Why does my HSC not go through State HRD?
State HRD is the state Higher Education Department's authentication for university-issued and council-issued certificates (degrees, council registrations, Good Standing). The HSC is issued by a school board (Maharashtra State Board, CBSE, ICSE, Karnataka PUC, Tamil Nadu HSC, etc.), not by a university or council. Board-issued certificates follow the SDM or Home Department civil chain at the issuing state, not the State HRD chain.
Can I get my HSC attested at Kuwait Consulate Mumbai?
No. Kuwait Consulate Mumbai is not authorised to attest educational documents (including HSC certificates). Only Kuwait Embassy New Delhi has that authority for nursing degrees, council registrations, Good Standing Certificates, HSC, and SSC. The Mumbai Consulate handles certain personal documents and visa stamping but not educational document attestation.
Do I need both the HSC certificate and the HSC marksheet?
