UAE Embassy Attestation & MOFA for Indian IT Professionals
If you are an Indian IT professional with a UAE offer from Emirates NBD, Etisalat, Mubadala or a TCS or Infosys UAE desk, your degree attestation, experience letters and MOFA stamp all have to be finished in India before the MOHRE work permit can move. The UAE is not a Hague country, so the work is UAE embassy attestation followed by UAE MOFA attestation, not apostille, and both are now done inside India through VFS Global. This guide walks the whole journey: who is hiring, what it pays, the State HRD and MEA attestation steps, the certified Arabic translation, and the exact documents and timeline you will need.

A senior cloud architect from Infosys Bengaluru, BTech CS from VIT Vellore 2014, holding AWS Solutions Architect Professional and Azure Solutions Architect Expert certifications, spent six years on Infosys' digital practice serving GCC banking clients, including landing-zone builds for ADCB and Emirates NBD. Then came a direct-hire offer: Principal Cloud Architect at Emirates NBD's Dubai head office. AED 32,000 monthly base plus benefits.
The Emirates NBD HR file asked for a specific set of papers. His VIT Vellore BTech attested. His class-twelve Tamil Nadu State Board certificate attested. His Infosys employment letter on Bengaluru HR letterhead with the engagement partner's countersign. His AWS and Microsoft certification credentials. His marriage certificate from the Bengaluru Sub-Registrar. And a police clearance certificate from the Bengaluru Passport Seva Kendra Lalbagh.
The work ran like this. Tamil Nadu HRD attestation through the State Higher Education Department Chennai for the VIT Vellore degree. Karnataka HRD attestation through the State Higher Education Department Multistoreyed Building Bengaluru for the marriage certificate. MEA attestation at Patiala House Delhi. UAE embassy attestation in Delhi through VFS Global. UAE MOFA attestation as a digital stamp at the same VFS desk. Both the UAE embassy attestation and the UAE MOFA attestation are done inside India and issued digitally, so he flew with a complete set. Four weeks end to end.
Emirates NBD HR uploaded the attested set to GDRFA Dubai for the residence visa endorsement. His employment visa was stamped at the UAE Embassy Delhi the following week. His wife, a designer at a Bengaluru startup, and his son followed on dependant residence within six weeks of his arrival.
That sequence is the sequence behind most senior Indian IT moves to the UAE. This guide walks the whole journey: who is hiring, what it pays, how the MOHRE work permit fits, and the degree attestation, embassy attestation and MOFA attestation work in India that has to be finished before any of it moves.
What kind of Indian IT jobs does the UAE hire for in 2026?
The UAE has quietly run on Indian IT teams for over twenty years, but the role mix has shifted. The early-2000s wave was largely Indian developers and ERP consultants brought in to build the digital backbone of UAE banks and telecoms. The 2026 wave is senior, specialised and well-paid.
From bulk developers to senior specialists
Cloud architects designing AWS and Azure landing zones for Etisalat. Cybersecurity engineers protecting Dubai government services from increasingly sophisticated attacks. Data engineers building analytics platforms for Emaar and DAMAC. AI and machine learning engineers feeding the UAE's national AI strategy.
The technical depth the UAE asks of Indian hires today is higher than it was even five years ago, and so is the pay. That seniority is also why the document side matters more: a Principal Cloud Architect file is checked harder at UAE embassy attestation than a junior developer file ever was, so the degree attestation and experience letters have to be clean before anything moves.
Which UAE employers hire Indian IT professionals in 2026?
Six employer clusters absorb most senior Indian IT moves to the UAE today.
- Banking and financial services. Emirates NBD, First Abu Dhabi Bank (FAB), Mashreq, Dubai Islamic Bank, Abu Dhabi Commercial Bank (ADCB), RAKBANK and Commercial Bank of Dubai run senior Indian engineering teams. The DIFC and ADGM fintech corridors hire on top of that. India-linked fintechs (Tabby, Tamara, Lulu Money, Zand Bank) employ Indian software, platform and security engineers.
- Telecom and infrastructure. Etisalat and du, both under the e& group, hire Indian engineers for network engineering, OSS, BSS, cloud transformation and 5G build-out. The e& Enterprise arm focuses on enterprise digital services with a meaningful Indian engineering share.
- Government tech and smart-city programmes. Smart Dubai, the Abu Dhabi Digital Authority, the UAE Ministry of Interior digital programmes and the federal smart-government initiatives source senior Indian architects, software engineers and security specialists, usually through Accenture UAE, IBM UAE, Capgemini UAE, EY UAE, KPMG UAE and Deloitte UAE on long-term engagements.
- Real estate, hospitality and aviation IT. Emaar, DAMAC, Aldar, Nakheel, Jumeirah Group, Marriott Middle East, Emirates Airlines IT, Etihad Airways IT and dnata operations hire Indian ERP consultants, application engineers and analytics teams.
- Sovereign wealth and investment platforms. Mubadala, ADIA, Mubadala Investment Company and ADQ. The investment-tech teams supporting these funds run on senior Indian engineering and quant talent.
