Vaccination certificate translation: key facts for 2026

DigiLocker has the certificate, but MEA apostilles paper
An IT professional received an offer from a Saudi employer in 2024. His CoWIN COVID vaccination record was perfectly maintained in DigiLocker. The Saudi employer asked for an apostilled vaccination certificate. He logged into DigiLocker, downloaded the PDF, and assumed MEA would apostille the PDF. MEA does not apostille PDFs. MEA apostilles paper documents that carry the seal and signature of an Indian authority.
The fix is to print the digital certificate, take the printed copy to a Notary Public for a notarial certification that the printed copy is a true copy of the DigiLocker original (the QR code on the printed copy verifies the digital source), SDM countersign on the notarial certification, and MEA apostille on the bundle. The bundle is then the apostilled "paper" version of the digital certificate. Saudi MOFA accepted this. We have run this exact work dozens of times since CoWIN went live.
The pattern is common to every digital-origin certificate now. CoWIN, DigiLocker, e-Sanjeevani, ABHA; Indian health-system documents are increasingly digital-first. MEA\'s apostille window is paper. The Notary bridges the gap. We tell first-time callers about the gap explicitly, because the assumption that "if it is digital, it must be modern enough to be apostilled" is so widespread.
Five vaccination certificates that are not the same document
CoWIN/DigiLocker COVID vaccination record. Digital PDF with QR code. The QR code links to the CoWIN backend for verification. Most current destinations accept the digital code at the entry counter without apostille; some embassy visa applications still ask for apostilled paper copies. The sequence when apostille is required is Notary, SDM, MEA apostille on the printed copy.
Paediatrician\'s childhood vaccination card. A booklet kept by the paediatrician\'s clinic or by the family. Lists DPT, polio, MMR, hepatitis, BCG, and other childhood immunisations with dates. For US K-12 admission, Australian school enrolment, UK independent school admission. Apostille is not always required; the school sometimes wants a certified English translation and a notarised copy. Chain: translation if regional language, Notary, SDM, MEA apostille if the school asks.
WHO International Certificate of Vaccination (Yellow Fever yellow card). The hard-card document with the yellow cover, issued at authorised Yellow Fever vaccination centres in India. US universities for international students sometimes ask for Hepatitis B series proof, MMR booster proof, meningitis vaccination certification. The certificate is issued by the doctor administering the vaccine; the document is on the doctor\'s letterhead. Notary, SDM, MEA apostille is the work when apostille is required.
Which authority will actually read this certificate
Saudi MOFA, Yellow Slip family visa, Saudi job visa. GAMCA medical report is the primary document; Saudi joined Hague with effect from 7 December 2022, so apostille is the route. Some Saudi employers also ask for an apostilled COVID vaccination certificate. Chain: GAMCA medical at empanelled doctor, Notary on the report, SDM countersign, MEA apostille, certified Arabic translation.
UAE labour, Kuwait labour, Qatar labour. UAE medical fitness certificate is done at UAE-side empanelled centres. India-side vaccination records (childhood MMR, polio for school-age family) are sometimes asked for during dependant visa applications. What this vaccination desk does not pretend
We are not doctors. We do not issue vaccination certificates and we cannot influence GAMCA medical centre scheduling. Saudi job medical appointments at empanelled GAMCA clinics are the applicant\'s booking; we coordinate the apostille sequence on the issued report.
We do not control destination acceptance of digital QR codes versus apostilled paper. Schengen Saudi UAE Kuwait Qatar Bahrain; the acceptance has been changing since the 2020-2023 COVID years and continues to vary. We confirm at intake what the specific destination authority is currently asking for.
We do not advise on vaccination schedules or medical eligibility. The destination\'s health requirements (Yellow Fever for Tanzania, MMR for US schools) are public-health rules; the applicant\'s doctor advises on the medical side. We handle only the documentation sequence on issued certificates.
When you actually need to send us the Original
Vaccination certificates are mostly digital now; CoWIN, DigiLocker, e-Sanjeevani, GAMCA medical reports. The downloaded PDF or the scan of the paediatrician\'s childhood card is what the translator works from. The translated version is delivered on email; hard copy by courier where you ask. The Original card or the digital download never travels for translation-only work.
Apostille on a vaccination certificate is a different workflow. Because MEA apostilles paper documents and not digital PDFs, the digital source has to be printed and the printed copy notarised as a true copy of the digital original; that printed copy then travels for SDM, MEA, embassy attestation. For the paediatrician\'s childhood card, the Original card travels. Translation can run from the scan in parallel.
French is the translation case with a different rule. Authorised French Embassy translators sometimes verify the document against the Original where the document is not digitally verifiable. For French-target translation, we confirm at intake whether the verification step applies to your specific document.
Vaccination card custody: the irreplaceable paper booklet problem
You can\'t mess with people\'s Original documents. The Yellow Fever yellow card and the paediatrician\'s childhood vaccination booklet are originals that exist only in single copy in many households. A lost yellow card means a fresh Yellow Fever vaccination at an authorised centre; a lost paediatrician card means reconstructing the childhood record by visiting each clinic that administered each vaccine.
A vaccination certificate that arrives at our Noida office is logged with a Customer ID and a Document ID at intake. The printed checklist that travels with the document is signed at every handoff: Notary, SDM, MEA submission, MEA collection, embassy desk if applicable, translator, courier outbound.

Frequently asked questions
My COVID vaccination certificate is on DigiLocker as a PDF. Can MEA apostille a PDF?
MEA apostilles paper documents, not PDFs. The path is: download the certificate from DigiLocker or CoWIN as a printed copy on plain paper, take it to a Notary Public for notarial certification that the printed copy is a true copy of the digital original, then SDM countersign, then MEA apostille on the notarised printed copy. The Notary essentially bridges the digital-to-paper gap. Some destinations accept the digital CoWIN QR code without apostille (most current EU and Schengen acceptance is this way); some destinations (older US school enrolment forms, some Gulf labour visa rules) still ask for an apostilled paper copy.
My child is starting kindergarten in Texas. The school is asking for childhood vaccination records back to age 1. I have only the MMR card from the paediatrician. Will that work?
For most US K-12 schools, the paediatrician's vaccination card is the document; it lists dates of MMR, DPT, polio, hepatitis, and other childhood immunisations. The school asks for a notarised English copy and sometimes the original. School in Australia asks for "immunisation record." Is that the same as the Indian vaccination certificate?
Yes, conceptually; both name the vaccines received and the dates. The Australian schools accept the Indian paediatrician's vaccination card or the CoWIN/DigiLocker download for COVID. Apostille is not standard for Australian school admission, but is sometimes asked for school visa cases (subclass 500 for older children). Where apostille is required, the sequence is the Indian-side notary, SDM, MEA apostille. Australian school admissions vary by state and by school.
The vaccination certificate from Kerala paediatrician is in Malayalam. Does English translation come before or after MEA apostille?
English translation comes first. The translator certifies the translation as accurate and complete. The Notary attests the translator's signature. SDM countersign on the bundle. MEA apostille on the bundle of original Malayalam document plus English translation plus translator's certification. The destination authority reads the English translation alongside the original. Apostille covers the seal authenticity of the SDM, which in turn legitimises the sequence.
How long does the work take from your end?
For a vaccination certificate (CoWIN/DigiLocker print, paediatrician card, GAMCA report): 4 to 7 working days at our end for Notary, SDM, MEA apostille. Add 3 to 5 working days for English translation if the source is regional language. Add 3 to 7 working days for international courier. End-to-end for a Hague destination: 10 to 15 working days. For Yellow Fever certificate cases, the apostille is sometimes not needed; we confirm at intake.
