Qatar is not a Hague country, so an Indian technician's ITI trade certificate and experience letters need Qatar embassy attestation, not apostille. This guide walks a Doha facility-management hire through every step: State HRD attestation, MEA attestation in Delhi, Qatar embassy attestation at Chanakyapuri, and certified Arabic translation, with the realistic timeline and cost, and which pieces SiZA runs from Noida versus what stays with your recruitment agency.

In this guide(5 sections)
  1. 1.What do Qatar facility-management employers look for in an experience letter?
  2. 2.Does a Qatar technician need apostille or embassy attestation in 2026?
  3. 3.Do you need POE clearance and a recruitment agency for a Qatar technician job?

A multi-skilled facility technician from the Government Industrial Training Institute Madurai, NCVT-qualified in Plumbing and Electrical at the level-three trade, six years at the Brigade Group facility-management division across Bengaluru tech-park sites (Brigade Tech Park, Brigade Magnum, Brigade Metropolis), with a Mannai Facilities Management offer for a multi-skilled technician role on the Doha Festival City mall portfolio in hand. His NCVT Plumbing and Electrical certificates from ITI Madurai (issued 2017) both needed attestation. His Brigade Group employment letter required notarisation on the Brigade FM HR letterhead with the project manager's countersign. The PCC came from the Madurai Passport Seva Kendra. The Tamil Nadu HRD attestation step ran through the State Council for Vocational Training Chennai. MEA attestation at Patiala House Delhi. Qatar embassy attestation at the Chanakyapuri counter in New Delhi. Certified Arabic translation by a Qatar-listed translator. Typically four weeks end to end. Mannai's PRO at the Doha office uploaded the embassy-attested set to Qatar MOI for the residence permit endorsement; his work-permit visa was stamped at the Qatar Embassy Delhi the following week.

That sequence is the sequence behind hundreds of Indian technician and service-worker moves to Qatar each year. Doha and Lusail's facility-management sector hires Indian technicians and service workers in steady numbers. The work is in service basements, residential towers, malls (Villaggio, City Center Doha, Doha Festival City, Mall of Qatar, Place Vendome), schools (Qatar Academy network, Doha British School, MES Indian School, Birla Public School), clinics, Education City buildings, staff accommodation across the industrial areas, and public facilities including Hamad International Airport. Mannai Facilities Management, Al Asmakh, Qatari Investors Group, Al Faisal Holding, Reliance Facilities Management, Doha FM and the larger employer base run the workforce. The roles range across multi-skilled technicians, junior plumbers, junior electricians, AC technicians, painters, general maintenance staff, cleaning supervisors, security supervisors and helper roles.

What do Qatar facility-management employers look for in an experience letter?

Qatar facility employers read experience letters for shift discipline, supervisor reporting, equipment exposure and the kind of buildings and systems the candidate has worked on. A multi-skilled handyman who can do basic plumbing, basic electrical, basic carpentry and painting on a 24-hour reactive maintenance shift reads differently to a candidate with one narrow specialty. A vague "Maintenance Technician" title without context does not explain what the person can actually do.

Ask each past Indian employer for a detailed experience letter before you leave. A good letter names:

  • The system type: electrical DBs, plumbing fixtures, AC split units, BMS, fire alarm panels
  • The equipment manufacturers you worked on
  • The building type: residential tower, mall, school, hospital, airport facility, staff accommodation
  • The shift pattern: day shift, night shift, reactive 24-hour
  • The supervisor's name and contact, so the Qatar employer can verify

This matters more than people expect. The experience letter is the document a Qatar employer reads most closely, and it is also the document that goes through embassy attestation and certified Arabic translation later, so getting the wording right at the source saves a re-do.

Does a Qatar technician need apostille or embassy attestation in 2026?

