Italy, Poland, Saudi (educational) and Qatar refuse SDM on a degree and require State HRD. HRD is the safer path everywhere, since it survives any later credential check.
Degree certificate apostille in India is the most-searched apostille service, and the most common rejection cause is the same one: routing the degree through SDM instead of through State HRD. A university-issued degree is an educational document, and educational documents follow the State HRD authentication steps in India before MEA apostille. SDM stamp on a degree may technically pass MEA, but it is then rejected at the receiving authority abroad, particularly for Italy DoV, German APS / ZAB, Saudi QVP, GCC healthcare licensing, and most credential-evaluation bodies. Getting the State HRD step right is the single largest determinant of whether the apostilled degree is actually usable.

The State HRD step is decided by the issuing state, not the residence state. A degree from Mumbai University goes through Maharashtra Mantralaya regardless of where the applicant lives today. A degree from Bangalore University goes through Karnataka HRD; from Anna University, through Tamil Nadu HRD; from Osmania or JNTU, through Telangana; from Kerala University or MG University, through Kerala HRD; from any UP-state university, through UP HRD at Lucknow. Each State HRD has its own working pace (8 to 45 working days), its own rules on university verification (some require direct university confirmation before HRD will process), and its own personal-appearance rules (Rajasthan, J&K, Himachal Pradesh and Meghalaya require the applicant or a duly authorised representative to appear in person).
Once State HRD is complete, MEA apostille is fast, typically 2 to 4 working days. After apostille, the next step depends on the destination: Hague countries accept the MEA apostille and any required certified translation; non-Hague countries (UAE, Kuwait, Qatar, Libya among others) require an additional Embassy attestation in India through the official VFS / BLS channel. Some countries (Italy DoV, German APS, Saudi QVP, AHPRA, NMC, GMC, WES / IQAS / NACES) add a parallel recognition step that moves alongside the apostille rather than instead of it.

Does my degree certificate need HRD before apostille?
It depends on the destination. Italy, Poland, Qatar, and Saudi Arabia (for educational documents) insist on State HRD attestation and refuse the SDM shortcut on degrees. Many other Hague destinations accept SDM, but HRD is the safer choice for a degree because it survives any later credential check by the university or employer. Which state HRD applies to my degree?
The state where your university is located, not the state where you live. A Pune resident with an AKTU degree goes through UP HRD. A Delhi resident with a Mumbai University degree goes through Maharashtra Mantralaya. The HRD office usually verifies the degree with the university first, and that verification is the slow part of the timeline.
How long does degree apostille take?
The honest answer is that the state decides. HRD verification runs anywhere from 8 to 45 working days, because the office writes to your university and waits. MEA is quick after that, 2 to 4 working days. If your destination accepts SDM instead of HRD, the whole job shrinks to about a week plus courier.
What documents do I need for degree apostille?
The original degree certificate, your passport copy, and, for the HRD step, the marksheets or transcript the state office may want for university verification. Names must match the passport exactly. If yours differ, a Tehsildar One-and-Same Certificate fixes it before the apostille work starts.

What is an apostille?
An apostille is a single official stamp issued by India's Ministry of External Affairs (MEA) on the back of an Indian document. Once placed, the document is accepted in any country that is a member of the 1961 Hague Apostille Convention, about 125 countries today, including the USA, UK, Italy, Germany, France, Saudi Arabia (since 2022), and Canada (since 2024). For non-Hague destinations such as UAE, Qatar, Kuwait, Libya, and Egypt, MEA apostille alone is not enough, the document needs MEA attestation plus the destination country's embassy attestation in India.
Is apostille required for Saudi Arabia?
Saudi Arabia joined the Hague Apostille Convention in December 2022. For Indian documents going to Saudi Arabia today, MEA apostille (after the relevant pre-step, State HRD for educational documents, SDM or Home Department for civil documents) is the standard India-side authentication. The previous Saudi Embassy + Cultural Attaché route was discontinued in December 2022; some Saudi employers still ask for QVP / Mosaddaqa qualification verification or SCFHS DataFlow PSV separately for licensed professions.
