Qatar document attestation from India is an embassy attestation steps, Qatar is not a Hague Apostille Convention member. The standard sequence is State HRD (educational) or SDM / Home Department (civil) at the issuing state, MEA attestation in Delhi, and Qatar Embassy attestation in India. Qatar attestation has its own practical characteristics that applicants often miss: educational documents are commonly handled in pairs (the final degree alongside the transcript or consolidated marksheet), and there is no standard urgent processing at the Qatar Embassy, the embassy works to its own queue, so deadlines should account for embassy processing time on top of HRD and MEA.

Most Qatar submissions are tied to one of these lanes: a Qatar Civil Service Commission file for a government or public-sector role, a healthcare-licensing case under QCHP (Qatar Council for Healthcare Practitioners) running alongside DataFlow primary-source verification, a private-sector employer file in oil-and-gas, construction, or hospitality where the contract is conditional on attested credentials, and family-residence paperwork for spouses and dependent children. Each lane has different supporting paperwork (employer letter, DataFlow for Qatar QCHP case reference, civil-service appointment letter) but the same India-side steps.

On the India side, the government check before MEA step on the degree is State HRD, not SDM. This is the costliest single mistake on Qatar-bound degree paperwork. Once HRD is complete, MEA attestation runs in 2 to 4 working days, then the Qatar Embassy attestation step adds another 7 to 12 working days depending on embassy queue. Healthcare professionals heading to Qatar should run DataFlow primary-source verification in step with the attestation steps, DataFlow takes 4 to 8 weeks regardless of how fast the attestation steps moves, so running it sequentially adds avoidable delay.

Certified Arabic translation is commonly required by Qatar authorities and is prepared after the full attestation steps.

The MOFA / Embassy quirks to know

Timeline, common mistakes and why customers choose SiZA

    Embassy + MOFA timeline factors

    • Issuing-state government check before MEA step duration
    • MEA Delhi attestation (typically 2 to 4 working days)
    • Qatar Embassy attestation queue (typically 7 to 12 working days)
    • DataFlow for Qatar QCHP parallel-track timeline (4 to 8 weeks)
    • Certified Arabic translation and international courier transit

Where files get returned at the embassy counter

    • Sending a Qatar-bound document for MEA apostille, Qatar is non-Hague
    • Submitting only the degree (without transcript) to Qatar Embassy, returned for incomplete submission
    • Running DataFlow for Qatar QCHP sequentially after attestation, DataFlow should run together
    • Routing the degree through SDM instead of State HRD, Qatar Embassy and QCHP expect HRD
    • Treating Qatar Embassy queue as fast, there is no standard urgent processing at Qatar Embassy; deadlines should plan for the queue

Why SiZA on the embassy route

    • Full Qatar Embassy attestation steps via the official channel, Qatar is non-Hague, apostille is not the sequence
    • QCHP (Qatar Council for Healthcare Practitioners) coordination for nursing, medical, dental, pharmacy and allied health licensing, runs together DataFlow primary-source verification
    • Civil Service Commission coordination for Qatar government-and-public-sector roles
    • Educational documents handled in pairs, Qatar Embassy expects degree + transcript / consolidated marksheet together, not singly
    • Per-document workflow expertise: degree through State HRD then MEA + Qatar Embassy; civil documents through SDM then MEA + Qatar Embassy; Arabic translation after the sequence

    Frequently Asked Questions

    What documents are required?

The exact list depends on the file. For a degree apostille, the original degree certificate is the core document, with transcripts / consolidated marksheets, passport copy, and the destination authority's checklist as supporting. For a birth certificate apostille, the original municipal-corporation-issued certificate plus identity proof. For a marriage certificate apostille, the original registered civil certificate (Sub-Registrar / Marriage Registrar issued, not just religious ceremony). SiZA Global reviews the specific file scans on WhatsApp and confirms the exact document set required before originals move.

How long does the process take?

End-to-end timelines depend on the issuing state, university verification, document type, destination country and translation requirement. MEA apostille itself takes 2 to 4 working days, or 24 hours on urgent processing if the next day is a working day. State HRD timings vary by state, for example Maharashtra takes 25 to 35 working days, Gujarat takes 10 to 30 working days, Telangana and Andhra Pradesh take 10 to 15 working days, and Kerala takes 20 to 30 working days. For non-Hague countries, embassy and MOFA steps are added separately.

Do originals need to be submitted?

Yes. HRD, SDM, Home Department, MEA apostille, and embassy attestation are all physical-stamping processes on the original document. A scan is enough for the initial review on WhatsApp; the original is then couriered to SiZA Global (or we arrange doorstep pickup in major Indian cities) for the authority steps. The original is returned by AWB-tracked courier after completion. NRIs whose originals are with family in India can coordinate the whole process remotely, the originals never leave India for the apostille step.

    What is embassy attestation?

Embassy attestation is the India-side legalisation route for countries that are NOT members of the Hague Apostille Convention, UAE, Qatar, Kuwait, Libya, Egypt, and a smaller set of others. The Indian document goes through state-level authentication (SDM, HRD, Home Department, or Chamber of Commerce depending on document type), then MEA attestation, then attestation at the destination country's embassy or consulate in India. UAE MOFA attestation now also happens in India alongside the UAE Embassy step.

    Stories from embassy-route applicants

Reviews are quoted as written and reflect each customer's case at the time. Current government and mission requirements are checked again before new work starts.

Qatar requires engineering degree attestation through MEA then Qatar embassy. SiZA checked whether my Calcutta University degree needed HRD , it didn't for engineering. They went directly to MEA and Qatar embassy. Got everything done before my employer's visa deadline. Very organised team.

Degree HRD from Maharashtra, then MEA apostille, then Qatar embassy attestation , a long process. SiZA tracked every step and gave me realistic timelines for Maharashtra HRD before starting. Rajasthan HRD requires personal appearance in Jaipur, which I didn't know until SiZA told me. They explained the process clearly , what documents to carry, which office to visit, and what to expect. After HRD, they handled MEA apostille and Qatar embassy attestation. No surprises at any stage.

Qatar QNMC requires nursing degree with Kerala HRD and MEA apostille. SiZA handled the Kerala HRD submission, collected from Thiruvananthapuram, and then took it through MEA. They also provided a checklist for what QNMC requires beyond the degree , registration and experience letters. Got my license approved.

Rajasthan HRD for pharmacy degree requires personal appearance , SiZA told me this upfront. They prepared my complete file, I appeared once, and they handled follow-up collection. After that, MEA apostille and Qatar embassy attestation. QCHP accepted my documents in the first submission cycle.

Qatar QCHP DataFlow for physiotherapists requires degree, internship certificate, and KMC registration. SiZA gathered everything and submitted to DataFlow correctly. They also told me QCHP needs primary source verification directly , not just apostille. Got DataFlow clearance without a single resubmission request.
