An Indian BSc Nursing graduate from Kerala may, over a decade, hold registrations with five different regulators in five jurisdictions. The Indian Nursing Council registration at the start of the career. The State Nursing Council registration in Kerala. The UAE DOH registration when she joins a Dubai hospital. The Saudi SCFHS registration when she moves to Riyadh. The UK NMC registration when she does the OSCE for a UK NHS placement. Each regulator reads her documents on its own criteria.

The most common error on first-time nursing migration cases is treating "nursing apostille" as a single sequence. What Indian nursing qualifications look like
ANM (Auxiliary Nurse Midwife). Two-year diploma. Issued by State Nursing Council. Entry-level nursing qualification.
GNM (General Nursing and Midwifery). Three-year diploma. Issued by State Nursing Council. Most common entry-to-the-profession qualification for Indian nurses through the 1990s and 2000s.
BSc Nursing. Four-year degree. Issued by the affiliating university (state university or central). The graduate becomes RN (Registered Nurse) and RM (Registered Midwife) on completion.
Post Basic BSc Nursing. Two-year bridge programme for GNM-qualified nurses who want a BSc degree. The Post Basic BSc certificate plus the GNM certificate together establish degree-equivalent status for destinations that ask for it (most Gulf and Western destinations now).
MSc Nursing. Two-year master\'s degree after BSc. Specialty-based (Medical Surgical, Obstetric, Paediatric, Psychiatric, Community Health).
PhD Nursing. Research doctorate.
Indian Nursing Council (INC) registration certificate. The national-level registration. Some destinations look for this specifically.
State Nursing Council registration. The state-level registration where the nurse practises. Each state has its own Nursing Council.
Good Standing Certificate. Confirmation from INC and/or State Nursing Council that the nurse is in good professional standing with no disciplinary action. Has a 6-month validity window for most destinations. (Separate page on this.)
Which authority will actually read this nursing registration
US NCLEX-RN through CGFNS. Commission on Graduates of Foreign Nursing Schools (CGFNS) Credentials Evaluation Service reads the BSc Nursing degree (or GNM + Post Basic BSc bridge), INC registration, State Nursing Council registration, transcripts. NCLEX-RN exam is taken after CGFNS clearance and visa screening. State Boards of Nursing (Texas, California, Florida, New York, Illinois) issue the final state-specific licence. Apostille is sometimes asked for by state Boards during licensing.
UK NMC for nursing registration. Nursing and Midwifery Council reads the BSc Nursing degree (or equivalent qualifications), INC registration, English language proficiency (IELTS or OET), and pass the CBT (Computer Based Test) plus OSCE (Objective Structured Clinical Examination conducted in the UK). NMC verifies through its own processes; apostille on degree is sometimes asked for by UK NHS trusts during job placement.
AHPRA Australia for nursing registration. Australian Health Practitioner Regulation Agency reads the BSc Nursing degree, INC and State Nursing Council registrations. AHPRA verifies through its own processes. Apostille required for some application categories.
Saudi SCFHS Mumaris+ for nursing licensure. State HRD, MEA apostille (Saudi Hague since 7 December 2023), Arabic translation. DataFlow Primary Source Verification through Saudi DataFlow portal. Mumaris+ profile, Prometric or Pearson VUE exam, Mosaddaqa where applicable, QVP via Takamol, job offer, visa, Iqama.
UAE DOH (Abu Dhabi Department of Health) and DHA (Dubai Health Authority). MEA apostille, UAE Embassy + UAE MOFA inside India for some categories, Arabic translation. Qatar QCHP for nursing. State HRD, MEA, Qatar Embassy New Delhi attestation, Qatar MOFA in Doha, Arabic translation. DataFlow PSV through QCHP portal. Prometric written test. QCHP licensing decision.
Bahrain NHRA for nursing. State HRD, MEA, Bahrain Embassy New Delhi, Bahrain MOFA Manama, Arabic translation. DataFlow PSV through NHRA portal.
Kuwait MOH for nursing. Kuwait MOH practice on DataFlow is less standardised than Saudi or UAE. In most Kuwait cases, DataFlow is not insisted upon; the State HRD, MEA, Kuwait Embassy Chanakyapuri attestation, Kuwait MOFA in Kuwait City, Arabic translation is the work. Some Kuwait hospitals individually ask for DataFlow.
Oman MOH for nursing. Oman acceded to Hague in 2023. State HRD, MEA apostille is sufficient for many Oman categories. Arabic translation accompanies.
Canada NNAS and provincial nursing regulators (CNO Ontario, CRNBC BC, CARNA Alberta). National Nursing Assessment Service runs the first-level assessment. Apostille on degree, INC registration, state nursing registration for some categories.
Ireland NMBI (Nursing and Midwifery Board of Ireland). Apostille on degree and INC registration. Adaptation programme post-arrival for some categories.
What we will not run on a nursing registration
We are not the INC, State Nursing Council, CGFNS, NMC, AHPRA, SCFHS, DOH, DHA, QCHP, NHRA. We coordinate the documentary sequence that feeds into their verifications; the verifications themselves are their processes.
We do not run DataFlow PSV on behalf of the candidate. DataFlow is the Gulf-side verification platform; the candidate applies through the destination authority\'s portal; DataFlow contacts the nursing college and the State Nursing Council and the INC directly. Where DataFlow comes back "unable to verify," the candidate engages the college\'s verification cell; we can coordinate with our state representatives but the college\'s responsiveness is the bottleneck.
We do not take NCLEX-RN, OSCE, Prometric, Pearson VUE, AMC, AHPRA exams. Those are the candidate\'s exams; we handle the documentary sequence that precedes the exam booking.

