Embassy attestation in India is separate from MEA apostille and applies to documents bound for countries that have not joined the Hague Apostille Convention. The clearest current example is the UAE, Indian documents for UAE use need MEA attestation followed by UAE Embassy attestation in India, not MEA apostille. Other non-Hague destinations that come up regularly for NRIs are Kuwait, Qatar, Libya, parts of the Egypt process, and a few specialised African embassy routes. Saudi Arabia, Bahrain and Oman have joined Hague (in 2022, 2013 and 2012 respectively) and now follow the apostille way, but white-collar Saudi applications often still need QVP, Mosaddaqa or Saudi Cultural Attaché steps alongside the apostille.
Start while you're still abroad
The most common NRI-from-abroad attestation applications are: UAE family-visa renewals where the marriage or birth certificate is being asked for again, Kuwait employment submissions where the degree and experience certificate need end-to-end work attestation, Qatar education documents that are routinely handled in pairs (final degree + transcript), Libya paperwork where the sequence can change with the political situation and needs current verification, and the occasional return-to-India / dependent visa submission that requires legalisation in the destination country format. Each way has a different embassy submission step and different Arabic translation timing.

What is embassy attestation?
Embassy attestation is the India-side legalisation route for countries that are NOT members of the Hague Apostille Convention, UAE, Qatar, Kuwait, Libya, Egypt, and a smaller set of others. The Indian document goes through state-level authentication (SDM, HRD, Home Department, or Chamber of Commerce depending on document type), then MEA attestation, then attestation at the destination country's embassy or consulate in India.
