That sequence is the sequence behind hundreds of Indian senior engineer moves to Germany each year. Germany's structural problem is demographic. The German engineering workforce that built the Mittelstand, SAP, Siemens, BMW, Mercedes-Benz, Volkswagen, Bosch and Continental is retiring faster than the German university system is producing replacements. The Federal Employment Agency (Bundesagentur fuer Arbeit) reported a shortage of roughly 320,000 engineers as of late 2024, with the gap projected to widen through 2030. The German government's response has been a series of immigration policy reforms specifically targeting non-EU engineering talent: the 2023 Skilled Workers Immigration Act, the lowered EU Blue Card salary thresholds, the streamlined visa-for-work-purposes route, and the Chancenkarte (Opportunity Card) for job-seekers. Each reform makes Germany more accessible to senior Indian engineers. This page is for the Indian software engineer, mechanical engineer, electrical engineer, automotive engineer, embedded systems engineer or industrial engineer who is in the workforce and considering a move to Germany on the EU Blue Card route.

Why APS verification is the gating step on every Germany file

The Akademische Pruefstelle (APS) is the German Embassy in Delhi's academic-evaluation step, mandatory since January 2024 for every Indian holder of a Bachelor's or Master's degree applying for any German employment or study visa. APS is the gating step. No Schengen national visa for employment or study purposes is issued at the German Embassy Delhi without it.

The APS process. The candidate creates an account on the APS Online portal, uploads scans of the apostilled academic credentials (the BTech or MTech degree, the consolidated marksheet and the university transcript), pays the EUR 200 fee, and books an in-person interview at the APS office at the German Embassy in Chanakyapuri New Delhi. The interview verifies the candidate is the holder of the credentials, that the credentials are authentic, and that the academic content is what the candidate claims.

APS timeline. Four to twelve weeks from upload to certificate issuance. The Delhi APS office has limited weekly interview slots and the wait time can extend if interview slots are booked out. Candidates planning a German move should book the APS slot early.

APS for the senior engineer. If the candidate already has the German employer offer in hand (the most common case for senior Indian engineers transferring to SAP Walldorf, Mercedes-Benz Sindelfingen, BMW Munich, Audi Ingolstadt, Bosch Stuttgart or the larger German employers), APS is the gating step between the offer and the Schengen national visa stamp. The Blue Card decision at the German immigration authority on the German employer's side proceeds in parallel with APS.

APS for the Chancenkarte candidate. The Chancenkarte (Opportunity Card) job-seeker visa, launched June 2024, also requires APS verification before issuance. The Chancenkarte is the route for the Indian engineer who wants to interview in person at multiple German employers before committing to a single offer. Plan APS into the timeline.

The EU Blue Card 2026 thresholds and the German contract format

The EU Blue Card route was streamlined under the 2023 Skilled Workers Immigration Act and amended further in 2024. The 2026 thresholds.

EU Blue Card minimum annual salary for non-shortage occupations: EUR 48,300 gross per annum.

EU Blue Card minimum salary for shortage occupations (most IT, engineering and STEM roles fall here): EUR 43,759.80 gross per annum.

The Blue Card is issued for the duration of the employment contract plus three months, with a maximum of four years. After 21 months on a Blue Card with B1 German proficiency, or 33 months without B1, the holder can apply for permanent residence (Niederlassungserlaubnis).

For senior Indian engineers, the salary thresholds are easily met. The 2026 typical range for a senior software engineer at SAP or a Munich automotive firm is EUR 70,000 to EUR 90,000 base, with staff and principal engineer roles touching EUR 110,000 to EUR 140,000 at the top employers.

The German employer's offer letter and employment contract carry specific information that the German immigration authority looks for. The annual gross salary in EUR. The occupation classification according to the ISCO-08 system (the visa officer cross-references this against the Blue Card shortage-occupation list). The contract duration (the Blue Card is granted for contract duration plus three months, max four years initial). The role and responsibilities in enough detail to map to the candidate's qualifications. The German employer's company registration number (Handelsregister number). If the contract format misses any of these, the visa officer may delay processing for clarification. The documentation in India route should be ready before the German contract is finalised so the file is complete the moment the contract arrives.

