
Oman Employment Visa Documents: Apostille Only on the India Side (Since 2012)
Oman has been a Hague Apostille Convention member since 2012, so the India-side document process is apostille only, not embassy attestation. Indian professionals moving to Oman for healthcare, engineering, construction, or oil and gas need apostilled documents, GAMCA medical, MOMP registration by the employer, and ECR clearance for ECR passport holders. Healthcare candidates also need OMSB licensing with DataFlow PSV. This is the complete process.

The short answer first
Oman joined the Hague Apostille Convention with effect from January 2012, so Indian documents going to Oman need only MEA apostille on the India side, not the four-layer embassy attestation. Consultants who still quote Oman Embassy attestation are using information that is 13+ years out of date. Employer side: MOMP (Ministry of Manpower, now Ministry of Labour) registration initiates the work visa; the candidate presents the visa number at the Oman Embassy for stamping or arrives on an e-visa for some categories. GAMCA medical at an approved Indian centre is mandatory. Healthcare candidates additionally need OMSB licensing with DataFlow PSV. ECR Emigration Clearance through eMigrate for ECR passport holders. Total India-side time: 2 to 4 weeks. Total realistic timeline from offer letter to start at the Omani employer: 6 to 10 weeks (8 to 14 for healthcare with OMSB exam).
Why Oman is simpler on the India side
Oman joined the Hague Convention from 30 January 2012 (HCCH-confirmed). Since that date, MEA apostille is enough; Oman Embassy attestation is no longer required. The Embassy attestation step that some older consultants still quote was retired more than a decade ago.
This puts Oman in the same Hague-member group as Bahrain (2013), Saudi (December 2022). The three apostille-only GCC destinations are faster on the India side than UAE, Qatar, Kuwait by 2 to 4 weeks per document.
The India-side apostille process for Oman
Educational documents (degree, marksheet, transcripts)
- State HRD attestation at the issuing state's HRD office, or SDM as a faster alternative (Oman accepts SDM, unlike Italy, Austria, Qatar).
- MEA apostille at MEA Delhi, 2 to 3 working days.
- Arabic translation by an authorised legal translator, after apostille.
Time: 1 to 4 weeks depending on state HRD.
Personal documents (PCC, birth, marriage)
- SDM in most states, or Home Department where state rule applies.
- MEA apostille.
- Arabic translation.
Council registration and experience letters
- Notary.
- MEA apostille.
MOMP and the Oman work visa workflow
The Oman employer initiates the work visa through the Ministry of Labour (formerly Ministry of Manpower MOMP) portal. Once the employer's request is approved, the candidate receives a visa reference number. The candidate then:
- Visits the Oman Embassy in Delhi or Consulate in Mumbai to present the visa reference, GAMCA medical, attested documents, and passport for visa stamping.
- For e-visa categories (executives, certain professional categories), the visa is issued digitally without embassy stamping.
The employer commonly handles MOFA attestation in Muscat after arrival as part of onboarding for some document categories.
Required documents
- Passport with at least 6 months validity beyond expected entry
- Degree or Diploma certificate — apostilled
- Consolidated Marksheet or Transcripts — apostilled
- Experience certificate — Notary + MEA apostille
- Professional Council Registration (healthcare: NMC, INC, State Council, PCI) — apostilled
- PCC — Notary + MEA apostille, issued within last 6 months
- GAMCA medical certificate — from approved Indian centre
- Employment contract — from Omani employer, signed
- Arabic translation — by authorised legal translator, after apostille
- Marriage certificate — apostilled (for family visa)
- Children's birth certificates — apostilled (for family visa)
OMSB licensing for healthcare candidates
OMSB (Oman Medical Speciality Board) is the Oman healthcare regulator. Licensing steps:
- OMSB portal registration. Candidate creates account, uploads apostilled documents.
- DataFlow PSV. OMSB initiates DataFlow verification with issuing Indian university, professional council, and past employers. 4 to 8 weeks.
- OMSB licensing exam. Profession-specific Prometric exam; clinical assessment for some categories.
- OMSB licence issuance after DataFlow positive and exam pass.
Healthcare candidates: doctors, nurses, pharmacists, lab technicians, radiographers, physiotherapists.
GAMCA medical
Mandatory at an approved Indian centre. Tests: blood, urine, X-ray, HIV, hepatitis, syphilis, TB. Cost ₹3,500 to ₹6,000. Validity 3 months. Schedule when visa is close.
ECR Emigration Clearance
Indian ECR passport holders need Emigration Clearance through eMigrate. 7 to 15 working days through the Protectorate of Emigrants.
Realistic timeline
For an Indian engineer with a Karnataka VTU degree:
- Week 1: Karnataka HRD (3 to 7 days).
- Week 1-2: MEA apostille.
- Week 2-3: Arabic translation, Oman employer MOMP registration.
- Week 3: GAMCA medical, ECR Emigration Clearance.
- Week 4: Oman Embassy Delhi visa stamping (or e-visa).
- Week 4-5: Travel, post-arrival MOFA where applicable.
For an Indian nurse with the same case plus OMSB licensing:
- Week 1-3: Apostille and DataFlow initiation in parallel.
- Week 3-8: DataFlow processing.
- Week 5: GAMCA, eMigrate, visa stamping, travel.
- Week 8-12: OMSB exam preparation, exam, licence issuance.
Total: 6 to 10 weeks for non-healthcare; 10 to 14 weeks for OMSB healthcare.
Oman vs Saudi vs UAE comparison
- Oman: Apostille only on India side (Hague since 2012). MOMP through employer. OMSB for healthcare with DataFlow. Salaries OMR 450-2,200 monthly typical. Relaxed lifestyle. Lower cost of living than UAE.
- Saudi: Apostille only (Hague since December 2022). Mosaddaqa + QVP from 14 January 2025 layered on top. SCFHS for healthcare. Larger market, higher demand. More conservative.
- UAE: Four-layer embassy attestation (not Hague). DHA/DOH/MOH for healthcare. Highest lifestyle quality, higher costs.
For candidates prioritising work-life balance over maximum salary, Oman is the most relaxed GCC destination.
What candidates get wrong
- Quoting Oman Embassy attestation in 2025. Outdated since 2012. Apostille only.
- Starting DataFlow after attestation for OMSB healthcare cases. Run in parallel from week one.
- Forgetting GAMCA 3-month validity. Schedule when visa is close.
- Skipping eMigrate for ECR passport. Required for ECR holders going to Oman.
- Treating Oman as identical to Saudi. Different regulator (OMSB vs SCFHS), different platforms (MOMP vs Qiwa), different licensing exams.
