A site engineer from Vijayawada, with a BE Civil from Acharya Nagarjuna University in Guntur and six years at Larsen & Toubro on the Hyderabad Metro and the Mumbai Coastal Road, had his UAE Embassy attestation paused at Chanakyapuri last August. His engineering college had a temporary All India Council for Technical Education (AICTE) recognition gap during his 2014-to-2018 enrolment window. The college's approval status had since been restored, but AICTE's letter confirming the 2014-2018 enrolment period was not in his file. The UAE Embassy clerk did not call this a rejection; he called it a hold pending clarification. The hold took eleven weeks to clear, and the Dubai contractor (a Mediclinic site fit-out package) filled the role with someone else.
This is the quiet problem UAE engineering applications hit when no one is looking for it. Not the obvious problem of no degree or no experience, but a recognition gap from years ago that comes back into view at the Embassy counter. A handful of Indian engineering colleges (a small but real number) have had temporary AICTE recognition gaps or have changed their accreditation status during a candidate's study period. The UAE Embassy in Delhi has occasionally flagged these. Resolution is paperwork from the institute and from AICTE confirming the recognition status during the enrolment years; it takes two to three weeks if you start now, eleven weeks if you start after the UAE Embassy has already raised it.

Which documents need attestation for a UAE engineering job?
The core documents for an Indian civil engineer going to the UAE are:
- The engineering degree certificate (BE, B.Tech, M.Tech or MBA Construction Management) with all eight semester marksheets
- The polytechnic diploma if you hold one, plus the State Directorate of Technical Education (DTE) attestation on the polytechnic certificate where applicable
- The All India Council for Technical Education (AICTE) recognition letter for the engineering institute where the role asks for it
- Experience letters from every employer covering the period from graduation to the present
- The UAE employer or contractor offer letter

Why the experience letter makes or breaks the application
The experience letter is where UAE engineering applications most often fail or pass. The UAE main contractor's PRO matches your actual project exposure against the role designation in the visa block. An experience letter that lists "Site Engineer, 2019 to 2024" with no project names is weaker than one that lists "Senior Site Engineer, Mumbai Coastal Road Phase Two, L&T BWSL Cluster, October 2019 to March 2022" followed by "QA/QC Engineer, Bandra-Versova Sea Link Pier Works, August 2022 to April 2024".
Professional registrations that strengthen a UAE engineering file
Professional registration matters more than candidates expect. Indian Society of Structural Engineers (ISSE) membership, Institution of Engineers India (IEI) fellowship, AICTE registration, Institution of Civil Engineers UK (ICE) membership where you have it, Royal Institution of Chartered Surveyors (RICS) for QS roles, Project Management Professional (PMP) certification from the Project Management Institute: each is an explicit plus point in the UAE. Where any of these certificates is in English already, it still needs the same embassy attestation steps; where it carries another language, it needs certified translation too.
How does UAE Embassy attestation and MOFA attestation work from India?
The UAE is not a Hague Apostille country for Indian personal and educational documents, so there is no MEA apostille on this route. Validation runs through UAE embassy attestation and UAE MOFA attestation, both completed in India. Here is the full sequence and what each step takes:

Where do UAE engineering applications actually stall?
Across the UAE engineering applications SiZA Global has carried in 2024 and 2025, three issues account for most of the delays.
First: the experience-letter problem
This is the issue covered above. Spend a week getting the existing employer to re-issue the experience letter with project names and exact periods, before the application leaves India. Two weeks of waiting at the start saves four weeks at the contractor's PRO desk in the UAE.
Second: AICTE recognition for the engineering institute

Third: an unexplained study gap before the M.Tech or MBA
This is the gap between the BE Civil degree and the M.Tech or MBA. If you have post-graduate study, the UAE Embassy reads the gap between graduation and the next enrolment. An unexplained 18-month or 24-month gap should be addressed in writing inside the experience letter set, not left as a question.
