Birth certificate translation: key facts for 2026
- • 30 December 2024 Indian Mission to USA OCI rule: US-issued birth and marriage certificates now need apostille from the issuing US state's Secretary of State before CKGS will accept them for OCI. India-issued certificates run MEA apostille in India. The two are not interchangeable.
- • Saudi Arabia joined the Hague Apostille Convention with effect for Indian documents from 7 December 2023. MEA apostille is the current authentication step (the older Saudi Cultural Attaché legalisation is no longer required for new cases).
- • Italian Embassy DoV counter has zero tolerance for parent-name mismatches. The accepted document for the mismatch case is a Tehsildar one-and-same certificate, not a notarised affidavit.
- • Hospital discharge slip is not a birth certificate. Embassies and OCI counters reject discharge slips on sight. Municipal Corporation, Tehsildar, or Registrar of Births and Deaths is the only office that can issue the certified copy MEA apostilles.
- • Indian Consulate abroad cannot apostille India-issued documents. Three to six weeks of wasted attempts is the typical cost of misunderstanding this. The Original moves through India.
A case we ran last year, because every birth certificate page should open with one
An Indian family came to us with a birth certificate problem none of their earlier agents would touch. The mother had been in India through the pregnancy. The baby was born in Qatar during a short visit. The family was relocating from India to the UAE within months. So the certificate was Qatari, the family carried Indian passports, and the destination wanted a UAE residence-level acceptance. Three jurisdictions, one piece of paper.
The two earlier agents had told the family to apostille the Qatari certificate at MEA in Delhi. That is not a thing the MEA does. The Ministry of External Affairs apostilles India-issued public documents. It does not apostille foreign-issued certificates, no matter which Indian family they belong to. The right path was Qatar MOFA attestation in Doha, then UAE Embassy and UAE MOFA attestation completed in Qatar, before the document ever left for the UAE. We coordinated it through our Doha partner. The family arrived in the UAE with the certificate already in the format the UAE authorities accept.
That case is the reason this page exists. Most birth certificate translation pages on the internet explain what an apostille is. We assume you know. What we will explain on this page is the half-dozen specific shapes a birth certificate case takes for an Indian family, and what each one actually involves once the family is past the introductory definitions.
Why birth certificates are the hardest civil record to move
Three patterns make this document harder than passport, marriage certificate, or degree.
The hospital discharge slip. For applicants born before the year 2000, the household often still keeps the hospital discharge slip and treats it as the birth certificate. It is not. The Municipal Corporation, the Tehsildar, or the Registrar of Births and Deaths is the only office that can issue the certified copy that MEA apostilles. If you are working from a discharge slip, the first step is delayed registration at the Municipal Corporation, not translation. Embassies and OCI counters reject discharge slips on sight.
The long-form versus short-form question. Most state-issued birth certificates in India are short-form: name, date, place, parents named on a single line. International authorities, especially OCI offices and Italian DoV counters, often want the long-form: name, date, place, both parents\' full names with their occupations and the place of registration at the time of the birth. Indian Municipal registrars can re-issue the long-form on application. If you are an NRI applying for OCI for your child, ask the issuing registrar for the long-form before the apostille work starts.
The regional-language seal. Kerala panchayats issue birth certificates in Malayalam. Tamil Nadu municipal registrars in Tamil. West Bengal sub-registrars in Bengali. Maharashtra gram panchayats in Marathi. The MEA counter in Delhi processes English and Hindi at its apostille window. It will not apostille a Malayalam-only or Tamil-only certificate. Certified English translation, with a notary declaration, runs first, and the translator has to render the panchayat seal text exactly. We see this catch families from Kerala and Tamil Nadu the most often, because the panchayat-issued versions are still common there.
The 30 December 2024 OCI rule, which keeps getting confused
For OCI applications routed through the Indian Mission to the USA, the rule changed quietly on 30 December 2024. US-issued birth and marriage certificates now require an apostille from the issuing US state\'s Secretary of State before they are accepted at CKGS for OCI processing. India-issued certificates do not need this US-side apostille; and applicants, and even some CKGS desk staff, have confused the two. Applications have been put on hold for weeks while the family figures out what was actually being asked of them.