Qatar is not a Hague Apostille country for Indian personal and educational documents, so there is no MEA apostille on a Qatar file and no apostille in India for this destination. Anyone who promises you an apostille in Delhi for Qatar is selling the wrong stamp. The work runs through Qatar embassy attestation: a State HRD attestation on the educational trade certificate or an SDM stamp on a personal document, then MEA attestation in Delhi, then Qatar embassy attestation at the Embassy of Qatar in New Delhi, then certified Arabic translation by a sworn Arabic translator, with the final Qatar MOFA attestation stamp applied in Doha after the documents land. So the order is HRD attestation, MEA attestation, Qatar embassy attestation, certified Arabic translation, then Qatar MOFA attestation in Doha. Here is the order and the realistic time for each step.

Step Where it happens Working days
State-level attestation on the ITI or vocational trade certificate (HRD attestation for educational, SDM for personal, depending on the issuing state) Issuing state directorate 3 to 7
MEA attestation in Delhi Patiala House, New Delhi 3 to 5
Qatar embassy attestation Chanakyapuri counter, New Delhi 5 to 8
Certified Arabic translation on the trade certificate and experience letters where the employer asks Qatar-listed translator 2 to 3
Tracked return courier Inside India 3 to 7

For the Police Clearance Certificate, the Regional Passport Office issues it first, then the same Qatar embassy attestation work, MEA attestation and all, runs on the PCC.

Qatar MOFA attestation in Doha applies its final stamp only after the documents arrive in Qatar. The Qatar employer's PRO runs that step, not anyone in India. If everything is in order, the attestation work in India runs in three to five weeks.

Do you need POE clearance and a recruitment agency for a Qatar technician job?

Qatar is on the ECR list. POE clearance through the e-Migrate portal is mandatory for ECR passport holders being recruited through an MEA-registered recruitment agency.

SiZA does not replace the recruitment agency. We work alongside it on the document side: the Qatar embassy attestation, the certified Arabic translation and the tracked movement of originals. The agency keeps its own role, which we set out below.

Which documents need attestation for a Qatar facility-services file?

A Qatar technician or service-worker file usually carries:

  • The ITI trade certificate or vocational proof, where applicable
  • Detailed experience letters naming the system type, the equipment, the building type, the shift pattern and the supervisor
  • The Police Clearance Certificate from the Regional Passport Office
  • The passport, with at least eight to twelve months of validity
  • The Qatar employer offer letter, the demand letter and the power of attorney from the Qatar employer to the Indian recruitment agency
  • A GAMCA-approved medical fitness certificate, done at a GAMCA-approved centre before visa stamping

The ITI trade certificate and the experience letters are the two that go through the full Qatar embassy attestation and certified Arabic translation work, the trade certificate as an educational document needing HRD attestation first. The rest are read or stamped at their own counters.

What does SiZA handle on a Qatar technician file, and what stays with your agency?

When you first send us scans on WhatsApp at +91 9220161774, we read the trade certificate and the experience letters for Qatar facility-management employer fit. We tell you where the letters need more system or building-specific detail. We share the realistic timeline and the realistic cost end to end before any payment is taken.

What SiZA runs for your Qatar attestation in India

When the originals reach our Noida office, we run the documentation in India:

  1. State-level attestation on the trade certificate, HRD attestation for the educational document or an SDM stamp for personal ones
  2. MEA attestation in Delhi at Patiala House
  3. Qatar embassy attestation at the Chanakyapuri counter
  4. Certified Arabic translation by a Qatar-listed translator
  5. PCC attestation after the Regional Passport Office issues the PCC
  6. Tracked return courier to you or to the recruitment agency for visa stamping

Named SiZA staff carry the documents between offices in Delhi NCR, so nothing sits in a courier queue between counters. The HRD attestation, the MEA attestation, the Qatar embassy attestation and the certified Arabic translation all move under one roof, with one person you can WhatsApp for an update.

What stays with your recruitment agency

We do not run the recruitment agency role. The agency handles the demand letter, the power of attorney, the POE submission through e-Migrate and the visa stamping. We do not run the GAMCA medical. We do not run the Qatar MOFA attestation final stamp in Doha, which the Qatar employer's PRO does. We do not handle anything inside Qatar after you arrive.

For a free scan-review of your Qatar facility-services file, send a WhatsApp message to +91 9220161774 with photos of your ITI trade certificate or vocational proof, your experience letters and your Qatar offer letter (if you have it).
