A Police Clearance Certificate (PCC) going to Italy is a freshness-sensitive document. Most Italian authorities, the Questura at residence-permit stage, the Embassy / Consulate at visa-issue stage, certain employers at the contract-signing stage, expect the PCC to be no older than three months at the point of submission, sometimes six months in specific contexts. Apostille does not extend that freshness window. That means the apostille on a PCC has to be timed to the planned submission, not done months in advance. This is the single most common practical mistake on Italy-bound PCC work.
There are two valid sources of an Indian PCC for overseas use, and each has a different India-side authentication steps. A PCC issued by a Passport Seva Kendra (Passport Office, which sits under the Ministry of External Affairs) is treated by MEA as one of its own documents, it goes directly to MEA for apostille without any state-level SDM, Home Department, or notary step in between. A PCC issued by the local police authority, typically the SSP (Senior Superintendent of Police) office or the relevant Commissionerate, depending on the state, is not a Passport Office document and follows the standard civil-document workflow: Notary + SDM (Sub-Divisional Magistrate) or Home Department at the state level, then MEA apostille. Confirming which source issued your PCC is the first practical step, because routing a Passport Office PCC through SDM (which is not needed) adds avoidable delay and cost, and skipping SDM on an SSP-issued PCC means it is returned at MEA submission.
Italy commonly accepts the Indian PCC with apostille without translation in some routes, but several Italian consulates and the Questura for residence-permit purposes ask for certified Italian translation alongside the apostilled PCC. We confirm the translation requirement in advance based on which Italian authority and which jurisdiction is involved, and (when needed) prepare certified Italian translation after the apostille, by a translator listed by the Embassy of Italy New Delhi or the Italian Consulate Mumbai. If your applicant name on the PCC differs from your passport, common when the PCC was issued some years ago, a Tehsildar-issued One and Same Certificate is the accepted fix where applicable, before the PCC is apostilled.

Many Italy cases start with a message from Milan, Rome, Turin, Padua, Bologna, or another city: the university, employer, Comune, Questura, or family office asks for an apostilled Indian document, but the original is still in India. In that situation, the first job is not to panic-courier the document. First confirm the purpose, document condition, jurisdiction, and whether original handling is actually required.

Frequently Asked Questions
For Italy DoV or Study D, can I use SDM instead of HRD on my degree?
Do not treat SDM as a safe shortcut for Italy study documents. Under New Delhi Study D and DoV guidance, educational certificates are expected to have HRD authentication before MEA apostille, and the Embassy DoV page specifically says SDM stamp is not accepted for the final degree or school certificate. Students should still verify their current jurisdiction and course checklist.
Should degree, marksheets and transcript be apostilled together for Italy?
Many Italy student files are checked as a set, not as one lonely certificate. The degree or school certificate, marksheets/transcript, passport name, admission letter, Universitaly summary, DoV or CIMEA instruction, and scholarship document can all be compared. Before apostille, check which academic records your university, DoV office, CIMEA route, or visa checklist asks for.
Does every Italian university ask for both DoV and CIMEA?
No. DoV and CIMEA are different routes. Some universities may accept CIMEA in place of DoV for a particular course, while others may ask for DoV or follow their own evaluation process. The practical question is: what does your Italian university and current visa checklist accept for your course?
What if my passport name and degree name do not match?
Do not hide the mismatch and do not assume a notarized affidavit will fix it. The Embassy of Italy New Delhi DoV page says that where passport and academic names do not match, a One and Same certificate from the competent Tehsildar may be required, and affidavits are not accepted for that DoV mismatch case.
Should Italian translation be done before or after apostille?
For many Italy files, translation is safer after HRD/Home authentication and MEA apostille because the translation may need to show stamps, seals, and apostille text. Translating too early can mean paying again when the final apostille or seal has to be represented in Italian.
Should I start Italy documents from apostille, DoV, CIMEA or the visa checklist?
Start from the purpose, not from the stamp. A scholarship file, university admission file, Universitaly pre-enrolment, DoV/CIMEA file, Study D visa file, family reunion file, and work or research visa file can ask for different supporting documents. First download the latest official checklist for your jurisdiction and collect the university or sponsor instruction; then decide the apostille, translation, DoV or CIMEA route.
