automotive go through Engineers Australia's Engineering Associate or Engineering Technologist assessment paths. The apostilled diploma plus the apostilled DTE-issued certificate plus a Competency Demonstration Report prepared by the applicant is the bundle. Many Indian diploma engineers do not realise Engineers Australia has these categories; they assume only degree engineers can apply. Engineers Australia's website confirms the diploma routes.

ECA Canada for Express Entry; does WES evaluate my polytechnic diploma?

WES evaluates Indian polytechnic diplomas under their qualification framework, mapping them to the Canadian secondary-plus-technical-school equivalence. For Express Entry purposes, the Comprehensive Ranking System gives different points to diploma-equivalent versus degree-equivalent assessments. Sealed transcript from the polytechnic college and the DTE-attested apostilled diploma go to WES. The evaluation report determines the equivalence. Some applicants also send apostilled NCVT certificates if they have trade-specific NCVT qualifications.

My diploma is in Tamil from Tamil Nadu Polytechnic. Saudi MOFA wants Arabic. What is the order?

English translation of the Tamil diploma first, with translator certificate of accuracy. Notary attestation on the bundle (original Tamil diploma plus English translation). DTE Tamil Nadu attestation. MEA apostille. Certified Arabic translation last. The Arabic translation has to be certified by a translator empanelled at the Saudi end or by a recognised Indian translator whose work is accepted at Saudi MOFA. We coordinate the Arabic translation last to ensure the apostille seal text is rendered correctly.

Is "Diploma in Computer Applications" the same as a degree for IT jobs in the Gulf?

Not for most Gulf employers. Gulf labour visa categorisation is sharp: Bachelor of Computer Applications (BCA) is a degree; Diploma in Computer Applications is a diploma. The visa category, the salary floor, and the employer profile that can sponsor the visa differ between the two. The diploma path is valid for diploma-category jobs; it is not a substitute for a degree-category job. Saudi MOFA and Kuwait MOFA both verify the issuing institution and the certificate type. Misrepresenting a diploma as a degree gets the visa rejected.

How long does the diploma work take from your end?

DTE attestation: 10 to 25 working days depending on the state. Maharashtra MSBTE, Tamil Nadu DOTE, Karnataka DTE, Andhra DTE, Kerala DTE vary in turnaround. MEA apostille after DTE: 3 to 5 working days. Embassy step for non-Hague destinations: 5 to 10 working days. International courier: 3 to 7 working days. End-to-end for a Hague destination: 20 to 35 working days. For closed-college reconstruction cases, add 4 to 12 weeks for the DTE duplicate process.
