The Kuwait Consulate in Mumbai does not attest educational or professional documents; only the Kuwait Embassy in New Delhi has that authority. After the Kuwait Embassy step, the document is then sent to Kuwait City for Kuwait MOFA attestation, an additional ten to fifteen working days at the destination side. Certified Arabic translation is required, done after the Kuwait Embassy step so the Arabic version covers the Embassy attestation stamps.

No. The Kuwait Consulate in Mumbai is not authorised to attest educational or professional documents (including the GSC, council registration, nursing degree). Only the Kuwait Embassy in New Delhi has that authority for these documents. Mumbai handles civil documents (PCC under specific conditions, marriage, birth) and certain personal documents.
Do I need to be present in India for the GSC application or the attestation chain?
For the GSC application itself, some Indian councils accept online applications and post the GSC; others ask for in-person collection or a signed authorisation from the candidate. Once the GSC is issued, the attestation chain (State HRD, MEA, Kuwait Embassy, Kuwait MOFA, Arabic translation) does not require the candidate to be present. My experience is from a hospital that has closed. Can the GSC still be used?
The GSC is issued by the council based on the candidate's registration and disciplinary record with the council itself, not by the hospital. So a closed previous hospital does not affect the GSC. However, the Kuwait recipient often asks for experience certificates from previous hospital employers alongside the GSC; where the issuing hospital has closed, we coordinate with the successor entity or with the State Nursing Council's record-keeping for an alternative experience confirmation.

A typical apostille-only file is 7-15 working days; a file with HRD + apostille + translation is 12-25 working days; a non-Hague embassy attestation file with all chain steps is 15-30 working days. Do originals need to be submitted?
Yes. HRD, SDM, Home Department, MEA apostille, and embassy attestation are all physical-stamping processes on the original document. A scan is enough for the initial review on WhatsApp; the original is then couriered to SiZA Global (or we arrange doorstep pickup in major Indian cities) for the authority steps. The original is returned by AWB-tracked courier after completion. NRIs whose originals are with family in India can coordinate the whole process remotely, the originals never leave India for the apostille step.