- Indian-origin tech firms with senior UAE operations. TCS UAE, Infosys UAE, Wipro UAE, HCL UAE, Tech Mahindra UAE, LTIMindtree UAE, Cognizant UAE, plus a new wave of Indian product companies (Freshworks, Zoho, Razorpay, Postman) with growing UAE customer bases.
Does the UAE need apostille or embassy attestation for Indian documents?
The UAE is not a Hague Apostille party for Indian personal and educational documents. So the legalisation work is the older embassy attestation, not the single MEA apostille that works for the US, UK, Canada or Australia. Anyone who tells you to "apostille for Dubai" is giving you the wrong instruction: for the UAE the correct work is UAE embassy attestation followed by UAE MOFA attestation, both completed in India. (Contrast this with Saudi Arabia, which joined the Hague Convention on 7 December 2022 and now takes a plain apostille in India, no Saudi embassy attestation. The UAE has not, so the rules are different.)
The work runs through five named stops, in order.
- State HRD attestation on the engineering degree, where the issuing state requires it. Most engineering states ask for HRD before MEA: Maharashtra Mantralaya Mumbai, Karnataka SHED Multistoreyed Building Bengaluru, Tamil Nadu DTE Guindy, Telangana SHED Tarnaka, AP SHED Mangalagiri, Punjab SHED Mohali, Haryana SHED Chandigarh, UP SED Lucknow, MP SHED Bhopal, West Bengal SHED Bidhan Bhavan Kolkata, Bihar SED Patna, Rajasthan SED Jaipur. SDM attestation works for some personal documents but is rejected for engineering degrees by the UAE Embassy, so HRD is the only safe path for the educational papers. State HRD attestation runs roughly 7 to 45 working days depending on the state and the issuing university. This is the HRD attestation step, and it is the degree attestation, also called educational certificate attestation, that the UAE checks most closely.
- MEA attestation in New Delhi at the Patiala House counter. The Ministry of External Affairs counter-signs the state-level attestation on the educational document. For non-Hague countries like the UAE this is plain MEA attestation, not apostille in Delhi. For personal documents like the marriage certificate, birth certificates and PCC, MEA attestation follows the SDM or Home Department attestation that came earlier.
- UAE Embassy attestation in New Delhi through VFS Global, the partner of the UAE Embassy. Standard processing is four to seven working days. Urgent processing is two to three days where the embassy permits it. This is the core of UAE embassy attestation for Indian documents, and it is the step most people mean when they search for embassy attestation or MOFA attestation.
- UAE MOFA attestation as a digital stamp at the same VFS desk. Until early 2023, the UAE MOFA attestation had to be obtained in Dubai after the documents arrived in the UAE. Since the digital MOFA rollout in 2023, this final step is completed in India through the VFS partner, so the candidate receives a fully MOFA-stamped set before flying. Both the UAE embassy attestation and the UAE MOFA attestation are now done inside India and issued digitally. This is a real change from older guides that still describe MOFA as something done in the UAE after arrival.
- Certified Arabic translation by a UAE-listed translator. Done after the full attestation work is complete. The translated set travels with the candidate or goes to the UAE employer for the MOHRE work permit application. The UAE asks for certified translation by a translator approved for the UAE, not a casual rendering. See certified translation and our Arabic translation page.
Which documents need UAE embassy attestation and MOFA attestation?
Here is the document set behind most senior Indian IT moves to the UAE, the legalisation work each one needs, and where it starts in India.
| Document | Where it starts in India | Legalisation needed for the UAE |
|---|---|---|
| Engineering degree (BTech / BE / MTech) | State HRD attestation | HRD, then MEA attestation, UAE embassy attestation, UAE MOFA attestation |
| Consolidated marksheet / transcript | State HRD attestation | Same as the degree |
| Class-twelve / school certificate | State HRD attestation | Same as the degree |
| Experience / employment letter | Issued on company HR letterhead | UAE embassy attestation, UAE MOFA attestation (no HRD) |
| Marriage certificate | SDM or Home Department attestation | MEA attestation, UAE embassy attestation, UAE MOFA attestation |
| Children's birth certificates | SDM or Home Department attestation | Same as the marriage certificate |
| Police Clearance Certificate (PCC) | Issued at the Passport Seva Kendra | Goes to MEA attestation, then UAE embassy and MOFA attestation |
| AWS / Microsoft / professional certificates | Notary or Chamber of Commerce, where the embassy asks | Case by case at UAE embassy attestation |
Educational papers go through State HRD attestation, personal papers through SDM or Home Department, and any commercial or company papers through Chamber of Commerce attestation before MEA. How does the MOHRE work permit depend on attestation done in India?
The Ministry of Human Resources and Emiratisation (MOHRE) handles UAE work permit applications. The UAE employer files the work permit through the MOHRE Tasheel system. The application includes the candidate's attested degree, attested experience letters, the salary offer, and the role description. None of it moves until the degree attestation and embassy attestation are finished in India.
The MOHRE work permit is the gate to the rest of the UAE visa journey. After MOHRE approval:
- The employer obtains an Entry Permit.
