A class-twelve student from Lucknow sat at his kitchen table with three offer letters in front of him in February 2026. UC San Diego for Computer Science, University of Toronto for Computer Engineering, and the University of Edinburgh for Informatics. His father was an Indian Railways officer, his mother a Lucknow University lecturer in Chemistry. The family had budgeted for one undergraduate degree abroad. The conversation that night was not about which programme was the best academically. They were all strong. The conversation was about the documentation discipline each route would demand and where the family's three-month preparation window would fall short.
UC San Diego needed apostille and certified Indian language translation only if any document was non-English (rare for him). Toronto needed apostille on the school certificates and the ICCRC-registered agent fee was already paid. Edinburgh needed apostille and the standard UK Skilled-Worker-pathway forward-planning that did not yet apply since the Bachelor's degree was the goal, not the work permit. He chose Toronto in the end, not because the documentation was lighter, but because the post-study work permit pathway was the cleanest of the three. The documentation reality shaped the decision. That happens in most Indian families when the conversation is honest. What should an Indian decide before starting apostille or attestation?

The three questions we ask first
What is the purpose of the move? Study, employment, family settlement, business setup or short-term assignment. Each one decides which documents matter: educational certificate attestation for a study or work file, personal-document attestation for family settlement, Chamber of Commerce attestation for a business setup.
Which destinations are still under consideration? The route looks different for the US than for the UAE, different for Germany than for the UK, different for Saudi than for Qatar. If the aspirant is still comparing two or three destinations, the documentation strategy can take that into account.
What is the realistic timeline and budget for the family? A clean six-month timeline allows time for proper APS verification for Germany, full CIMEA for Italy, careful DataFlow for a GCC healthcare route. A rushed three-month timeline limits the choice of destination.
The honest read we give back
After those three questions, we share an honest read. We tell the aspirant when an agent has been claiming a step the destination does not actually require. We tell the aspirant when the destination requires a step the agent has not mentioned, such as MOFA attestation for a Gulf country or a sworn translation for a non-English destination. Apostille vs attestation: what is the difference for Indian documents?
This is the question we answer most. Apostille is a single MEA apostille stamp accepted by every country in the Hague Apostille Convention (the US since 1981, the UK since 1965, Australia since 1995, Canada since 11 January 2024, Germany since 1966, Japan since 1970, Singapore since 2021, China since November 2023, and Saudi since 7 December 2022). Embassy attestation is the longer path through the destination embassy in Delhi, used by the UAE, Qatar, Kuwait, Oman, Bahrain, Libya and most non-Hague destinations. Pattern two: assuming every Gulf country works the same way
They do not. Saudi switched to apostille in December 2022, so a Saudi file now needs MEA apostille, not embassy attestation. The UAE still uses embassy attestation but both the UAE embassy attestation and the UAE MOFA attestation are now done inside India and digitally through VFS Global since 2023. Qatar, Kuwait, Oman and Bahrain still need MOFA attestation in the destination capital after arrival. Pattern three: underestimating the timeline for non-English destinations
Germany's APS verification takes four to twelve weeks. Italy's CIMEA Statement of Comparability takes twenty to sixty working days plus EUR 300, though a certified Italian translation itself is quick at two working days or less. France's Campus France process takes its own weeks. On top of that, state HRD attestation runs roughly seven to forty-five working days depending on the state and university. These are not steps to start at the last minute. Pattern four: treating the document work as cheap or commodity work
The state HRD attestation, the MEA apostille, the embassy attestation, the sworn translator and the courier each carry their own real cost. The sum across a senior professional file with family attestation can run into substantial numbers. Plan the budget honestly.
Which documents need attestation before going abroad from India?
Most aspirant-stage files carry the same four groups. The kind of document decides where the first stamp comes from: educational certificates go through State HRD attestation, personal documents through SDM or the State Home Department, and commercial papers through the Chamber of Commerce.
- The main qualification (degree, diploma, trade certificate or professional registration) with all marksheets and the university transcript, which needs educational certificate attestation
- Personal documents (birth certificate, marriage certificate where applicable, police clearance certificate where the destination asks), which go through SDM or Home Department attestation
- Destination-specific supporting documents (financial proof, language test results, employer offer or institution admission letter, scholarship award letter)
- The passport, current and any previous passports for the visa history
