If you are an Indian worker or professional choosing between two Gulf countries, or being moved within your employer's GCC network, the documents are mostly the same and only the last few stamps change. This guide compares apostille and embassy attestation for Saudi Arabia, UAE, Qatar, Kuwait, Oman and Bahrain, shows which Indian certificates need state HRD attestation, MEA apostille, embassy attestation and certified Arabic translation, and explains how SiZA handles the paperwork in India from our Noida office.

In this guide(5 sections)
  1. 1.Is it apostille or embassy attestation for each Gulf country in 2026?
  2. 2.What changes when you switch from one Gulf country to another?
  3. 3.How much does embassy attestation cost for each Gulf country?
  4. 4.Which documents does a Gulf worker file usually need?
  5. 5.What does SiZA do in India on your Gulf worker file?

A senior project manager from Larsen and Toubro Construction Mumbai, BTech Civil from VJTI Mumbai 2009, MTech Construction Management from CEPT University Ahmedabad 2012, twelve years at L and T including five years at the Doha Education City stadium build for the 2022 FIFA World Cup, signed an internal-corridor move in February 2026 from his existing role at L and T Construction Saudi Arabia (on the Riyadh Metro Line 3 project) to L and T Construction UAE (on a Burj Mohammed bin Rashid Tower II commercial fit-out programme). The internal Gulf move required his Saudi iqama cancellation through Absher, a fresh UAE residence visa via L and T's UAE PRO at GDRFA Dubai, and a refresh of his original in India apostille set (the original 2021 apostille set he had used for the Saudi entry had now expired by the UAE's twelve-month validity rule for personal documents). His VJTI Mumbai BTech, CEPT Ahmedabad MTech, marriage certificate from the Mumbai Sub-Registrar and children's birth certificates from the Mumbai BMC all had to be re-apostilled at MEA Patiala House. Saudi has been a Hague apostille destination for Indian documents since 7 December 2022 (HCCH status table), so the Saudi cancellation paperwork ran cleanly; the UAE part ran through UAE embassy attestation at Chanakyapuri through VFS Global plus UAE MOFA attestation at the same VFS Global desk (post-2023). Typically six weeks end to end. The family moved Riyadh to Dubai by December 2026.

That kind of intra-Gulf transfer is a familiar pattern for senior Indian engineers, doctors, nurses, project managers, financial-services professionals and academics already in the Gulf and being moved within their employer's regional network. The six Gulf Cooperation Council countries (Saudi Arabia, UAE, Qatar, Kuwait, Oman, Bahrain) each have their own embassy attestation route in New Delhi, but they also have a shared documentation discipline. Once a worker or professional has prepared a file for one Gulf destination, the same approach works for the next. This page is the cross-Gulf documentation reference for Indian workers and professionals choosing between two or more GCC countries, or for those preparing for an internal Gulf move (from a UAE role to a Saudi role, from a Qatar role to a UAE role, from a Kuwait role to a Bahrain role).

Is it apostille or embassy attestation for each Gulf country in 2026?

The single fact that decides everything is whether the destination is a Hague Apostille member. Saudi Arabia is; the other five Gulf countries are not. For Saudi you get an MEA apostille. For the UAE, Qatar, Kuwait, Oman and Bahrain you get MEA attestation followed by embassy attestation, because they sit outside the Hague Convention (HCCH status table). The word "apostille" simply does not apply to those five.

Saudi Arabia: apostille, no embassy step

Saudi Arabia has been a Hague apostille country since 7 December 2022. The work runs through state HRD attestation, MEA apostille and certified Arabic translation by a Saudi-listed translator. The old Saudi embassy attestation step is no longer needed. The Saudi visa stamp is taken at the Saudi Embassy in Delhi or the consulates in Mumbai, Bengaluru, Hyderabad and Kolkata, with a GAMCA medical before stamping. See our Saudi Arabia attestation page.

UAE, Qatar, Kuwait, Oman and Bahrain: embassy attestation plus MOFA

These five are not Hague countries, so each needs embassy attestation rather than an apostille:

  • UAE. State HRD attestation, MEA attestation, UAE embassy attestation in Delhi through VFS Global, UAE MOFA attestation (now applied in India through VFS Global since 2023), and certified Arabic translation by a UAE-listed translator. Both the UAE embassy attestation and the UAE MOFA attestation are completed inside India and digitally. The UAE medical fitness test is done at DHA, DOH or MOH-approved centres after arrival.
  • Qatar. State HRD attestation, MEA attestation, Qatar embassy attestation at Chanakyapuri in Delhi, certified Arabic translation by a Qatar-listed translator, and Qatar MOFA ratification in Doha after arrival. GAMCA medical before stamping.
  • Kuwait. State HRD attestation, MEA attestation, Kuwait embassy attestation at Chanakyapuri in Delhi, certified Arabic translation by a Kuwait-listed translator, and Kuwait MOFA ratification in Kuwait City after arrival. GAMCA medical before stamping. Kuwait Ministry of Health does not usually ask for DataFlow on healthcare files.
  • Oman. State HRD attestation, MEA attestation, Oman embassy attestation in Delhi, certified Arabic translation, and Oman MOFA ratification in Muscat after arrival. GAMCA medical before stamping.
  • Bahrain. State HRD attestation, MEA attestation, Bahrain embassy attestation in Delhi, certified Arabic translation, and Bahrain MOFA ratification in Manama after arrival. GAMCA medical before stamping.