- The candidate travels to the UAE.
- The candidate completes a medical fitness test at a UAE health authority centre.
- The candidate applies for the Emirates ID at ICP.
- The residence visa stamp goes into the passport.
The documentation in India has to be complete and Arabic-translated before the employer files the MOHRE application. A clean file at the MOHRE end gets the work permit issued in three to seven working days. A file with missing attestations or unclear experience letters can take three to four weeks to clear.
The UAE visa journey, step by step
Once the attested file from India is in the employer's hands, the rest of the move runs in this order:
- The employer files the work permit on the MOHRE Tasheel system using the attested degree and experience letters.
- After MOHRE approval, the employer obtains an Entry Permit.
- The candidate travels to the UAE.
- The candidate completes a medical fitness test at a UAE health authority centre.
- The candidate applies for the Emirates ID at ICP.
- The residence visa stamp goes into the passport, and the GDRFA endorses the residence file in Dubai.
What experience letter wording does the UAE PRO actually want?
Across the UAE IT files we have closed, the experience letter is the single most common cause of MOHRE delay. UAE MOHRE and the employer's PRO want to see the role, the period and the technology stack named clearly.
A letter that says "Software Engineer, January 2020 to March 2024" with dates and no system or product detail is weaker than one that says "Senior Backend Engineer, Java Spring Boot, microservices on AWS, October 2020 to March 2024, reporting to VP Engineering, working on the consumer payments platform." The PRO matches the candidate's claimed technical depth against the role on the UAE offer letter. A vague Indian letter signals a generalist rather than a senior specialist, which slows the PRO's confidence in the file.
The Indian employer's HR desk should put the experience letter on company letterhead with the HR officer's name, designation and direct phone number countersigned. The UAE PRO sometimes calls the Indian HR officer to verify. A direct line that connects to a real person is what closes the file fast.
What AICTE and gap-year issues delay UAE embassy attestation?
Two other recurring issues hold up UAE IT files at the embassy attestation stage.
AICTE recognition gaps. A small number of Indian engineering colleges have had temporary AICTE recognition gaps, or changed their accreditation status during the candidate's study period. The UAE Embassy at Chanakyapuri flags these and asks for AICTE confirmation letters covering the candidate's enrolment years. The candidate or SiZA secures the AICTE letter from the All India Council for Technical Education's Delhi office, which adds two to three weeks to the file.
Gap years. An unexplained gap between graduation and first employment, or between two jobs, often prompts the UAE PRO to ask for a written explanation. The fix is to include a brief, factual note in the experience letter set, one-line statements like "Career break for elderly-parent care, January 2022 to December 2022" or "Self-study and AWS certification, June 2021 to November 2021", rather than wait to be asked.
What does SiZA handle on a UAE IT attestation file from Noida?
What we tell you before any original moves
A UAE IT file reaches SiZA once the employer's offer is in hand or the MOHRE pre-approval is being prepared. The candidate sends the engineering degree, marksheets, university transcript, experience letters, marriage certificate, children's birth certificates, PCC if available, and passport copies on WhatsApp to +91 9220161774.
We tell the candidate, in writing:
- Which state HRD office handles the degree.
- What experience letter wording the UAE PRO will want.
- The realistic timeline.
- What the work costs end to end.
What we run once the documents arrive
When the originals reach our Noida office at C-25, C Block, Sector 8, the work runs State HRD attestation where applicable, MEA attestation at Patiala House Delhi, UAE embassy attestation in Delhi through VFS Global, UAE MOFA attestation as the digital stamp at the same VFS desk, and certified Arabic translation by a UAE-listed translator. Both the embassy attestation and the MOFA attestation are completed inside India. This is the same UAE MOFA attestation older guides still tell you to do in Dubai after arrival, and it is no longer true. Named SiZA staff carry the documents between offices in Delhi NCR. We return the file by tracked courier to the candidate or family address. The attested and translated set lands in the candidate's hands ready for the employer's MOHRE filing.
What SiZA does not do: we do not file the MOHRE work permit application, run the UAE medical fitness test, stand at the visa stamping window, apply for the Emirates ID at ICP, or negotiate the UAE employment contract.
How long does the whole UAE attestation file take?
For a senior Indian IT move, the document work in India runs on this calendar, mostly in parallel:
| Step in India | Realistic time |
|---|---|
| State HRD attestation on the degree | 7 to 45 working days, state and university dependent |
| MEA attestation at Patiala House Delhi | 3 to 5 working days |
| UAE embassy attestation through VFS Global | 4 to 7 working days standard, 2 to 3 urgent |
| UAE MOFA attestation (digital stamp, same VFS desk) | Issued with the embassy attestation |
| Certified Arabic translation by a UAE-listed translator | 2 to 4 working days |
| Whole file, end to end | About four weeks in a clean case |
For a free scan-review of your UAE IT file before any original document moves, send a WhatsApp message to +91 9220161774 with a photo of your offer letter and your engineering degree. We will tell you which state HRD office handles your degree, what the UAE embassy attestation and MOFA attestation will cost, and the realistic timeline before a single original leaves your hands.
