Malta Apostille & Certified Translation for Indian Healthcare Workers
A Bengaluru staff nurse with a Mater Dei Hospital offer needed her BSc Nursing degree apostilled, her nursing council cards authenticated and her marriage certificate in order before Malta would issue a Single Permit. This guide walks an Indian nurse, doctor, chef or hotel worker through exactly which documents need apostille attestation in India, where Karnataka or any state HRD attestation fits, when certified translation is required, and how the four-week timeline ties together.
In this guide(4 sections)
A staff nurse from the Bangalore Medical College and Research Institute (BMCRI) attached Victoria Hospital, BSc Nursing 2020 from the College of Nursing BMCRI Bengaluru, four years on the medical-surgical wards at Victoria Hospital, with a Mater Dei Hospital Malta offer for a Charge Nurse role on the cardiology unit in hand. The Maltese Healthcare Department (the public health service is the principal employer) needed her BSc Nursing degree from the College of Nursing BMCRI Bengaluru apostilled, her Karnataka State Nursing Council registration card, her Indian Nursing Council registration, her class-twelve Karnataka State PUE certificate, her marriage certificate from the Bengaluru Sub-Registrar (she was newly married, so the name-equivalence step had to come first), her IELTS Academic 7.0 score report, and a fresh PCC from the Bengaluru Passport Seva Kendra Lalbagh. Malta has been a Hague apostille destination for Indian documents since 1968, so her papers needed MEA apostille, not embassy attestation. The Karnataka HRD attestation ran through the State Higher Education Department Multistoreyed Building Bengaluru. Then MEA apostille at Patiala House Delhi. The whole job runs about four weeks end to end. The Mater Dei HR uploaded the apostilled set to Identity Malta for the residence and work permit. On the typical timeline, arrival is at Luqa for the June 2026 start.
That sequence is the sequence behind most Indian healthcare and hospitality moves to Malta in 2026. Malta has been one of the smaller EU countries that hires Indian hospitality and healthcare staff at scale. The Maltese hospitality sector (the InterContinental Malta, the Westin Dragonara, the Corinthia, the Phoenicia, the Hilton St Julian's, the Marriott Malta, the Grand Hotel Excelsior, the boutique Valletta hotels, the Gozo properties and the cruise-ship reprovisioning operations from the Valletta Cruise Port) hires Indian chefs, kitchen staff, restaurant managers and front-of-house staff continuously. The Maltese healthcare sector (Mater Dei Hospital, the Karen Grech Rehabilitation Hospital, the Mount Carmel Hospital, the Sir Anthony Mamo Oncology Centre, the Gozo General Hospital and the larger private hospitals St James and Da Vinci) recruits Indian nurses, allied healthcare professionals and care workers. The Maltese language is co-official with English, but English is the working language across hospitality and healthcare, which makes the transition easier for Indian staff. This guide covers the whole move: which documents need apostille attestation in India, where state HRD attestation fits, when certified translation is actually needed, the Maltese visa and nursing registration pieces, and the timeline that ties them together.
Which documents need apostille attestation for Malta in 2026?
Malta has been a Hague apostille country for Indian documents since 1968, so the apostille in India is the standard authentication. There is no Malta embassy attestation step on your Indian papers. The work runs in a clear order.
The steps for an Indian document going to Malta
- State HRD attestation or SDM. Educational certificate attestation goes through the State HRD or State Education Department. Personal documents like marriage and birth certificates go through the SDM or Home Department. Roughly 7 to 45 working days depending on the state and the university, though many states clear in a week or two.
- MEA apostille in Delhi. The Ministry of External Affairs at Patiala House applies the apostille sticker. Three to five working days.
- Police Clearance Certificate. The RPO issues the PCC, then it takes the MEA apostille like any other personal document.
- Certified translation, only if needed. Malta accepts English documents directly, so certified translation is rarely required. The exception is a document issued in a regional Indian language, which needs a certified English translation before it goes for apostille.
- Tracked return courier. Three to seven working days inside India to you or straight to your Maltese employer.