The visa-for-work-purposes and Chancenkarte alternatives

For Indian engineers whose role does not require formal university-recognised credentials (some niche engineering roles, some highly experienced senior roles), the Skilled Workers visa for vocationally-qualified workers under the 2023 Act provides a non-degree route. The candidate needs a German employer's offer, recognition of the vocational qualification by the relevant German recognition body, and German language B1 in most cases.

The Chancenkarte (Opportunity Card), launched in June 2024, gives the candidate a one-year job-seeker visa to come to Germany and find employment. Available for senior professionals (BTech or equivalent plus three years of experience, plus German A1 or English B2) on a points-based system. The Opportunity Card is the route for the Indian engineer who wants to interview in person at multiple German employers before committing to a single offer.

The apostille bundle for the Germany Blue Card application

For an Indian engineer applying for the EU Blue Card based on an existing German employer offer, the practical bundle is.

The engineering degree (BTech, BE, MTech, MCA, MS or equivalent) with all semester marksheets, university transcript carrying the registrar's seal.

Class twelve and class ten certificates (sometimes asked for in addition to the degree).

Marriage certificate, where the spouse will follow on Familiennachzug (family reunion visa).

Birth certificate of each accompanying child.

Police Clearance Certificate from the Passport Seva Kendra.

Long-form birth certificate of the principal applicant, useful for later Niederlassungserlaubnis (permanent residence) application and any future Einbuergerung (German naturalisation).

All of the above need MEA apostille at Patiala House Delhi (Germany has been a Hague apostille destination for Indian documents since 1965). All of the academic documents and the marriage and birth certificates also need certified German translation by a court-sworn translator (vereidigter Uebersetzer) listed by the German Embassy in Delhi or by a German court. The German Embassy in Delhi prefers translation done in India by a listed translator. Some employers and German cities accept apostilled documents going to Germany with translation arranged post-arrival, but for the visa application itself, the in India translation is the cleaner path.

Where the Indian engineer fits in the German economy

The hiring is concentrated across six employer clusters that absorb most Indian senior engineering moves to Germany.

SAP and the SAP corridor. SAP SE (Walldorf and Berlin), SAP Labs operations in Berlin and Munich, plus the SAP customer-side enterprise software roles at SAP partners (Adesso, Atos Germany, T-Systems, Capgemini Germany, Accenture DACH). SAP is the single largest German employer of Indian software engineers. The SAP Labs India operation in Bengaluru has been a feeder for senior transfer to Germany for over fifteen years.

Munich automotive and aerospace cluster. BMW, Mercedes-Benz, Audi (in Ingolstadt), MAN Truck and Bus, MTU Aero Engines, Airbus Defence and Space, Krauss-Maffei. The automotive software engineering opportunities (autonomous driving, vehicle software platforms, EV battery management, ADAS) are particularly Indian-engineer-friendly because of the strong CS, EE and mechanical engineering base in Indian universities.

Stuttgart manufacturing heartland. Daimler (Mercedes-Benz parent), Porsche, Bosch (headquartered in Gerlingen near Stuttgart), Mahle, Festo, Trumpf, Heller Maschinenfabrik. Industrial automation, Industry 4.0 and machine-tool software roles.

Berlin startup scene. Delivery Hero, Zalando, HelloFresh, GetYourGuide, Trade Republic, N26 (now headquartered in Berlin), the German AI scale-ups (Aleph Alpha, Black Forest Labs), and the German-based US tech offices (Microsoft Berlin, Amazon Berlin, Google Berlin, Meta Berlin).

Wolfsburg and Hannover. Volkswagen Group headquarters in Wolfsburg, Volkswagen Software (CARIAD) in Wolfsburg, Continental headquarters in Hannover, Volkswagen Financial Services.

The Mittelstand machine-tool firms: Trumpf, Heller, DMG Mori, Wirtgen Group (now part of John Deere), Liebherr, Voith. These hire heavily on the production engineering, mechatronics and industrial software side.
