A senior project manager from Larsen and Toubro Construction Mumbai, BTech Civil from VJTI Mumbai 2009, MTech Construction Management from CEPT University Ahmedabad 2012, twelve years at L and T including five years at the Doha Education City stadium build for the 2022 FIFA World Cup, signed an internal-corridor move in February 2026 from his existing role at L and T Construction Saudi Arabia (on the Riyadh Metro Line 3 project) to L and T Construction UAE (on a Burj Mohammed bin Rashid Tower II commercial fit-out programme). The internal Gulf move required his Saudi iqama cancellation through Absher, a fresh UAE residence visa via L and T's UAE PRO at GDRFA Dubai, and a refresh of his original in India apostille set (the original 2021 apostille set he had used for the Saudi entry had now expired by the UAE's twelve-month validity rule for personal documents). His VJTI Mumbai BTech, CEPT Ahmedabad MTech, marriage certificate from the Mumbai Sub-Registrar and children's birth certificates from the Mumbai BMC all had to be re-apostilled at the authorised MEA service-provider route. Saudi has been a Hague apostille destination for Indian documents since 7 December 2022 (HCCH status table), so the Saudi cancellation paperwork ran cleanly; the UAE part ran through UAE embassy attestation at Chanakyapuri through VFS Global plus UAE MOFA attestation at the same VFS Global desk (post-2023). Typically six weeks end to end. The family moved Riyadh to Dubai by December 2026.
That kind of intra-Gulf transfer is a familiar pattern for senior Indian engineers, doctors, nurses, project managers, financial-services professionals and academics already in the Gulf and being moved within their employer's regional network. The six Gulf Cooperation Council countries do not share one authentication process: Saudi Arabia, Oman and Bahrain use apostille, while the UAE, Qatar and Kuwait use embassy attestation. A document set prepared for one destination therefore needs to be checked again before an internal Gulf move.
Is it apostille or embassy attestation for each Gulf country in 2026?
The first fact to check is whether the destination is a Hague Apostille Convention party. Saudi Arabia, Oman and Bahrain are. The UAE, Qatar and Kuwait are not. Eligible Indian public documents for the first group use MEA apostille; the second group uses MEA and destination-embassy attestation. The recipient then decides any separate translation, licensing or MOFA requirement. Check the current HCCH status table.
Saudi Arabia: apostille, no embassy step
Saudi Arabia has been a Hague apostille country since 7 December 2022. The work runs through state HRD attestation, MEA apostille and certified Arabic translation by a Saudi-listed translator. The old Saudi embassy attestation step is no longer needed. The Saudi visa stamp is taken at the Saudi Embassy in Delhi or the consulates in Mumbai, Bengaluru, Hyderabad and Kolkata, with a GAMCA medical before stamping. See our Saudi Arabia attestation page.
UAE, Qatar and Kuwait: embassy attestation and destination requirements
These three are not Hague countries, so each uses embassy attestation rather than apostille for the India-side legalisation:
- UAE. State HRD attestation, MEA attestation, UAE embassy attestation in Delhi through VFS Global, UAE MOFA attestation (now applied in India through VFS Global since 2023), and certified Arabic translation by a UAE-listed translator. Both the UAE embassy attestation and the UAE MOFA attestation are completed inside India and digitally. The UAE medical fitness test is done at DHA, DOH or MOH-approved centres after arrival.
- Qatar. State HRD attestation, MEA attestation, Qatar embassy attestation at Chanakyapuri in Delhi, certified Arabic translation by a Qatar-listed translator, and Qatar MOFA ratification in Doha after arrival. GAMCA medical before stamping.
- Kuwait. State HRD attestation, MEA attestation, Kuwait embassy attestation at Chanakyapuri in Delhi, certified Arabic translation by a Kuwait-listed translator, and Kuwait MOFA ratification in Kuwait City after arrival. GAMCA medical before stamping. Kuwait Ministry of Health does not usually ask for DataFlow on healthcare files.

What changes when you switch from one Gulf country to another?
The biggest difference is whether the new destination uses apostille or embassy attestation. The recipient may also change the translation, professional-licensing, PCC and destination-side requirements. Recheck the complete document list before reusing a file prepared for another Gulf country.
Moving from the UAE to Saudi Arabia
The older UAE-attested certificate cannot be re-used for Saudi. You need the MEA-apostilled version for Saudi, valid from December 2022 onwards. SiZA handles this transition for you.
Moving from Saudi Arabia to the UAE
The MEA-apostilled certificate cannot be used in the UAE, because the UAE is not a Hague country. You need the full UAE embassy attestation done on top of the same MEA stamp, with the UAE MOFA attestation added in India through VFS Global (ICP UAE).
How much does embassy attestation cost for each Gulf country?
Embassy attestation fees vary by document type and, for some countries, by the declared value of a commercial document. As a guide:
- Saudi Arabia: no embassy step after December 2022, so no embassy fee.
- UAE: variable by document and value; can be substantial on a high-value commercial document or Chamber of Commerce attestation.
- Qatar: variable by document and value, generally lower than UAE.
- Kuwait: variable by document and value.
- Oman and Bahrain: no routine destination-embassy step for eligible documents using the Hague apostille process; separate recipient or destination charges may still apply.

Which documents does a Gulf worker file usually need?
Most cross-Gulf files carry the same core set, whether you are headed for Saudi apostille or UAE embassy attestation:
- The qualification (degree, trade certificate, professional registration) with marksheets, ready for degree attestation.
- State HRD attestation for educational certificates, or SDM/Home attestation for personal certificates, where required.
- Detailed experience letters from each Indian employer.
- Marriage and birth certificates for family joining.
- PCC from the Regional Passport Office (RPO).
- Passport with at least eight to twelve months of validity.
- Destination offer letter and the recruitment agency's demand letter or power of attorney.
- GAMCA-approved medical fitness certificate.
For healthcare files, add the INC and state council registration (nurses) or NMC and state medical council registration (doctors), the Good Standing certificate, and supporting documents for DataFlow primary-source verification where the destination uses it. Remember that Kuwait Ministry of Health does not usually ask for DataFlow.
