Experience certificate attestation in India is a commercial-document workflow, the certificate is treated as company-issued, even when it is for an individual employee, so it goes through Chamber of Commerce at the state of issuance (the chamber where the employer's registered office sits), then MEA attestation or apostille depending on the destination country. This is different from the educational-document workflow (State HRD then MEA) and from the civil-document workflow (SDM then MEA). Routing an experience certificate through SDM or HRD is the most common practical mistake on this kind of file.

The Chamber of Commerce step has a small subtlety that catches applicants out. There are multiple recognised chambers in India, Indian Chamber of Commerce, FICCI, ASSOCHAM, PHD Chamber of Commerce, and several state chambers. Not every MEA branch accepts every chamber's attestation, and not every destination Embassy in India accepts every chamber's attestation. We confirm the right chamber in advance based on the employer's state, the destination country, and the receiving authority before the certificate is taken to a chamber.

Experience certificates are also routinely returned for reasons that have nothing to do with the sequence: missing employee designation, undated, missing the employer's full legal name (not just the trade name), missing the dates of employment, signed by a person whose authority is not visible on the employer letterhead.
