Kuwait does not have a NEOM. There is no city being built from scratch in Kuwait, no 26,500-square-kilometre giga-project, no skyline of cranes. What Kuwait has is a working capital city. Apartments, offices, malls, the Kuwait International Airport, the Shuaiba and Shuwaikh ports, the petroleum operations at Ahmadi and Mina Al Ahmadi and Mina Abdullah and Shuaiba and Al-Zour, the residential compounds at Salhiya and Faihaa and Salwa and Mishref and Jabriya, the Mubarak Al Kabeer Hospital and Adan Hospital and Farwaniya Hospital, the Avenues Mall, the Mall 360, the Marina Mall. All of it needs maintaining, repairing and operating every single day. Kuwait does not have a domestic skilled-trades workforce that can do that maintenance at the scale Kuwait City needs. Indian skilled trades fill that gap.
The hiring is steady. An ITI Electrician from Pune who has worked five years on industrial substations at Tata Power Mumbai gets recruited into Heisco's facility maintenance at Mina Al Ahmadi. A plumber from Coimbatore who has fitted out commercial complexes for The Avenues' Indian counterpart in Delhi gets recruited into a Mall 360 maintenance contract. An AC technician from Surat who knows VRF systems gets recruited into the residential compound maintenance at Jabriya. The pay is competitive against Indian salaries (typically KWD 130 to KWD 350 per month plus accommodation and transport) and the work is steady.
The visa paperwork is the part that breaks applications. The Kuwait construction services and facility management market in 2026 is dominated by a handful of large operators and a long tail of mid-size and small contractors. The major employers of Indian trades:
Public Authority for Housing Welfare (PAHW) maintenance contracts, run by Kuwaiti contractors who subcontract trade work to firms hiring Indian labour.
Kuwait Oil Company (KOC), Kuwait National Petroleum Company (KNPC) and Kuwait Integrated Petroleum Industries Company (KIPIC) for facility maintenance at Ahmadi, Mina Al Ahmadi, Mina Abdullah, Shuaiba and Al-Zour refinery and operations sites. Subcontracted through Petrofac Kuwait, Heisco, Combined Group Contracting (CGC), KCC Engineering and others.
Mall and hospitality cluster operations: The Avenues Mall (the largest in Kuwait), Mall 360, Marina Mall, Salhia Complex, the Jamiya Cooperative network, and hospitality operations at Four Seasons Kuwait, Jumeirah Messilah Beach, Symphony Style and Mövenpick.
Residential compounds in Salhiya, Faihaa, Salwa, Mishref, Jabriya and Surra. Compound maintenance contracts are heavily Indian-staffed.
The Kuwait Foundation for the Advancement of Sciences (KFAS), the Kuwait Institute for Scientific Research (KISR) and the various Kuwaiti government research and cultural facilities maintained by Indian-staffed contractors.

The trade-specificity rule for Kuwait Embassy attestation
Kuwait Embassy in Delhi attests trade-role visa applications on the basis that your qualification and experience match the Kuwaiti employer's block visa quota for that trade. The Kuwait Embassy desk reads the ITI certificate (or equivalent) plus the experience letter set plus the Kuwaiti offer letter as a coherent package.
Where this breaks: an ITI Electrician certificate paired with an experience letter that says "General Maintenance Worker, 2020 to 2024" without any electrical-specific scope. The Kuwait Embassy clerk will ask: is this an electrician (the quota) or a general maintenance worker (a different quota)? If the application does not resolve that question, the attestation is held.
The fix is on the experience-letter side. We help trade candidates draft re-issue requests the previous employer can accept. A usable letter carries: the trade title in line with the ITI qualification, the type of work (installation, commissioning, maintenance, troubleshooting, repair), the site classification (residential, commercial, industrial, oil and gas, government), the equipment exposure where applicable, and the supervisor sign-off with a verifiable contact.
For an electrician, the letter should specify single-phase versus three-phase work, low-voltage versus medium-voltage versus high-voltage, building services versus industrial, panel-board versus motor-control-centre experience, and any specific brand of equipment serviced (Siemens, ABB, Schneider Electric, L&T, Hager).
For a plumber, the letter should specify residential versus commercial versus industrial, the materials worked with (PVC, CPVC, copper, GI, PPR), the systems experience (water supply, drainage, sewage, hot water, swimming pool, fire-fighting, irrigation), and any high-rise plumbing or commercial pumping system exposure.
For an AC technician or refrigeration mechanic, the letter should specify the refrigerant categories worked with, the equipment exposure (split units, ducted, VRF/VRV, central plant chillers, cold storage, deep freeze) and HVAC controls familiarity.
The Kuwait Embassy attestation route for trade applications
Kuwait is not a Hague Apostille country. The authentication in India runs through the embassy attestation work.
State-level attestation. For ITI certificates, this is the State Council for Vocational Training (SCVT) attestation (Maharashtra State Council, Karnataka State Council, and the corresponding bodies in Tamil Nadu, Telangana, Andhra Pradesh, Punjab, Haryana, Uttar Pradesh and other states). For polytechnic diplomas, this is the State Directorate of Technical Education (DTE). For trade certificates from private institutes, an additional notarisation step is often required before the state body attests.

Police clearance: the PSK route, every time
For Kuwait trade applications, the Kuwait Embassy strongly prefers a Police Clearance Certificate (PCC) issued by the Passport Seva Kendra (PSK) over one issued by the local police commissionerate. PSK-issued PCCs move through MEA attestation without an additional state Home Department step. Local-police PCCs need the extra Home Department countersignature.
If you have held the current passport for under three years and the PSK has not issued a fresh PCC since the most recent passport renewal, expect a police verification visit at your current residential address. Plan for this. PSK PCC issuance can take 7 to 21 working days depending on the verification timeline.
GAMCA medical, after the embassy stamp
The General Authority for Health Affairs (GAMCA) medical fitness check is mandatory for Kuwait visa stamping. You sit the medical at a GAMCA-authorised centre in India after the Kuwait Embassy attestation is complete and after the Kuwaiti-side visa quota is issued. The GAMCA certificate is valid for three months, so timing matters. Schedule the GAMCA in the last four weeks before the planned flight, not earlier.
GAMCA-authorised centres operate in Mumbai, Delhi, Hyderabad, Chennai, Bengaluru, Kochi, Trivandrum, Lucknow, Chandigarh, Ahmedabad, Kolkata and several Tier-2 cities. The Kuwait employer takes over at the point your attested set lands in Kuwait City. The Kuwait employer's Public Relations Officer (PRO) files the visa request against the block visa quota at the Kuwait Ministry of Interior. The Kuwait consulate stamps the visa. A General Authority for Health Affairs (GAMCA) approved centre in your home city conducts the medical fitness test. The Kuwait Ministry of Foreign Affairs in Kuwait City handles the post-arrival document ratification once you land. The Kuwaiti employer may run a trade test on arrival, particularly for electrical, plumbing and HVAC trades. They want to see your wiring, soldering, valve-fitting or refrigerant-handling competence against their site conditions before you start.
