Stipendium Hungaricum: the dedicated India quota and its documentary load
Hungary made India a bilateral Stipendium Hungaricum partner, which means Indian applicants get a dedicated annual quota rather than competing in the open international pool. The application process runs through India\'s Ministry of Education and the University Grants Commission (UGC), which coordinate with the Tempus Public Foundation on the Hungarian side. For the 2026-2027 application cycle the upload deadline is 15 January 2026. Bachelor, Master, One-tier Master (medical, dental, pharmacy, veterinary, law, architecture), Doctoral, and Non-degree programmes are all in scope.
The documentary set for an Indian Stipendium Hungaricum applicant: Class 10 marksheet, Class 12 marksheet, degree certificate (for Masters or PhD applicants), transcripts, language proficiency proof (IELTS or TOEFL for English-medium programmes; B2 Hungarian for Hungarian-medium), motivation letter, recommendation letters, medical certificate. MEA apostille on the Indian side; translation to English or Hungarian as the selected programme reads. Regional-language Indian board records (Malayalam, Tamil, Bengali) need certified English translation first before MEA apostille and Hungarian translation.
When you actually need to send us the Original
Hungarian translation work runs from a scan. OFFI or the recognised Hungarian sworn translator works from a clear photograph or scan of the Indian document and produces the translation in the standard Hungarian format. The Original Indian document does not travel for translation.
For the MEA apostille on the Indian side, the Original travels to our Noida office. MEA stamps the actual paper. The Original returns to your address after apostille; the apostilled scan goes to the Hungarian translator for the sworn translation that the Stipendium Hungaricum portal, the Hungarian immigration office, the Hungarian university admission desk, or the anyakönyvi hivatal reads.
Which Hungarian authority will actually read this translation
Stipendium Hungaricum portal at the Tempus Public Foundation. Indian-bilateral Stipendium Hungaricum applications upload through apply.stipendiumhungaricum.hu. The Tempus Public Foundation administers the scholarship; the destination Hungarian university\'s admission office runs the academic review.
Hungarian immigration office (Országos Idegenrendészeti Főigazgatóság). Residence permit applications including the Stipendium Hungaricum residence permit (fee-exempt for scholarship recipients), work-residence permit, family-reunion residence permit. Submission at the Hungarian Consulate / Embassy in Delhi or via VFS Hungary in India.
Hungarian universities for direct admission and nostrification. Eötvös Loránd University (ELTE), University of Debrecen, University of Szeged, Budapest University of Technology and Economics (BME), Semmelweis University (medical), University of Pécs. Each university\'s admission office reads the apostilled-and-Hungarian-translated documents.
Hungarian Chamber of Doctors (Magyar Orvosi Kamara) and Hungarian Chamber of Health-care Professionals. Indian doctors and nurses go through chamber-side licensure with B2 Hungarian language proficiency typically required plus chamber-specific competency evaluation.
Anyakönyvi hivatal (Hungarian civil registry). Marriage registration of an Indian-Hungarian couple, birth registration of an Indian-born child of Hungarian-resident parents, civil-status documentary updates. The relevant Hungarian municipality\'s anyakönyvi hivatal reads the apostilled-and-Hungarian-translated source documents.
What we will not pretend
We are not OFFI. SiZA Global is not Hungary\'s state translation and attestation office. We coordinate Hungarian translation through OFFI or through other Hungarian-recognised sworn translators depending on the destination authority\'s rule; the sworn step happens in Hungary, not in India.
We do not influence Stipendium Hungaricum selection outcomes. The Tempus Public Foundation and the destination Hungarian university\'s academic review run the selection. We deliver the apostilled and Hungarian-translated Indian documents in the format the receiving Hungarian authority accepts.
We do not arrange B2 Hungarian language tests or chamber competency examinations. The candidate sits those tests; we deliver the apostilled certificates and translation work.
Custody discipline on a Hungarian case
You can\'t mess with people\'s Original documents on a Hungary case. The Class 10 and Class 12 board records (CBSE, ICSE, Kerala HSE, Tamil Nadu Board, West Bengal Higher Secondary, Maharashtra HSC, Karnataka PUC, AP/Telangana Intermediate); the degree from a specific Indian university; the medical certificate; we log each at intake with a Customer ID and a Document ID. The printed checklist is signed at every handoff: Notary, SDM or State HRD or Home Department, MEA submission, MEA collection, courier outbound to OFFI or the Hungarian translator, courier return to India.
