
Apostille Timeline India: Real Numbers by State, by Document, by Destination
Apostille timelines vary 10x across Indian states (3 working days in Maharashtra HRD vs 5 weeks in Bihar HRD) and 3x across document types. The MEA's own apostille step is rarely the bottleneck; State HRD and university coordination is. This is a state-by-state, document-by-document timeline based on actual cases we run, not best-case marketing numbers.

The short answer first
The realistic apostille timeline in India depends on three variables: which state's HRD or SDM attests the prior step (3 days for Maharashtra HRD vs 5 weeks for Bihar HRD), what document type (personal documents 7-10 days, educational documents 14-35 days), and what destination requires (Hague apostille only finishes at MEA; non-Hague embassy attestation adds 2-4 weeks at the destination embassy in Delhi plus destination MOFA). The MEA's own apostille step is consistently 2-3 working days; the bottleneck is the State HRD or Home Department before MEA. Urgent same-day MEA processing is sometimes possible when the document is ready and the prior step is complete. Anything beyond that depends on the candidate's state. We do not promise 3-day apostille for a Bihar HRD case because that is dishonest; we tell candidates the realistic 4-5 week timeline upfront.
The fast states (3-7 working days for HRD)
- Maharashtra HRD (Pune): 3 to 5 days. Walk-in or courier accepted.
- Karnataka HRD (Bengaluru): 3 to 7 days. Streamlined process.
- Delhi HRD: 5 to 7 days for Delhi University, JNU, IIT Delhi documents.
For a candidate from these states, total apostille time for educational documents is 7 to 12 working days (HRD + MEA combined).
The medium states (7-15 working days for HRD)
- Gujarat HRD (Gandhinagar): 7 to 12 days.
- Punjab HRD (Chandigarh): 10 to 15 days.
- Haryana HRD (Chandigarh): 10 to 15 days.
- Rajasthan HRD (Jaipur): 10 to 15 days.
- West Bengal HRD (Kolkata): 12 to 20 days.
Total apostille time: 12 to 25 working days for educational documents.
The slow states (15-35 working days for HRD)
- UP HRD (Lucknow): 3 to 5 weeks. BHU, AKTU, Allahabad University take longer because of university verification lag.
- Bihar HRD (Patna): 3 to 5 weeks.
- MP HRD (Bhopal): 3 to 4 weeks.
- Odisha HRD (Bhubaneswar): 2 to 4 weeks.
- Jharkhand HRD (Ranchi): 2 to 4 weeks.
Total apostille time: 25 to 40 working days for educational documents from these states.
The physical-presence states (in-person required)
- Andhra Pradesh HRD (Vijayawada or Amaravati): Candidate or representative with notarised authority letter must appear. 2 to 3 weeks total.
- Telangana HRD (Hyderabad): Same physical-presence rule. 2 to 3 weeks.
- Tamil Nadu HRD (Chennai): Physical appearance or notarised authority. Anna University has additional university-level verification adding a week. 2 to 4 weeks.
- Kerala HRD (Thiruvananthapuram): Physical appearance or notarised authority. 2 to 3 weeks.
For candidates from these states who have moved out (a Hyderabad engineer now in Bengaluru), notarised authority to a local representative is the workaround.

By document type
Personal documents (birth, marriage, PCC)
- SDM (Delhi-based) + MEA: 5 to 8 working days
- State Home Department + MEA: 10 to 21 working days depending on state
PCC additionally has a six-month freshness window the apostille does not reset.
Educational documents (degree, transcripts)
- State HRD + MEA: see state-by-state above, 7 to 40 working days
- SDM (where destination accepts SDM) + MEA: 5 to 8 working days. Italy, Austria, Qatar reject SDM-attested degrees; HRD only.
Commercial documents (POA, board resolution)
- Chamber of Commerce + Notary + MEA: 5 to 10 working days
Affidavits
- Notary + MEA: 3 to 5 working days
By destination
Hague destinations (apostille only)
UK, US, Canada (since January 2024), Australia, all of Europe, Saudi (since December 2022), Oman (since 2012), Bahrain (since 2013), Japan, South Korea, China (since November 2023).
India-side ends at MEA apostille. Add translation if non-English-speaking destination. Total India-side time: 1 to 5 weeks depending on state.
Non-Hague destinations (embassy attestation)
UAE, Qatar, Kuwait, Libya.
India-side adds destination embassy attestation in Delhi (3 to 7 working days, ₹4,000 to ₹5,000 per document) plus destination MOFA after arrival (2 to 7 working days). Total India-side time: 4 to 8 weeks depending on state.
The MEA step itself
The MEA's own apostille processing is 2 to 3 working days normally. Urgent same-day handling is sometimes available when the document is ready and the prior step is complete. The MEA does not delay; it processes promptly once the document arrives with correct prior attestation.
If a consultant tells you "MEA apostille takes 2-3 days" without mentioning the prior step, ask about the prior step. The MEA step is not the timeline; the prior step is.
What causes delays beyond state timelines
- University verification lag. HRD waits for the issuing university to confirm; if the university is slow, HRD waits.
- Wrong-state HRD attempt. Degree from Telangana sent to Karnataka HRD is rejected; goes back, two weeks lost.
- Incomplete document. Missing notary, unsigned letter, illegible scan.
- Regional language document. Birth certificate in Marathi needs to be re-issued or translated for HRD acceptance.
- University rename or merger. WES/HRD flags need clarification.
- Public holidays. State and central holidays add days.
- Peak season congestion. May-August (European university admissions), November-January (Canada PR rounds), April-July (Saudi recruitment) — all HRDs slow down.
- Document condition. Damaged, fragile, or old documents (pre-1990 typewriter-typed) take more handling time.
What we tell candidates honestly
We do not quote 3-day apostille for a Bihar HRD educational case because that is dishonest. We quote the realistic 4-5 week timeline for slow-state HRDs and explain why. We do not promise same-day MEA processing for first-time customers without confirming the prior step is in place. For physical-presence HRD states, we tell candidates about the local representative requirement upfront.
