
Saudi Nursing Visa from India: Prometric, SCFHS & MEA Apostille
Saudi Arabia has accepted MEA apostille on Indian documents since 7 December 2022, so the old Cultural Attaché stamp is gone. A staff nurse from Kottayam, with three years at Caritas Hospital and a BSc Nursing from Mar Athanasius College of Nursing, got a Saudi German Hospital Riyadh offer last March. Her file failed the Saudi Commission for Health Specialties (SCFHS) DataFlow check three weeks after submission. Her Kerala Nurses and Midwives Council card still carried her maiden name. Her passport carried her married name. The BSc Nursing degree carried a third spelling from before the council registration was made. None of it was a fraud problem. It was a stack of three legitimate Indian documents that did not reconcile to each other. Fixing the mismatch cost her seven weeks and the Saudi German Hospital job; the slot was filled while she waited.
This is the single most common reason Saudi nursing applications are sent back at SiZA Global Solutions Pvt. Ltd., a Noida-based documentation services firm that runs the paperwork in India for Indian nurses going to Saudi Arabia. Roughly three-quarters of the applications we open in any given month carry some version of this problem. Saudi Arabia accepted MEA apostille on Indian documents from 7 December 2022, so the older Saudi Cultural Attaché step is no longer needed on personal and educational documents. The apostille work, though, is downstream of the document-reconciliation work that has to happen first.

Why do Saudi nursing applications fail DataFlow and SCFHS?
Three issues account for roughly half of the Saudi nursing files we see stall. The name mismatch that cost the Kottayam nurse her job is the biggest. The other two are Good Standing certificates that expire before SCFHS reviews them (most state councils issue them with three- to six-month validity, and candidates pick them up too early in the process), and experience letters that say "Staff Nurse from 2019 to 2024" without naming the ward, the joining and exit months, the supervising nurse-in-charge or a verifiable hospital contact.
The fix on the Kottayam nurse's file would have been a name-change affidavit notarised before the sub-registrar at Kottayam, a gazette publication in the Kerala State Gazette, a fresh Kerala Nurses and Midwives Council card showing the reconciled name, and only then the apostille work. Done in parallel with the Prometric preparation, it would have added two weeks to the timeline. Done after SCFHS flagged the file, it cost her seven weeks and the Saudi German Hospital offer.
The pattern repeats across cities. Married nurses from Manipal who took the husband's surname after the BSc Nursing degree was issued but never updated the Karnataka State Nursing Council registration. Nurses from Chennai whose Tamil Nadu Nurses and Midwives Council card carries a transliteration of the Tamil name that does not match the Anglicised passport version. Nurses from Visakhapatnam whose Andhra Pradesh Nursing Council card pre-dates a passport renewal that changed the spelling. None of it is dishonest. All of it stops the file at SCFHS.
Which Saudi hospitals hire Indian nurses, and from which Indian cities?
Saudi destination cities and employer networks
The Saudi destination cities have widened well beyond Riyadh and Jeddah. Vision 2030 hospital expansion has driven recruitment into Madinah, Dammam, Abha, Khamis Mushait and Tabuk, and the Cluster-2 and Cluster-3 cities are now hiring as heavily as the metros. The employer networks hiring Indian nurses are:
- King Faisal Specialist Hospital and the Saudi National Guard Health Affairs system in Riyadh
- Saudi German Hospital Group across Riyadh and Jeddah
- Dr Sulaiman Al Habib hospitals
- Dallah Hospital, Riyadh
- Mouwasat Hospital across the Eastern Province
- the new tertiary centres in the inland cities

Indian cities and colleges that supply Saudi nursing
The Indian origin cities follow a familiar pattern. Kerala-trained nurses from Caritas Hospital Kottayam, Lisie Hospital Kochi, Lakeshore Hospital Kochi, Mar Athanasius College of Nursing, Government Medical College Trivandrum. Karnataka-trained from RV College of Nursing Bengaluru, MS Ramaiah Nursing College, Bangalore Medical College, Kasturba Medical College Manipal, Father Muller Charitable Institutions Mangaluru. Tamil Nadu-trained from CMC Vellore, Madras Medical College Chennai, PSG College of Nursing Coimbatore, Sri Ramachandra Medical College. Telangana-trained from Nizam's Institute of Medical Sciences Hyderabad, Gandhi Medical College Hyderabad. Punjab-trained from Christian Medical College Ludhiana. Maharashtra-trained from KEM Hospital Mumbai and Grant Medical College Mumbai.
The Saudi side wants B.Sc Nursing graduates with three to seven years of ward experience at JCI-accredited teaching hospitals. GNM diploma nurses still get hired into Cluster-2 cities and into private chains. A clean Good Standing certificate from the Indian Nursing Council and the home-state council, dated within the last six months, plus Basic Life Support (BLS) or Advanced Cardiac Life Support (ACLS) certification kept current, plus a CV that names ICU, CCU, NICU, OT, casualty, dialysis or oncology rather than "general duty". That file reads above the Saudi benchmark.
What are the four checks for a Saudi nursing visa from India: Prometric, SCFHS, DataFlow and apostille?
1. Prometric exam
The first check is the Prometric exam. You sit it at one of seven Indian Prometric centres: Mumbai, Delhi, Hyderabad, Chennai, Bengaluru, Kochi or Trivandrum. Prometric is the delivery vendor; the exam content is set by SCFHS. The pass mark is currently 60 percent. Re-sit is allowed after a 90-day cooling period.
2. SCFHS classification
The second check is SCFHS classification. Once you pass Prometric, the SCFHS portal classifies you by qualification, experience and exam score into Staff Nurse, Specialist Nurse or Consultant Nurse tier. Classification fixes the salary band the Saudi hospital can hire you into. Misclassification is reversible but slow.
3. DataFlow primary source verification
The third check is DataFlow primary source verification. DataFlow Group contacts the issuing nursing college, the Indian Nursing Council, the State Nursing Council and every past hospital employer you have listed, asking each one to confirm authenticity, dates, role and reason for leaving. The links that freeze the file at this stage are predictable:
- a small private nursing home whose proprietor has retired and has no working email
- a university registrar's office that responds in Hindi or Marathi to an English query
- a polytechnic-issued GNM whose serial number does not match the record SCFHS is checking against
4. Apostille attestation in India
The fourth check is the document authentication done in India, ending in MEA apostille. Saudi Arabia joined the Hague Apostille Convention with effect from 7 December 2022 (you can see the status on hcch.net), so the older Saudi Cultural Attaché stamp is no longer needed on personal and educational documents.
Because Saudi is now a Hague country, the work is apostille attestation, not embassy attestation. HRD attestation before MEA apostille is mandatory on the nursing degree from most Indian states, and this educational certificate attestation is the step that decides which week your file clears. Certified Arabic translation of the apostilled documents is then prepared by a Saudi-listed sworn translator before the papers leave for Saudi Arabia.
Which State HRD attestation does a Saudi nursing degree need in India?
HRD attestation is mandatory on nursing degrees from most Indian states, and the path differs by state because the verifying authority (the State Nursing Council) and the HRD directorate are different. Degree attestation always starts at the state level before the file can move to Delhi for the apostille.
The path by home state runs like this:

The MEA apostille in Delhi is the same step regardless of which Indian state the nurse is registered in, and the Indian Nursing Council registration is the same step everywhere too. How long does a Saudi nursing visa and apostille in India take?
If everything moves in parallel, a Saudi nursing application completes in four to six months from the day the Prometric date is booked.