We use Blue Dart, DHL, FedEx, DTDC Premium, UPS for inter-city and international legs. We do not use Porter, Wefast, Borzo or similar third-party parcel apps for Stipendium Hungaricum submissions where the 15 January 2026 upload deadline drives the work-back schedule.
We click pictures and shoot videos of every stamp on the journey: Notary, SDM seal, MEA apostille, OFFI or Hungarian translator certification. Pictures go on WhatsApp before the document moves to the next handoff.
Frequently asked questions
Hungary is a Hague Apostille Convention member. Is MEA apostille enough on its own for Stipendium Hungaricum?
MEA apostille is the legal-recognition step Hungary accepts under the Hague Convention. The translation step is separate. Stipendium Hungaricum and other Hungarian authorities require documents to be in English, Hungarian, or the language of the selected study programme. Where the Indian source is in a regional Indian language (Malayalam, Tamil, Bengali, Marathi), certified English translation runs first, then MEA apostille, then Hungarian sworn translation where the destination authority asks.
What is OFFI and is it the only accepted Hungarian sworn-translation route?
OFFI (Országos Fordító és Fordításhitelesítő Iroda, the National Office for Translation and Attestation) is Hungary's designated state translation and attestation office, established by Hungarian law. OFFI translations carry official Hungarian government recognition for the broadest set of use cases. Other Hungarian-recognised translators (sworn translators registered under Hungarian law) are also accepted for many uses; the destination authority's specific rule determines acceptance. For Hungarian government use (residence permit, civil registry, university nostrification), OFFI is the safest route.
Stipendium Hungaricum scholarship for Indian applicants. What is the documentary path?
India is a bilateral partner of Hungary for Stipendium Hungaricum with a dedicated annual quota. Indian applicants apply through the Ministry of Education and UGC (University Grants Commission of India) which coordinate with the Tempus Public Foundation on the Hungarian side. Documents: Class 10, Class 12, degree certificate, transcripts, motivation letter, recommendation letters, language proficiency, all apostilled by MEA on the Indian side and translated to Hungarian or English (as the selected study programme requires). Upload deadline for the 2026-2027 application cycle: 15 January 2026.
Residence permit for the Hungarian State Scholarship recipient. How does that differ from a regular work-residence permit?
Stipendium Hungaricum and other Hungarian State Scholarship recipients have an administrative fee exemption on the residence-permit application at the Hungarian immigration office (Országos Idegenrendészeti Főigazgatóság). The documentary set: scholarship acceptance letter (Hungarian-side), apostilled Indian academic documents, financial proof (covered by the scholarship), accommodation proof, Hungarian translation where the immigration office asks. Submission at the Hungarian Consulate / Embassy in Delhi or via Visa Application Centres in India.
Indian doctor or nurse going to Hungary. What is the route?
Hungarian Chamber of Doctors (Magyar Orvosi Kamara) and Hungarian Chamber of Health-care Professionals (Magyar Egészségügyi Szakdolgozói Kamara) run chamber-side licensure. For Indian doctors: MBBS degree apostilled, NMC registration, Good Standing Certificate, transcripts, work-experience certificates, all in Hungarian translation. Hungarian language proficiency at B2 typically required plus chamber-specific competency evaluation. The Hungarian Approbation process for foreign-trained doctors runs through this chamber framework.
Do I need to send the Original Indian document for Hungarian translation?
For translation alone, a clear scan or photograph is enough. OFFI and other Hungarian sworn translators work from the image. The Original Indian document travels separately for the MEA apostille leg in India. The stamped Hungarian translation hard-copy ships from Hungary to India by international courier where the destination Hungarian authority requires the wet-stamped original; some Hungarian destinations accept soft-copy PDF.
Hungarian civil registry (anyakönyvi hivatal) for marriage or birth registration of Indian-Hungarian family events. What does it ask for?
The anyakönyvi hivatal in the Hungarian municipality of residence registers marriage or birth of Indian-Hungarian family events. Documents: birth certificate of the applicant (apostilled), single status affidavit if marrying in Hungary (SDM-executed, MEA apostilled), marriage certificate if marrying in India retroactively, all Hungarian-translated. Budapest district anyakönyvi hivatal handles most India-applicant volume; Debrecen, Szeged, Miskolc, Pécs, Győr each handle their regional share.
How long does the Hungarian translation step take?
For a standard Stipendium Hungaricum or residence permit document pack: 7 to 14 working days at OFFI or other recognised Hungarian translator, plus 5 to 10 working days for international courier of the stamped hard-copy back to India. For healthcare chamber bundles with transcripts and work-experience certificates, the translator timeline extends to 10 to 20 working days. We get a timeline estimate from the specific translator before accepting the file.
