On 7 December 2022, Saudi Arabia joined the Hague apostille treaty for Indian documents. From that day, the marriage certificate and the birth certificates that go into a Saudi family file no longer travel through the older Saudi Embassy attestation work. They go through MEA apostille in New Delhi, then certified Arabic translation, then Saudi MOFA on the Saudi side. This is more than a small procedure change. It cuts roughly two weeks out of the document timeline and removes the Saudi Embassy counter as the most common stalling point on personal documents.

Three years into the apostille route, most family files we see at SiZA still arrive with the wrong assumption built in. The wife in Kerala or the husband in Telangana arrives at our Noida desk thinking the Saudi Embassy in New Delhi still attests every personal document. The agent who guided them has not updated the route since 2022. The cost ends up higher, the timeline longer, and the paperwork carries extra stamps that Saudi MOFA does not actually need. This page is the corrected version of the route for Indian families joining a sponsor in Riyadh, Jeddah, Dammam, Khobar, Madinah, Abha, Khamis Mushait or any of the other Saudi cities where Indian professionals and skilled workers are settled.

Where Saudi family files most often stall

Across the Saudi family files we have closed, six issues account for most of the delays.

Profession mismatch on the iqama. If the sponsor's profession is not on the General Directorate of Passports' family-eligible list, the family visa application is refused no matter what the salary is. The fix is on the Saudi side. The employer reclassifies the profession through the Ministry of Human Resources and Social Development portal before the family file is filed. We cannot influence this from India.

Marriage certificates in a regional language. A certificate issued in Hindi, Marathi, Tamil, Malayalam, Telugu, Bengali, Punjabi or Gujarati does not move through the MEA apostille counter without an English translation alongside, and the Arabic translation Saudi MOFA expects cannot be done well from a regional-language original on its own. The cleaner path is a bilingual re-issue from the Sub-Registrar office, or a notarised English translation that the MEA counter accepts as a supporting document.

Name differences between the marriage certificate, the children's birth certificates and the passports. The same issue we see on every Gulf family file. A wife's name spelt three different ways across the documents reads as three different people to a Saudi visa officer. The fix is a name-change affidavit reconciling the differences, notarised before the Sub-Registrar. In stubborn cases, a gazette publication is needed before the apostille route begins.

Handwritten marriage certificates from smaller districts. An Arabic translation done from a faded handwritten certificate with a partial registrar's seal is unreliable. The cleaner path is a typed re-issue from the original Sub-Registrar office before the apostille work begins. The re-issue adds seven to twenty-one working days but removes the translation problem.

Short-form birth certificates for older children. Children born in the late 1990s or earlier sometimes have certificates that only list the child's name and date of birth, with no parents' names. The full long-form re-issue is what Saudi MOFA wants. The Municipal Corporation can re-issue this. For older records the office may ask for an affidavit from the parents first.

Accommodation proof that does not match the iqama. A salary slip that says "rental allowance included" but no actual tenancy contract registered with the Saudi municipality is treated as not enough. The sponsor sends in either an employer-issued accommodation certificate or a municipality-registered tenancy contract before the family file moves.

The post-7 December 2022 apostille route

Saudi Arabia joined the Hague apostille treaty for Indian personal and educational documents on 7 December 2022. The route now goes through MEA apostille, not through the old Saudi Embassy attestation route.

State-level attestation or notarisation comes first. Maharashtra Mantralaya Mumbai, Karnataka SHED Multistoreyed Building Bengaluru, Tamil Nadu DTE Guindy, Telangana SHED Tarnaka, AP SHED Mangalagiri and Kerala SHED Thiruvananthapuram usually go through SDM or Home Department before MEA, because the MEA apostille counter wants a prior state-level stamp on personal documents. Other states accept direct notarisation by a registered notary public before MEA. Three to seven working days, depending on the state.

MEA apostille at the Patiala House Delhi counter on top of the state attestation or notarisation. The apostille is a complete authentication, accepted by all Hague treaty countries including Saudi Arabia. Three to five working days.

Certified Arabic translation is done after the apostille. The translation has to come from a Saudi-listed translator whose work Saudi MOFA recognises, or from a translator whose work is routinely accepted at the Saudi MOFA office in Riyadh. Generic translation services outside the Saudi network often produce translations that get rejected at MOFA after arrival, forcing a fresh translation from Riyadh at a much higher cost.

The Saudi Embassy or consulate in India handles the family visa stamp, not personal-document attestation. Once the sponsor in Saudi files the family visa application through Absher and Saudi MOFA approves it, the family in India takes the apostilled and translated documents plus the MOFA approval letter to the Saudi Embassy in New Delhi or to one of the consulates in Mumbai, Bengaluru, Hyderabad or Kolkata, for the visa stamp on the passports.

Saudi MOFA in Riyadh adds its final stamp on the document set after the family arrives. The sponsor's employer or a family-side coordinator in Saudi then files for the family iqama with the Ministry of Interior, with the apostilled and translated documents.

What the Saudi family file actually carries

The marriage certificate registered with the appropriate Indian state authority. The Registrar of Marriages, the Sub-Registrar office or the Marriage Officer under the relevant marriage law (Hindu Marriage Act 1955, Special Marriage Act 1954, Christian Marriage Act 1872, Muslim Personal Law, Parsi Marriage Act). Saudi MOFA reads the certificate through its Arabic translation. A certificate issued in a regional language alone does not move directly.

