Malaysia is not a Hague Apostille member, so a degree certificate for Malaysia goes through embassy attestation rather than apostille. But Malaysia has a jurisdictional and government check before MEA rule unique among non-Hague destinations: three Malaysian missions in India share the work, and the South Indian one demands MEA apostille (not attestation) before it accepts a document. The Consulate General of Malaysia in Mumbai covers Maharashtra, Gujarat, Chhattisgarh, MP, Goa and Daman-Diu. The Consulate General of Malaysia in Chennai covers Tamil Nadu, Andhra Pradesh, Telangana, Karnataka, Kerala and Puducherry, and Chennai specifically requires MEA APOSTILLE before consular attestation, while the other two missions accept the standard MEA attestation. The government check before MEA step is the same regardless of jurisdiction: State HRD for educational documents, SDM or Home Department for civil. English-language Indian degrees are accepted by most Malaysian recipients without translation, though Bahasa Malaysia translation is sometimes asked for at university or chamber registration.
