Qatar pays among the highest salaries in the GCC for skilled Indian professionals, but the documentation is strict. Qatar Embassy Delhi specifically rejects SDM-attested educational documents and demands HRD only. This explains the full Qatar visa process, the four-layer embassy attestation, QID registration, QCHP healthcare licensing with DataFlow, GAMCA medical, the 2020-2022 Kafala reforms, and what changes for healthcare candidates.

The short answer first

Qatar is not a Hague Convention member, so an Indian document needs the four-layer attestation: prior step (State HRD for educational, SDM or Home Department for personal, Chamber for commercial) plus MEA attestation (regular stamp, not apostille) plus Qatar Embassy Delhi attestation plus Qatar MOFA in Doha after arrival. Qatar specifically rejects SDM-attested educational documents at the Embassy stage; HRD is required for degrees, transcripts, and educational certificates. GAMCA medical at an approved Indian centre is mandatory. DataFlow PSV is required for QCHP healthcare licensing. ECR Emigration Clearance through eMigrate for ECR passport holders. Total India-side time: 5 to 8 weeks. Total cost: ₹35,000 to ₹60,000 for a healthcare candidate's typical document set. Qatar reformed Kafala in 2020-2022; workers can now change employers after one year of service without employer NOC.

Why Qatar feels stricter than other GCC

Three Qatar-specific rules catch Indian candidates by surprise:

  1. SDM rejected for educational documents. Qatar Embassy Delhi specifically rejects SDM-attested degrees, marksheets, and transcripts. State HRD attestation is mandatory, regardless of how slow the candidate's state HRD is. Italy, Austria, and Qatar are the three destinations with this rule. See HRD state-wise guide.

  2. Four-layer attestation including MOFA at destination. Qatar MOFA happens in Doha after arrival; some Qatar employers handle MOFA as part of onboarding, some require the candidate to coordinate independently. Plan time for it after arrival.

  3. QCHP healthcare licensing with DataFlow is mandatory. Unlike Kuwait MOH which rarely needs DataFlow, QCHP is strict on DataFlow Primary Source Verification.

The four-layer attestation for Qatar

Layer 1: Prior Indian step

  • Educational documents (degree, marksheet, transcripts): State HRD attestation only. SDM rejected by Qatar Embassy.
  • Personal documents (birth, marriage, PCC): SDM or State Home Department.
  • Commercial documents (POA, board resolution): Chamber of Commerce.
  • Experience certificates: Notary, and Chamber of Commerce in some cases.

Layer 2: MEA attestation

Regular MEA attestation stamp at MEA Delhi, 2 to 3 working days. ₹50 to ₹100 per document.

Layer 3: Qatar Embassy Delhi attestation

Qatar Embassy in New Delhi adds embassy attestation. Around ₹3,500 to ₹4,500 per document. 5 to 7 working days normally.

Layer 4: Qatar MOFA in Doha

After arrival, Qatar Ministry of Foreign Affairs in Doha adds the final attestation. 2 to 5 working days post-arrival. Required before QID issuance and QCHP licence for healthcare.

Required documents for Qatar employment visa

  • Passport with at least 6 months validity beyond expected entry
  • Degree / Diploma certificate — HRD-attested only (not SDM), then four-layer attestation
  • Consolidated Marksheet or Transcripts — HRD-attested
  • Experience certificate — Notary + Chamber + MEA + Qatar Embassy
  • Professional Council Registration (for healthcare: NMC, INC, State Council, PCI) — attested
  • PCC — Notary + MEA + Qatar Embassy (issued within last 6 months)
  • GAMCA medical certificate — from approved Indian centre
  • Employment contract — from Qatar employer, signed
  • Arabic translation — by authorised legal translator, after attestation
  • Photographs — Qatar passport-size, white background
  • Visa application form — completed and signed

QID (Qatar ID) registration

After arrival in Qatar with the work visa, the QID (Qatar ID) is the resident identity document. The employer initiates QID registration through the Metrash2 and Hukoomi portals operated by the Ministry of Interior.

The QID is required for: opening a Qatari bank account, signing a tenancy contract, registering a vehicle, mobile SIM activation, dependent visa for family, school enrolment for children. Biometric enrolment at the Ministry of Interior is part of the QID issuance.

Timeline: 3 to 6 weeks after arrival typically. Some categories (executives, certain healthcare roles) are faster.

