An ITI Diesel Mechanic from the Government Industrial Training Institute Vijayawada, ten years on Coal India Limited's overburden removal operations at the Singareni Collieries Kothagudem, where he ran maintenance on BEML and Komatsu 240-ton dumpers, with a Kuwait Oil Company contractor offer for a heavy-equipment maintenance role at the KOC Ahmadi industrial workshop in hand. The contractor was Heisco (Heavy Engineering Industries and Shipbuilding). His ITI Diesel Mechanic certificate from NCVT Vijayawada (issued 2014) needed attestation. His Coal India Singareni Collieries service record required notarisation with the Kothagudem mine HR officer's countersign. The PCC came from the Vijayawada Passport Seva Kendra. The Andhra Pradesh HRD step ran through the State Council for Vocational Training Mangalagiri. MEA attestation at Patiala House Delhi. Kuwait Embassy attestation at the Chanakyapuri counter in New Delhi. Kuwait-listed Arabic translation. Roughly four weeks end to end. Heisco's PRO at the Ahmadi office uploaded the attested set to the Kuwait Public Authority of Manpower for the residence visa endorsement, and his work permit was stamped at the Kuwait Embassy Delhi in the following week. Typical routing is via Kuwait City to the Ahmadi workshop.

That sequence is the sequence behind most Indian mechanic and heavy equipment operator moves to Kuwait in 2026. Kuwait's oil and gas operations, construction equipment fleets, industrial workshops and shipping yards run on imported skilled labour. Kuwait Oil Company (KOC), Kuwait National Petroleum Company (KNPC), Kuwait Gulf Oil Company (KGOC), Kuwait Integrated Petroleum Industries Company (KIPIC), the Kuwait Oil Tanker Company and the larger downstream EPC contractors hire Indian mechanics, heavy equipment operators, fleet maintenance technicians and industrial-vehicle drivers continuously. Construction companies running plant fleets and the transport companies like KGL, Combined Group, City Group and Mezzan Group recruit on a steady cycle. Equipment specifics inside the experience letter

A heavy equipment operator's file gets read for the categories operated. A candidate who has spent five years on a mobile crane at a port reads differently to one who has done short stints on multiple equipment categories without depth. Name the equipment in the experience letter: mobile crane (tonnage), tower crane, crawler crane, excavator (bucket capacity), bulldozer (D6, D7, D8, D9, D10), wheel loader, motor grader, telehandler, forklift (tonnage), dump truck, articulated dump truck.

A mechanic's file gets read for the systems serviced. Diesel engine repair (Cummins, Caterpillar, Volvo, Detroit), transmission overhaul (Allison, ZF), hydraulics (Sauer-Danfoss, Bosch Rexroth, Parker), auto-electrical, control systems, refrigeration where applicable.

Ask each past Indian employer for a detailed experience letter before you leave the workshop or the fleet. Name the equipment category, the manufacturer, the period, the supervisor and the type of project (site, workshop, oilfield).

The documentation in India flow for Kuwait mechanics in 2026

Kuwait is not a Hague apostille country for Indian personal and educational documents. The route runs through embassy attestation.

There are five parts on the India side.

State-level attestation on the ITI mechanic trade certificate or the heavy equipment operator licence. SDM or HRD route. Three to seven working days.

MEA attestation in Delhi. Three to five working days.

Kuwait Embassy attestation at Chanakyapuri in New Delhi. Five to seven working days standard.

Certified Arabic translation by a Kuwait-listed translator on the trade certificate and the experience letters where the Kuwait employer asks for it. Three to seven working days.

For the Police Clearance Certificate, the RPO issues it, then MEA attestation, then Kuwait Embassy attestation on the PCC.

Kuwait MOFA in Kuwait City applies its final stamp after the documents arrive in Kuwait. The Kuwait-side employer's PRO runs that step.

Tracked return courier takes three to seven working days inside India.

If everything is in order, the in India process runs in three to five weeks.

The Protector of Emigrants step for Kuwait mechanics

Kuwait is on the ECR list. POE clearance through the e-Migrate portal is mandatory for ECR passport holders being recruited through an MEA-registered Recruitment Agency.

What the Kuwait mechanic or operator file carries

The ITI mechanic trade certificate (NCVT or SCVT), or the heavy equipment operator licence issued by the relevant Indian authority.

A trade test letter from at least one past Indian employer.

Detailed experience letters with the equipment category, the manufacturer, the project type and the supervisor.

For heavy equipment operators, the relevant driving licence including HMV (Heavy Motor Vehicle) endorsement where required.

Police Clearance Certificate from the RPO.

Passport with at least eight to twelve months of validity.

Kuwait employer offer letter, the demand letter and the power of attorney from the Kuwait employer to the Indian RA.

GAMCA-approved medical fitness certificate, done at a GAMCA-approved centre before visa stamping.