Quick comparison: apostille, embassy attestation and MOFA by country

Country Hague? MEA stamp Embassy attestation MOFA attestation Translation
Saudi Arabia Yes (7 Dec 2022) MEA apostille Not needed Not needed Certified Arabic
UAE No MEA attestation UAE embassy, Delhi (VFS) UAE MOFA, in India (VFS) Certified Arabic
Qatar No MEA attestation Qatar embassy, Delhi Qatar MOFA, Doha Certified Arabic
Kuwait No MEA attestation Kuwait embassy, Delhi Kuwait MOFA, Kuwait City Certified Arabic
Oman No MEA attestation Oman embassy, Delhi Oman MOFA, Muscat Certified Arabic
Bahrain No MEA attestation Bahrain embassy, Delhi Bahrain MOFA, Manama Certified Arabic

What changes when you switch from one Gulf country to another?

The biggest difference is the embassy attestation step and the post-arrival MOFA step. The state HRD attestation, the MEA stamp (apostille for Saudi, attestation for the rest), the certified Arabic translation, the experience letters, the PCC and the passport all stay the same. Most workers simply re-run the embassy attestation for the new destination on the same foundation they already built in India.

Moving from the UAE to Saudi Arabia

The older UAE-attested certificate cannot be re-used for Saudi. You need the MEA-apostilled version for Saudi, valid from December 2022 onwards. SiZA handles this transition for you.

Moving from Saudi Arabia to the UAE

The MEA-apostilled certificate cannot be used in the UAE, because the UAE is not a Hague country. You need the full UAE embassy attestation done on top of the same MEA stamp, with the UAE MOFA attestation added in India through VFS Global (ICP UAE).

How much does embassy attestation cost for each Gulf country?

Embassy attestation fees vary by document type and, for some countries, by the declared value of a commercial document. As a guide:

  • Saudi Arabia: no embassy step after December 2022, so no embassy fee.
  • UAE: variable by document and value; can be substantial on a high-value commercial document or Chamber of Commerce attestation.
  • Qatar: variable by document and value, generally lower than UAE.
  • Kuwait: variable by document and value.
  • Oman: variable by document.
  • Bahrain: variable by document.

We share the realistic fee end to end before any payment is taken.

Which documents does a Gulf worker file usually need?

Most cross-Gulf files carry the same core set, whether you are headed for Saudi apostille or UAE embassy attestation:

  • The qualification (degree, trade certificate, professional registration) with marksheets, ready for degree attestation.
  • State HRD attestation for educational certificates, or SDM/Home attestation for personal certificates, where required.
  • Detailed experience letters from each Indian employer.
  • Marriage and birth certificates for family joining.
  • PCC from the Regional Passport Office (RPO).
  • Passport with at least eight to twelve months of validity.
  • Destination offer letter and the recruitment agency's demand letter or power of attorney.
  • GAMCA-approved medical fitness certificate.

For healthcare files, add the INC and state council registration (nurses) or NMC and state medical council registration (doctors), the Good Standing certificate, and supporting documents for DataFlow primary-source verification where the destination uses it. Remember that Kuwait Ministry of Health does not usually ask for DataFlow.

What does SiZA do in India on your Gulf worker file?

When you first send us scans on WhatsApp at +91 9220161774, we read the documents for the destination's specific requirements. We share the realistic timeline and cost end to end before any payment is taken. If you are comparing two or three GCC destinations, we give you an honest comparison.

The paperwork we complete in India

When the originals reach our Noida office, we handle the work step by step:

  1. State HRD attestation on educational certificates, or SDM attestation on personal certificates, typically 7 to 45 working days depending on the state and university.
  2. MEA apostille for Saudi, or MEA attestation for the UAE, Qatar, Kuwait, Oman and Bahrain.
  3. Embassy attestation for the non-Hague destinations, plus UAE MOFA attestation through VFS Global for UAE files, done inside India.
  4. Certified Arabic translation by a destination-listed translator.
  5. DataFlow coordination for healthcare files, where the destination uses it.
  6. Tracked return courier to you or directly to the recruitment agency.

We do not file destination visas. We do not run GAMCA medicals. We do not handle the post-arrival MOFA stamping in any GCC country (the destination employer's PRO does that). We do not handle anything inside the destination after you arrive.

For a free cross-Gulf scan-review, send a WhatsApp message to +91 9220161774 with photos of your qualification and the destinations you are considering.
