Indian Teachers in Saudi Arabia: Apostille, HRD & Arabic Translation

A Mathematics teacher from Kendriya Vidyalaya Pattom in Thiruvananthapuram, BSc Mathematics from University College Thiruvananthapuram and BEd from the Government College of Teacher Education Trivandrum, sixteen years in the Kendriya Vidyalaya Sangathan service, signed an offer from the International Indian School Jeddah in February 2026. The Saudi Ministry of Education, the international schools network across Riyadh, Jeddah, Khobar, Madinah and Yanbu, the technical and vocational training institutes affiliated with the Technical and Vocational Training Corporation (TVTC), and the Saudi university system all recruit Indian teachers and trainers. The International Indian Schools at Riyadh, Jeddah, Dammam, Yanbu and Buraidah are CBSE-affiliated and operate under Saudi Ministry of Education licensure. The international school network includes the British International School Riyadh, Jeddah Knowledge School, the British International School Jeddah, the American International School chain, the King Faisal School, the Manarat schools and the Saudi Aramco compound schools at Dhahran. The Saudi university system (King Saud University, King Fahd University of Petroleum and Minerals, King Abdulaziz University, Princess Nourah University, the Saudi Electronic University) hires Indian PhD-qualified academics across sciences, engineering, IT, business and humanities. Which documents need apostille and Arabic translation for Saudi Arabia?

Saudi Arabia joined the Hague apostille treaty for Indian documents on 7 December 2022. The work on personal and educational documents now runs through MEA apostille, not the older Saudi Embassy attestation step. That single change made Saudi teacher files faster than they were before 2022.

Here is the order the apostille attestation actually runs in:

1. State HRD attestation. Educational certificate attestation on the bachelor's degree, the B.Ed. or M.Ed., the M.Phil or PhD where it applies, and the marksheets goes through the State HRD attestation department. Roughly seven to forty-five working days depending on the state and the university.
2. MEA apostille in Delhi. The Ministry of External Affairs stamps the apostille. Three to five working days.
3. Certified Arabic translation. A Saudi-listed translator prepares the certified translation of the qualification documents and the experience letters. See our Arabic translation page.
4. PCC apostille. The Regional Passport Office (RPO) issues the Police Clearance Certificate, then it takes the same MEA apostille.
5. Tracked return courier. Three to seven working days inside India.

Do Saudi Arabia teachers need POE emigration clearance?

Saudi Arabia is on the ECR list. POE clearance through the e-Migrate portal is mandatory for ECR passport holders being recruited through an MEA-registered Recruitment Agency. ECNR passport holders (typically all university-qualified teachers) do not need POE clearance.

For ECNR passport teachers, the recruitment is usually direct between the Saudi school's HR and the teacher, or through an education consultancy.

What does a Saudi Arabia teacher file from India actually carry?

Qualification and teaching documents

These carry the degree attestation and the Arabic translation, so they are the ones to line up first:

• The bachelor's degree (B.Sc, B.A., B.Tech or B.Com depending on subject) with all marksheets.
• The B.Ed., M.Ed. or equivalent teaching qualification with all marksheets.
• For university roles, the M.Phil or PhD, plus the thesis, the viva certificate and the publication list.
• The university transcript with subjects and credit hours.
• Detailed experience letters from each Indian school or institution, naming the subject taught, the grade levels, the curriculum (CBSE, ICSE, IB, Cambridge), the role and the head teacher.
• Subject specialist certifications where they apply: CTET or state TET pass, NCERT-recognised training, IBO workshop certifications.
• IELTS or equivalent English test results where the Saudi school or university asks for them.

Personal and travel documents

• The marriage certificate, if the spouse is joining on a dependant residence.
• The full long-form birth certificate of each child.
• The Police Clearance Certificate (PCC) from the RPO.
• The passport with at least twelve months of validity.
• The Saudi school or university offer letter.
• The GAMCA-approved medical fitness certificate.

What happens in Saudi Arabia
