A front-office associate from the Taj Krishna Hyderabad, four years at the front desk and concierge functions including a six-month night-audit rotation, with a Jumeirah Beach Hotel Dubai offer in hand through a Bengaluru-based Indian Hotel Management Company affiliated recruitment agency. The Jumeirah file needed her three-year IHM Hyderabad Bachelor of Hotel Management degree attested (the IHM Hyderabad degree is the formal qualification that the UAE employer's HR uploads to GDRFA Dubai for the residency-permit endorsement), her Taj Krishna service letter on the Tata Indian Hotels Company HR letterhead with the General Manager's countersign, a fresh PCC from the Hyderabad Passport Seva Kendra Begumpet, and her IELTS Academic 6.5 score report. The Telangana HRD step ran through the Director of Technical Education Tarnaka. MEA attestation at Patiala House Delhi. UAE Embassy attestation in Delhi through VFS Global. UAE MOFA digital stamp at the same VFS Global desk (the MOFA step has been done in India since the 2023 VFS Global rollout). Typically three weeks end to end. Jumeirah's HR uploaded the attested set to GDRFA Dubai and her front-office employment visa was stamped at the UAE Embassy Delhi within a fortnight.

That sequence is the sequence behind thousands of Indian service-worker moves to the UAE each year. The UAE service industry runs on imported labour and a serious share of it is Indian. Hotel chains (Jumeirah, Emaar Hospitality, Marriott Middle East, Hilton, IHG, Accor, Rotana, Anantara), restaurants and quick-service brands (Carluccio's, Hardee's, Allo Beirut, Reem Al Bawadi, Ghoroob and many others), retail networks (Carrefour, Lulu Hypermarket, Spinneys, Choithrams, the major mall stores), salons and beauty services, delivery platforms (Talabat, Careem, Deliveroo, Noon), security firms, valet services and facility-management companies all hire Indian service workers continuously. The pay is significantly better than equivalent Indian roles, the residency is tax-free, and the brand exposure on a CV is useful.

What do UAE hospitality and retail employers look for in an experience letter?

A UAE employer reading a service worker's CV is reading for fit with a specific customer profile. A waiter who has worked at a five-star hotel banquet hall in Mumbai or Delhi reads differently to one who has worked at a casual dining chain in a small town. A salon stylist with three years at Lakmé Salon Bengaluru in a senior role reads differently to one with two years at an unbranded salon. A retail associate at a luxury brand in a Mumbai mall reads differently to one at a smaller-format store.

Ask each past Indian employer for a detailed experience letter before you leave. A strong letter names:

  • The hotel category or brand, and the customer profile served
  • The cuisine type or service category
  • The language exposure (English, Arabic, French, regional Indian languages)
  • The grooming standards followed
  • The supervisor's name and contact, so the UAE employer can verify

This matters more than people expect. The experience letter is the document a UAE employer reads most closely, and it is also the document that later goes through embassy attestation and certified Arabic translation, so getting the wording right at the source saves a re-do.

Does a UAE service worker file need apostille or embassy attestation in 2026?

The UAE is not a Hague Apostille country for Indian personal and educational documents, so there is no MEA apostille on a UAE file and no apostille in India for this destination. The work runs through embassy attestation: State HRD attestation or an SDM stamp first, then MEA attestation in Delhi, then UAE Embassy attestation, then the UAE MOFA attestation stamp, with certified Arabic translation where the employer asks. The order matters: get one step out of sequence and the document goes back to the counter.

The step-by-step timeline inside India

Both the UAE Embassy attestation and the UAE MOFA attestation are done inside India and digital through VFS Global, so nobody has to fly anything to Abu Dhabi to get a stamp. Here is the order and the realistic time for each step.

For the Police Clearance Certificate, the Regional Passport Office issues it first, then the full UAE embassy attestation and MEA attestation work runs on the PCC. The UAE employer's HR uploads the finished set to GDRFA Dubai (or the ICP portal for the northern emirates) for the residency-permit endorsement. If everything is in order, the whole job runs in three to five weeks.

Do you need POE clearance and a recruitment agency for a UAE service worker job?

The UAE is on the ECR list. POE clearance through the e-Migrate portal is mandatory for ECR passport holders being recruited through an MEA-registered recruitment agency.

Which documents does a UAE service worker file carry?

A UAE service worker file usually carries:

  • The ITI or vocational certificate where applicable (hospitality school certificate, salon training certificate, retail vocational training certificate, security guard training certificate)
  • Detailed experience letters naming the brand, the role, the period, the supervisor and the customer profile
  • The Police Clearance Certificate from the Regional Passport Office
  • The passport, with at least eight to twelve months of validity
  • The UAE employer offer letter, the demand letter and the power of attorney from the UAE employer to the Indian recruitment agency
  • Recent professional photographs to the grooming standard the UAE employer specifies (some hospitality and salon employers ask for these)

The educational or vocational certificate and the experience letters are the ones that go through the full embassy attestation and certified Arabic translation work. The rest are read or stamped at their own counters.
