Most New Zealand visa submissions from India are submitted online to Immigration New Zealand. There is no VFS for the main NZ visas, and most decisions happen at Immigration NZ offices, not at a New Zealand embassy. The document side still has to be complete and apostilled before submission, because Immigration NZ will pause the document or ask for more documents if a sequence step is missing.
