Italy is the strictest Hague apostille country an Indian student is likely to apply to. That sentence surprises most candidates. The student headed to MIT or Oxford expects strictness. The one headed to Bocconi or Politecnico di Milano often does not. Then they hit the Declaration of Value step at the Italian consulate and the CIMEA statement of comparability requirement, and they realise the MEA apostille was the first of several documentation layers, not the only one. Italy is a Hague country, so this is apostille attestation, never embassy attestation or MOFA attestation, but the degree attestation still runs deeper than most students expect.

This guide is for the Indian student preparing for a 2026 intake at Bocconi, Politecnico di Milano, Politecnico di Torino, Sapienza, Università degli Studi di Milano, Università di Bologna, Università di Padova, Università Cattolica del Sacro Cuore, IED (Istituto Europeo di Design), Domus Academy, NABA (Nuova Accademia di Belle Arti), Marangoni or another Italian university programme. We start with the universities, because the Italian system splits sharply between two kinds of institution, and that split decides your paperwork.

State universities vs private institutions in Italy

The Italian system distinguishes between state universities and private institutions, and the documentation differs between them.

  • State universities operate under Italy's national framework with full state recognition. Politecnico di Milano, Politecnico di Torino, Sapienza Università di Roma, Università di Bologna and Università di Padova sit here.
  • Private institutions have their own pathways. Bocconi, IED (Istituto Europeo di Design), Domus Academy, NABA and Marangoni sit here, and several of them still prefer the consulate Declaration of Value over the CIMEA statement.

Knowing which camp your university sits in tells you which recognition route to plan for. That is the next decision, and the most important one on the whole file.

Should I go through CIMEA or DoV to get my Indian degree recognised in Italy?

The single most important choice on an Italy student file is whether to use CIMEA or DoV for the foreign-degree comparability step. Make this choice before the apostille work begins, because the receiving Italian university often accepts only one of the two.

CIMEA Statement of Comparability

CIMEA (Centro di Informazione sulla Mobilità e le Equivalenze Accademiche) is the Italian national information centre for academic mobility, based in Rome. The CIMEA Statement of Comparability is a paid online service (EUR 300 in 2026) that issues a digitally-signed PDF confirming the comparability of the Indian Bachelor's degree with the Italian education system.

How CIMEA works:

  1. Create a CIMEA account at cimea.it.
  2. Upload the apostilled degree, the apostilled marksheets, the apostilled university transcript, and the certified Italian translation of each.
  3. Pay the CIMEA fee online.
  4. CIMEA reviews and issues the Statement of Comparability in 20 to 60 working days (standard 30 working days), tied to your specific next step (the named Italian university and programme).

The CIMEA Statement is accepted by Politecnico di Milano, Politecnico di Torino, Università di Bologna, Sapienza Università di Roma and most other Italian state universities.

DoV (Dichiarazione di Valore)

The DoV (Dichiarazione di Valore) is the Italian consulate-issued alternative. It is a one-page Italian document confirming the value of the foreign degree in the Italian education system. The consulate in India issues it after the apostille and certified Italian translation are complete. It takes four to eight weeks at the consulate. Some private institutions, notably Bocconi, IED Istituto Europeo di Design and Domus Academy, still prefer DoV over CIMEA.

For 2026, CIMEA is generally faster and less administratively heavy. Confirm with the receiving Italian university whether it accepts CIMEA or requires DoV before you pay for either.

What does the apostille and certified Italian translation process actually involve?

Italian higher education runs on a set of verification steps the Indian student does not meet at most other Hague destinations. There are three layers, and they run in order.

Layer 1: MEA apostille. Your Indian degree, marksheets, transcript and birth certificate get the MEA apostille at the Patiala House counter in Delhi. Italy has been a Hague Apostille country for Indian documents since 11 February 1978, so a single MEA apostille is the standard legalisation, with no embassy attestation in the file at all. For educational documents Italy expects State HRD attestation, the educational certificate attestation step, before the MEA step, and the SDM shortcut is not accepted for study files. Layer 2: Certified Italian translation. The apostilled degree, marksheets and transcript get a sworn translation by a sworn translator (traduttore giurato) registered either on the Italian Embassy's list in India or on the Italian court's (Tribunale) list. The order matters. Apostille first. Then translation. Then CIMEA or DoV.

How does the Italian student visa application work on the Universitaly portal?

The student visa application for Italy runs through the Universitaly portal (universitaly.it). You create an account, identify the specific programme and university, upload the academic documents, link the apostille and translation references, and book an appointment at the Italian consulate.

Italy operates separate consulates in New Delhi, Mumbai, Bengaluru, Chennai, Kolkata and Hyderabad. You book at the consulate that covers your home state. The application is for a Type D long-stay national visa for study purposes.

Timing matters here:

  • The Italian academic year typically starts in October (most universities) or September (some private institutions).
  • The visa application window opens in July and closes around late August or early September.
  • Have the apostille, certified Italian translation, CIMEA or DoV, and Universitaly registration all complete by mid-July.

Do I need to know Italian to study in Italy?

Most English-taught Italian Master's programmes do not require Italian language proficiency at the application stage. A2-level Italian by arrival is strongly recommended for daily life: Milan and Bologna are more international, while Rome, Padua, Turin and Florence lean more Italian-dependent day to day. The Italian Cultural Institute (Istituto Italiano di Cultura) in Delhi and Mumbai runs Italian language courses.

For Italian-taught programmes, mostly at private institutions in design, fashion and architecture, CILS or CELI B2-level Italian proficiency is required.

How long does the apostille and Italian translation take in India?

For an October 2026 intake, start in May 2026 at the latest.