If your birth certificate was issued in India and you need OCI through the US, the work is MEA apostille in India. That is the entire India-side work on the document. A US Secretary of State apostille is not a step on an India-issued document.
If your child was born in the US and you are applying for OCI of the child, the work is the US Secretary of State apostille at the state where the child was born. The Indian Mission cannot do that work. The MEA in New Delhi cannot do that work either, because the document was issued in the US.
The two cases look similar from a distance. They are not.
If you are abroad: what the Indian Consulate can and cannot do
If you are an NRI in California, in London, in Sydney, in Riyadh, in Doha, in Dubai, and you need your India-issued birth certificate apostilled, the local Indian Embassy or Indian Consulate cannot do that work. They can attest documents under specific circumstances. They cannot apostille. The MEA in New Delhi is the only authority that issues apostille on India-issued public documents.
This is the most-misunderstood point about NRI documentation. The threads on every forum show it costing people three to six weeks of wasted attempts before they accept the work has to move through India. The two reasonable paths:
Send the Original to a family member or a trusted hand in India, who couriers it to our Noida office. We run the Notary, SDM, MEA sequence and courier it back internationally with insurance. This is the path most NRI customers use through us. The document is in India for ten working days; it is back at your address abroad inside three weeks.
Or, if the family cannot send the Original because nobody is in India to handle it, apply to the issuing Municipal Corporation for a fresh certified copy. The new copy starts the work. Your Original abroad stays with you. This is slower because the Municipal Corporation process can take three to six weeks before the new copy is in hand.
Which authority will actually read this birth certificate
Saudi family visa, Yellow Slip biometric. The certificate runs Notary, SDM countersign, MEA attestation, MEA apostille; Saudi joined the Hague Apostille Convention with effect for Indian documents from 7 December 2023, so apostille is the path now, not the older Cultural Attaché route. Certified Arabic translation last. The Yellow Slip biometric appointment in India will not move without this exact sequence completed within a tight window. If the file is not ready on the appointment day, the family rebooks, and rebooking is not always fast.
UAE family residence, Kuwait family visa. Non-Hague routes. UAE Embassy attestation and UAE MOFA attestation now both happen inside India (the UAE MOFA digital-stamp service moved from Dubai to India around 2023). For Kuwait, the Kuwait Embassy at Chanakyapuri in New Delhi handles the attestation, then Kuwait MOFA in Kuwait City after the document arrives there. Certified Arabic translation accompanies in both cases.
Italian family reunion under Nulla Osta. Notary, SDM or Home Department countersign, MEA apostille, then Italian translation through an Italian Embassy New Delhi or Italian Consulate General Mumbai empanelled translator. The Italian Embassy DoV counter is strict about parent name spelling. If the spelling on the birth certificate differs from the passport even by an initial-versus-full-first-name expansion, the Embassy asks for a Tehsildar one-and-same certificate, not a notarised affidavit. A notarised affidavit submitted in place of the Tehsildar certificate is rejected. We coordinate the Tehsildar certificate (the applicant applies at their Tehsildar office; the issuance takes 2 to 4 weeks) and the rest of the work.
German Standesamt registration of a foreign-born child. SDM countersign, MEA apostille, then sworn German translation by a vereidigter Übersetzer in Germany. The Standesamt sometimes asks for a recently-issued certificate, even if the older certified copy is valid. The cleanest path in that case is to apply to the issuing registrar for a fresh certified copy and run the sequence on the new copy.
US OCI of a child born in India to NRI parents. MEA apostille on the India-issued birth certificate. Certified English translation if the source is a regional-language certificate. The 30 December 2024 US-apostille rule does not apply to India-issued documents.