If everything is in order, the full job runs in two to four weeks.
| Step | Where it happens | Typical time |
|---|---|---|
| State HRD / SDM attestation | Issuing state directorate or Home Dept | 7 to 45 working days |
| MEA apostille | Patiala House, Delhi | 3 to 5 working days |
| PCC apostille | RPO issues, then MEA Delhi | 3 to 5 working days |
| Certified English translation (if regional language) | SiZA Multi Lingual Translators | 2 to 3 working days |
| Tracked return courier | Across India | 3 to 7 working days |
Which Malta work visa or permit fits an Indian worker?
There are a few routes, and your apostilled documents feed all of them:
- Single Permit. The standard combined work and residence permit for non-EU nationals. Your Maltese employer or Identity Malta handles the filing.
- Specific Residence Authorisation (SRA). A fast-track permit for shortage occupations, which includes healthcare and hospitality.
- Key Employee Initiative. A fast-track for highly skilled candidates earning above EUR 30,000 per year.
- Family reunification. Available under the Single Permit after twelve months on the permit, so the spouse and children can join.
Nursing and medical registration in Malta
For nurses, the Maltese Council for Nurses and Midwives (CNM) reviews the candidate's qualifications and runs the registration process. Indian nursing degrees from INC-recognised institutions are accepted, often with a Maltese clinical adaptation programme or an English language test. CNM registration is the path to working as a Registered Nurse in Malta.
For doctors, the Maltese Medical Council registration is required, with the candidate's medical degree verified through European standards. UK-trained Indian doctors with PLAB or MRCP credentials have an easier transition than Indian-trained doctors who need additional steps. Whichever route applies, the regulator wants apostilled degrees and registration cards, so degree attestation in India comes first.
What Indian documents does a Malta healthcare or hospitality file need?
For nurses
- GNM, B.Sc Nursing or M.Sc Nursing degree with all marksheets (this is the educational certificate attestation that goes through State HRD attestation first)
- Indian Nursing Council and State Nursing Council registration cards
- A recent Good Standing certificate
- Detailed experience letters from each past hospital, naming the ward, the period, the nurse-in-charge and the hospital category
For doctors
- The MBBS degree and any PG qualification with marksheets
- NMC and state medical council registration
- The Good Standing certificate
- Detailed experience letters from each past employer
- The IELTS or OET result
For hospitality staff
- The hotel management diploma (IHM, Welcomgroup, OCLD, Manipal, Christ University)
- The ITI catering certificate or culinary qualification (Le Cordon Bleu, ICCA)
- HACCP and food safety certifications
- Detailed experience letters with the cuisine, station, hotel category and supervisor
For every candidate
- The marriage certificate, and the long-form birth certificate of any dependent child
- The PCC from the RPO
- The passport with at least twenty-four months of validity
- The Maltese employer offer
Every educational certificate above takes State HRD attestation before the MEA apostille; personal documents take the SDM or Home Department step first.
What does SiZA handle in India, and what stays with Malta?
When you first send us scans on WhatsApp at +91 9220161774, we read the documents for Maltese employer fit. We tell you what attestation and translation will be needed and how the process times against the visa stamping window. We share the realistic timeline and the realistic cost end to end before any payment is taken.
When the originals reach our Noida office, we run the work in India:
- State HRD attestation or notarisation in the issuing state
- MEA apostille in Delhi
- Certified English translation if any document is in a regional Indian language
- PCC apostille after the RPO issues the PCC
- Tracked return courier to you or directly to your Maltese employer
Named SiZA staff carry the documents between offices in Delhi NCR, so nothing is handed to a bike-aggregator app.
We do not file the Single Permit, the SRA, the Key Employee Initiative endorsement or the EU residence card. Your Maltese employer or the Identity Malta Agency does that. We do not run CNM, Maltese Medical Council or other professional registration. The relevant Maltese regulator does that. We do not handle anything inside Malta after you arrive. You can read more about the country path on our Malta page.
For a free scan-review of your Malta file, send a WhatsApp message to +91 9220161774 with photos of your degree, your professional registration, your experience letters and your Maltese employer offer (if you have it).
Two pages on this site worth reading next: apostille in India and certified translation services. For nurses, the State HRD attestation page explains the educational step in detail.