The full registered birth certificate of each child. Issued by the Municipal Corporation or the Registrar of Births and Deaths in the city or district where the child was born, with both parents' names visible. Pre-2000 short-form birth certificates without parents' names are not accepted by Saudi MOFA.

The sponsor's Saudi documents. The iqama and residence permit, the most recent salary certificate from the employer countersigned by HR, the employment contract, the last three to six months of bank statements showing salary credits, and the accommodation certificate or registered tenancy contract.

Passports for every family member, with at least eight to twelve months of validity at the time of the visa application.

For parent sponsorship, the sponsor's own birth certificate showing the parents' names is required. The parents' marriage certificate may also be requested.

For families where the children will enrol at one of the Indian schools after arrival (International Indian School Riyadh, International Indian School Jeddah, International Indian School Dammam, International Indian School Yanbu, International Indian School Buraidah and the other CBSE-affiliated Indian schools that the Saudi Ministry of Education licenses), the children's previous school transfer certificates and the most recent two years of report cards are needed alongside the family visa documents. Those school documents are usually authenticated separately through MEA apostille and Arabic translation.

The Saudi family visa structure: iqama, Premium Residency, visit visa

The Saudi family residence visa is granted to an iqama-holding sponsor who meets three conditions. The profession printed on the iqama has to be on the General Directorate of Passports' family-eligible list. The salary has to clear the minimum bar set by the Ministry of Human Resources and Social Development, currently SAR 4,000 per month with employer-provided accommodation, or SAR 5,000 to 6,000 per month without. The accommodation has to be adequate for the family size.

Engineers, doctors, nurses, teachers, IT professionals, accountants, managers and skilled technicians at the higher grades are on the eligible list. Some lower-grade labour, hospitality and unskilled roles are not, even where the sponsor has been in Saudi for years and earns above the salary line. The iqama profession is changed through the employer's PRO via the Ministry of Human Resources portal, not from India.

Saudi Premium Residency is the alternative route. The Iqama Mumayazah, often called the Distinguished Iqama or Premium Residency, was launched in 2019 and has expanded categories in 2024 and 2025. The Permanent Premium Residency at SAR 800,000 (one-time), or the Renewable Premium Residency at SAR 100,000 per year, removes the sponsor-employer requirement entirely. The holder gets the right to live, work, sponsor family members and own property without an employer-tied iqama. Premium Residency holders can sponsor parents and immediate family members directly.

The Saudi family visit visa is a separate short-term route, used by many families for a first arrival before the family residence visa is converted. Visit visas run through the Saudi e-visa platform and through the Saudi Embassy and consulates in India.

The in India timeline a Saudi Arabia family application should plan for

For a family planning to join the sponsor in Saudi within three to four months, the documentation in India route should begin now.

Document re-issue for handwritten certificates, regional-language certificates or short-form birth certificates: seven to twenty-one working days at the issuing office.

Name reconciliation affidavit where needed: five to ten working days.

State-level attestation or notarisation in the issuing state: three to seven working days.

MEA apostille in New Delhi: three to five working days.

Certified Arabic translation by a Saudi-listed translator: three to seven working days.

Saudi Embassy or consulate visa stamp, after Saudi MOFA approval of the family application: five to ten working days.

Tracked return courier between Delhi and the family in India or to the sponsor in Saudi: three to seven working days.

Run together, four to seven weeks. The order matters. The document review at the start, name reconciliation and certificate re-issue done at the same time as the early state-level step, then the apostille and translation flow as one continuous run into the visa stamp.

Saudi MOFA's final stamp in Riyadh and the family iqama after arrival add another three to five weeks. The family iqama card itself comes a few weeks after the family lands, once the medical fitness test, biometric enrolment and accommodation check are complete on the Saudi side.

How SiZA handles a Saudi family file

A Saudi family file usually reaches us once the sponsor has confirmed the family is moving. The sponsor in Saudi, or the wife or husband still in India, sends a WhatsApp message to +91 9220161774 with photos of the marriage certificate, each child's birth certificate, the sponsor's iqama and salary certificate, and the passports. If children's school enrolment in Saudi is part of the move, the previous school transfer certificate and the most recent two years of report cards come into the same review.

We read the certificates with a Saudi MOFA lens before anything physical moves. If the marriage certificate is in a regional language, we map the bilingual re-issue path. If the children's birth certificates are short-form, we map the long-form re-issue at the Municipal Corporation. If there is a name mismatch across documents, we draft the reconciliation route. We share the realistic timeline and the realistic cost end-to-end before any payment is taken from the family.

When originals arrive at our Noida office, the route runs document re-issue and name reconciliation where needed, state-level attestation or notarisation in the issuing state, MEA apostille in New Delhi, certified Arabic translation by a Saudi-listed translator, and tracked return courier to the family in India or directly to the sponsor in Saudi. What SiZA does not handle. We do not file the Saudi family visa application through Absher (the sponsor in Saudi does this with the employer's PRO). We do not stand for the family at the Saudi Embassy or consulate during the visa-stamping appointment.