When you actually need to send us the Original
Translation of the nursing-bundle documents; BSc Nursing degree (or GNM + Post Basic BSc bridge), INC registration certificate, State Nursing Council registration, transcripts; runs from scans. The translator works from the images of each certificate in the bundle and delivers the translated set on email. Hard copy with wet signature by courier where the destination authority asks.
Apostille on the nursing bundle needs the Originals because the State HRD office and MEA both work on physical certificates. For Saudi SCFHS, UAE DOH or DHA, Qatar QCHP licensure, the Originals travel through HRD, MEA, embassy attestation where required, Arabic translation. DataFlow PSV runs in parallel through the destination portal. Translation from scans runs in parallel.
French is the translation case with a different rule. Authorised French Embassy translators sometimes verify the document against the Original where the document is not digitally verifiable. For French-target translation, we confirm at intake whether the verification step applies to your specific document.
Nursing-bundle custody across INC, state council and degree documents
You can\'t mess with people\'s Original documents. Nursing graduates often have several documents that travel together; degree, INC certificate, State Nursing Council registration, transcripts, sometimes ANM/GNM certificates from earlier qualifications, sometimes specialty training certificates. We log the bundle at intake with a single Customer ID, separate Document IDs per certificate, and a Project ID tying the bundle to the destination case.
The printed checklist that travels with the bundle is signed at every handoff: Notary, State Nursing Council if applicable, State HRD intake, State HRD collection, MEA submission, MEA collection, embassy desk if applicable, translator, courier outbound.
We do not use Porter, Wefast, Borzo or similar third-party parcel apps. Inter-city and international legs use Blue Dart, DHL, FedEx, DTDC Premium, UPS. For NRI nurses already abroad, the apostilled bundle goes by FedEx or DHL international priority.

For US NCLEX-RN, the verification platform is CGFNS (Commission on Graduates of Foreign Nursing Schools). CGFNS reads the BSc Nursing degree, the Indian Nursing Council registration, the State Nursing Council registration, and the academic transcripts. Some destination state Boards of Nursing additionally ask for apostille on the documents (Texas, California, Florida, New York state Boards have varied). The Indian-side work when apostille is required: State HRD attestation, MEA apostille, English translation if regional language. CGFNS verifies independently through its Credentials Evaluation Service.
UK NMC for nursing registration. The CBT-OSCE pathway. What documents does NMC need apostilled?
UK NMC reads the BSc Nursing degree (or GNM with Post Basic BSc bridge), the State Nursing Council registration, and the INC registration. NMC requires verification through CGFNS-like processes; apostille is not separately required by NMC on the degree, but UK NHS trusts during job placement sometimes ask for apostille. NMC also requires English language proficiency (IELTS or OET) and the CBT (Computer Based Test) plus OSCE (Objective Structured Clinical Examination). The OSCE is conducted in the UK; the apostille on degree, INC registration, and Good Standing Certificate runs separately.
Saudi SCFHS Mumaris+ for nursing. Is DataFlow PSV required?
Yes for nursing applicants to Saudi SCFHS. The DataFlow Primary Source Verification through the Saudi DataFlow portal contacts the issuing nursing college and the Indian Nursing Council and the State Nursing Council. The DataFlow report is uploaded to Mumaris+ alongside the State HRD attested and MEA apostilled documents (Saudi joined Hague with effect from 7 December 2023). Then Mumaris+ exam through Prometric or Pearson VUE; pass; Mosaddaqa where applicable; QVP via Takamol; Saudi job offer; work visa stamping; Iqama. Kuwait MOH for nursing. Is DataFlow needed?
Kuwait Ministry of Health practice on DataFlow is less standardised than Saudi or UAE. In most Kuwait nursing cases, DataFlow is not insisted upon; the State HRD attestation, MEA apostille, Kuwait Embassy attestation at Chanakyapuri New Delhi, Kuwait MOFA in Kuwait City, and Arabic translation is the work. Some Kuwait hospitals individually ask for DataFlow; not the MOH centrally. We confirm at intake with the candidate's employer or recruitment agency.
My BSc Nursing has gaps in my work experience because I took maternity leave for 2 years. Will SCFHS DataFlow flag this as discontinuous practice?
SCFHS and DataFlow flag continuous practice gaps for nursing applicants where the gap is significant. Maternity leave of 2 years can be flagged. The fix is a clear explanation letter alongside the experience certificates: dates of maternity leave, return-to-work date, employer's confirmation that the candidate returned to nursing practice without retraining. The destination employer's sponsorship letter sometimes addresses this directly. Saudi SCFHS evaluates on case basis; some flagged cases proceed; some require additional refresher documentation.
UAE DOH HAAD wants my GNM certificate plus BSc Nursing plus Post Basic BSc bridge programme. What is the order of attestation?
For an Indian nurse with GNM plus Post Basic BSc Nursing, each certificate runs the apostille sequence individually: GNM through the State Nursing Council, BSc Post Basic through the affiliating university, and the Indian Nursing Council registration certificate. State HRD attestation on each, MEA apostille on each, English translation if regional language, certified Arabic translation. English source documents (most Indian nursing certificates) are accepted directly.
