COMPASS scores candidates across six factors. You need 40 points to qualify, and each factor has Excel and Bonus tiers.
The six factors
- Salary (max 20 points). Your monthly salary against the local PMET (Professionals, Managers, Executives and Technicians) benchmark for your sector. The 2026 Singapore fintech and tech PMET benchmark sits around SGD 8,000 to SGD 10,000 monthly. You need at least 1.5x to score, ideally 2x for the Excel tier.
- Qualifications (max 20 points). Your highest qualification weighed against the Singapore graduate workforce profile. A Tier-1 IIT or IIM degree generally scores Excel. A BTech from a top private engineering college (BITS Pilani, VIT, SRM, Manipal, Thapar, IIIT Hyderabad) generally scores Bonus or Excel. A degree from a less-recognised institute scores Standard.
- Diversity (max 20 points). Whether your nationality is over- or under-represented in the employer's existing workforce. Indian candidates joining firms whose workforce is already heavily Indian (some Indian-origin Singapore firms, some IT services arms) face headwinds. Joining a more nationally diverse employer scores higher.
- Support for Local Employment (max 20 points). The employer's track record of hiring Singaporeans. You cannot influence this. The employer's HR team manages it.
- Skills Bonus (max 20 points). Whether the role is on the MOM Shortage Occupation List or the Strategic Economic Priorities list. Cybersecurity, AI and ML, data engineering and cloud architecture roles score well here in 2026.
- Strategic Economic Priorities Bonus (max 10 points). Your contribution to Singapore's priorities: regional fintech HQ, advanced manufacturing, green economy.

What are the steps from a Singapore job offer to the EP card?
- The employer files the EP application through the MyMOM Portal, including your CV, salary offer, qualifications and role description.
- MOM evaluates against COMPASS and issues an In-Principle Approval (IPA) or a rejection, typically within three to eight weeks.
- You travel to Singapore (or apply from inside Singapore if you are already there on another pass) and complete biometric registration at the ICA Building on Kallang Road.
- The EP card is issued. The dependant pass for a spouse and the long-term visit pass for parents, where applicable, follow.
Your PR application, after typically two to five years of EP residence, is a separate process with ICA. It reuses the same apostilled Indian documents, plus salary history and your children's Indian school records for the family integration assessment.
Which Indian documents need apostille for a Singapore Employment Pass?
Since 16 September 2021, MEA apostille is the standard authentication for Indian documents going to Singapore, replacing the older Indian High Commission Singapore attestation step. For an engineering degree, the work runs through HRD attestation at the state level first, then MEA apostille in Delhi. Singapore is a Hague country, so this is a true apostille, not embassy attestation.

Certified translation is rarely needed for a Singapore file, because Indian engineering degrees and most civil documents are already in English. If a regional-language document does come up, certified English translation is added before the apostille.