School admission abroad; US K-12, UK independent schools, Australian primary. Most schools accept certified English translation with notary handling, without apostille. Do not over-process the case if the admission office did not ask for apostille. UK Tier 4 student visa cases for older children sometimes ask for apostille separately; the school admission for younger children usually does not.
What this desk will not do for a birth certificate
We are not the Italian Embassy. We are not Saudi MOFA. We are not the OCI office. We do not decide whether your birth certificate is accepted at the destination; that decision sits with the receiving authority and we have no power over it. Where the destination asks for an additional document, or a re-issued certificate, or a Tehsildar one-and-same certificate that goes alongside, we will tell you what was asked for and we will run the work, but the acceptance is the authority\'s call.
We do not draft birth certificates and we do not get Municipal Corporations to issue fresh long-form certificates faster than they normally do. Where you need a delayed registration or a long-form re-issue, that is the corporation\'s process. We advise on what to ask for. We do not intervene with the registrar.
We are not on the Italian Embassy empanelment list. We are not a sworn translator in Germany or Spain. For destinations that require those steps, we work with translators who are on those lists, in India where the Embassy maintains the list and abroad where the destination court does. We will say which translator the case is routed through if you ask.
When you actually need to send us the Original
A clear photograph or scan of the birth certificate is what the translator needs to begin. Whether the certificate is a Delhi or Mumbai sub-registrar Form B already in English, a Kerala panchayat issuance in Malayalam, a Tamil Nadu Tehsildar copy in Tamil, or an older municipal record on letterhead, the translator works from the image. The translated bundle comes back as a soft-copy PDF on email and, for destinations or customers that want the wet-signed and stamped hard copy, by tracked courier. The Original birth certificate stays where it is; with the family in India, with the NRI in San Francisco, with the parent in Doha.
Apostille is the leg that needs the actual paper. MEA stamps the certificate itself, not a scan, because the apostille is glued or affixed to the physical document. Most birth-certificate cases on this page involve apostille alongside translation; Saudi MOFA, OCI of children, Italian DoV, German Standesamt all want apostille. For those cases the Original travels to our Noida office for the apostille leg; the translation runs in parallel from the scan, so the case does not block on either leg.
French is the translation case with a different rule. Authorised French Embassy translators sometimes verify the document against the Original where the document is not digitally verifiable. For French-target translation, we confirm at intake whether the verification step applies to your specific document.
How a birth certificate moves through our Noida office
You can\'t mess with people\'s Original documents. A birth certificate that arrives at our Noida office on a Tuesday is logged that morning with a Customer ID and a Document ID. The printed checklist that travels with the document carries those numbers and is signed at every handoff: Notary office, SDM, MEA submission desk, MEA collection counter, embassy desk where applicable, translator, courier outbound.
The Customer ID system exists because we regularly receive multiple documents from customers with similar names, from the same state, from the same university batch. Without the ID system, name collisions cause document swaps. A swapped Original is an unrecoverable error for the customer. The sequence may already be complete by the time anyone notices.
We do not use Porter, Wefast, Borzo or similar third-party parcel apps for document movement between our Noida office, MEA, and the embassies. Those apps were not designed for documents that cost a year of someone\'s life to issue and cannot be re-issued if lost. Inter-city and international legs use Blue Dart, DHL, FedEx, DTDC Premium, UPS; services with insurance, tracking, and accountability that hold up if something goes wrong.
We click pictures and shoot videos of the document at every stamp: Notary, SDM, MEA, embassy attestation, translator certification. The pictures go on WhatsApp before the document moves to the next handoff. If a customer cannot read the regional-script seal text on a particular stamp, they ask and we explain.
From your WhatsApp scan to the apostilled certificate at your address
You WhatsApp the scan. We read it, confirm whether it is a Municipal Corporation long-form or a panchayat short-form or a hospital discharge slip, and tell you what the receiving authority will accept. If the document needs to be re-issued before the work can begin, we say so. If it is already in the right format, we quote per case, not per page.