QCHP licensing for healthcare professionals

QCHP (Qatar Council for Healthcare Practitioners) is the regulator for all healthcare professionals in Qatar. QCHP issues licences after:

  1. DataFlow Primary Source Verification — DataFlow contacts the issuing Indian university, professional council (NMC, INC, PCI), and past employers directly to verify credentials. 4 to 8 weeks normally.
  2. QCHP licensing exam — Prometric exam in the candidate's profession (medicine, nursing, pharmacy, lab technology, radiography). Some categories also need a clinical assessment.
  3. QCHP registration — final licence issuance after DataFlow positive and exam pass.

Required for QCHP DataFlow:

  • Degree certificate (attested)
  • Marksheets or transcripts
  • Professional council registration (NMC, INC, State Council, PCI)
  • Good Standing Certificate from the Indian council
  • Internship completion certificate
  • Experience letters on hospital letterhead with HR signature, dates, role, stamp

The QCHP licence allows the candidate to practise in Qatar. Without it, no clinical work is permitted.

GAMCA medical

GAMCA medical at a GAMCA-approved centre in India is mandatory for Qatar employment visas. Tests include blood, urine, X-ray, HIV, hepatitis, syphilis, TB. Cost ₹3,500 to ₹6,000. Result valid for 3 months and uploaded directly to the GAMCA system. Schedule when the visa is close.

Kafala reforms in Qatar (2020-2022)

Qatar reformed its sponsorship system significantly in 2020-2022. Key changes:

  • Job mobility: Workers can change employers after one year of service without employer NOC, by giving written notice and Ministry of Labour approval.
  • Exit permits: Exit permits removed for most workers; workers can leave Qatar without employer approval.
  • Minimum wage: QAR 1,000 monthly minimum plus accommodation and food allowance enforced.
  • Wage Protection System (WPS): Salaries paid through WPS-compliant bank transfer; cash payment not permitted.

For Indian healthcare candidates, these reforms mean second-year mobility is more practical than before. First-year commitment with the original employer is still the practical norm.

ECR Emigration Clearance

Indian ECR passport holders going to Qatar for employment need Emigration Clearance through the eMigrate portal. Documents: employment contract, recruiting agent's licence, PCC, GAMCA medical, passport. Processed by the Protectorate of Emigrants in 7 to 15 working days.

Realistic timeline

For an Indian nurse with a Maharashtra BSc Nursing degree:

  • Week 1: State HRD attestation (Maharashtra is fast, 3 to 5 days).
  • Week 2: MEA attestation.
  • Week 2-3: Qatar Embassy Delhi attestation.
  • Week 3-4: Arabic translation.
  • Week 3: Submit to QCHP DataFlow (parallel).
  • Week 4-8: DataFlow processing.
  • Week 5-6: GAMCA medical (closer to visa).
  • Week 6-8: Qatar employer visa processing, ECR Emigration Clearance through eMigrate.
  • Week 8: Visa stamped and travel.
  • Week 9-12: Qatar MOFA post-arrival, QID issuance, QCHP exam booking.
  • Week 12-16: QCHP exam, licence issuance.

Total: 12 to 16 weeks from offer letter to QCHP licence. Faster for candidates from Maharashtra/Karnataka/Delhi HRDs; slower for UP/Bihar/MP HRDs.

What candidates get wrong

  • Using SDM for the degree. Qatar Embassy Delhi rejects it. HRD only for educational documents.
  • Skipping HRD because state HRD is slow. No shortcut for Qatar.
  • Starting DataFlow after attestation. DataFlow runs in parallel; start as soon as documents are MEA-stamped.
  • Forgetting Qatar MOFA after arrival. Required before QID and QCHP licence. Some employers handle, some do not.
  • Translating before attestation. Translate after the four layers.
  • PCC older than 6 months. Qatar Embassy may flag a stale PCC.
  • Assuming Kafala is fully removed. The 2020-2022 reforms loosened, did not remove. First-year practical norm with original employer.

How we approach a Qatar healthcare case

We tell the candidate honestly that Qatar is a stricter destination because of the SDM rejection rule for educational documents and the QCHP DataFlow requirement. We never quote SDM as an option for Qatar educational documents. We coordinate HRD attestation in the issuing state, the four-layer attestation, DataFlow in parallel, GAMCA at the right time, and post-arrival QID and QCHP guidance. For candidates from physical-presence HRD states (Andhra Pradesh, Telangana, Tamil Nadu, Kerala), we arrange a local representative.