For cases where apostille is part of the work, the Original comes to our Noida office. Pickup across Tier 1 and Tier 2 Indian cities for families in India. Family courier for cases where the customer is abroad. The Customer ID and Document ID go on the printed checklist at intake.
The Indian-side work runs in the order the destination asks for. Most cases run Notary, SDM countersign at the issuing district, MEA attestation, then MEA apostille for Hague destinations or embassy attestation for non-Hague. Birth certificates as civil records typically use the SDM route, not the State HRD route that educational documents use.
The translation step comes last. Arabic for Saudi, UAE, Kuwait, Qatar. Italian via empanelled translator for Italy. Sworn German via vereidigter Übersetzer in Germany. Certified English with translator declaration for US OCI, UK school admission, USCIS cases.

Frequently asked questions
My child was born in Qatar and we are moving to the UAE. Can MEA apostille the Qatari birth certificate?
No. The Ministry of External Affairs in New Delhi apostilles India-issued public documents only. Foreign-issued certificates run their own attestation sequence in their country of issue. For a Qatar-issued certificate going to the UAE, the work is Qatar MOFA attestation in Doha, then UAE Embassy attestation and UAE MOFA attestation completed in Qatar before the document moves. We coordinate this through partners in Doha for Indian families where the child was born abroad. The certificate never enters India for this case.
My grandmother's birth certificate is a hospital discharge slip from 1962. Will it work for the OCI of my mother?
No. A hospital discharge slip is not a birth certificate. The Municipal Corporation, Tehsildar, or Registrar of Births and Deaths in the district of birth issues the certified copy that MEA can apostille. For pre-2000 births where no birth was originally registered, the path is delayed registration at the Municipal Corporation, then the apostille sequence on the newly-issued certificate. Some applicants do this and discover they need parent affidavits or witness affidavits in support, especially where both parents have passed. We can advise; we cannot speed up the registrar.
I am an NRI in San Francisco. My birth certificate is in India with my mother. How do I get this apostilled?
The Original moves through India. Your mother sends it to our Noida office by family courier; Tier 1 and Tier 2 city pickup is part of what we do; for smaller towns, family or a trusted neighbour usually couriers. We run Notary, SDM, MEA, apostille at our end and return by DHL or FedEx with insurance to your San Francisco address. The Indian Consulate in San Francisco cannot apostille India-issued documents. That is the single most-misunderstood point about NRI documentation, and it costs people three to six weeks of wasted attempts.
Italy DoV is asking for parent names on my child's birth certificate to match my passport exactly. They do not match.
The Italian Embassy New Delhi DoV counter is famously strict on this. The accepted document for the mismatch case is a Tehsildar one-and-same certificate, issued by the competent Tehsildar at the applicant's residence district. A regular notarised affidavit is not accepted in the DoV process. Tehsildar certificates take 2 to 4 weeks to issue depending on the district; we coordinate the rest of the sequence after the Tehsildar releases the certificate.
Does my India-issued birth certificate need a US apostille for OCI under the 30 December 2024 rule?
No. The 30 December 2024 Indian Mission to USA rule covers US-issued birth and marriage certificates for OCI. India-issued certificates run MEA apostille in India. The two are not interchangeable, and the confusion is causing CKGS holds. Where your child was born in the US, US Secretary of State apostille at the issuing state is the work. For UK independent-school admission for my child, do I need apostille on the birth certificate?
Most UK independent schools accept a certified English translation with notary handling, without apostille. UK Tier 4 student visa cases for older children sometimes ask for apostille separately. Do not pay for apostille that the admission office did not ask for. Confirm with the school first.
How long does the work take from your end?
For an English-source certificate going to a Hague destination: 7 to 14 working days at our end, plus 3 to 7 working days for international courier. For a regional-language source, add 3 to 5 working days for the English step. Where the destination requires sworn translation in the destination country (German vereidigter, some Italian communes asking for asseverazione), add 5 to 15 working days at the destination end. We commit to a date when we accept the case and we stay on the date.
