In March 2026, a BTech Mechanical Engineering graduate from NIT Trichy received his MS Automotive Engineering offer from RWTH Aachen for the September intake. The tuition was zero, as it is for non-EU master's students at most German public universities, so two years in Aachen would cost him about EUR 24,000 in living expenses, against roughly USD 110,000 for the same MS at the University of Michigan. His parents had budgeted for the United States; Germany cut the total spend by a factor of four.
What stood between the offer and the visa was paperwork. The German Embassy file needed APS verification, his NIT Trichy degree and grade sheet apostilled, his class-twelve CBSE certificate apostilled, sworn German translation of all of it by a court-sworn vereidigter Übersetzer, and a fresh PCC. Is a Germany MS cheaper than the US for Indian STEM students?
The financial decision is the one most Indian engineering families revisit when they get a German offer alongside a US one. Total two-year cost for an MS at TU Munich, RWTH Aachen, TU Berlin or KIT Karlsruhe lands at around EUR 18,000 to EUR 30,000 in living expenses. The tuition is zero in most federal states (Bavaria, Berlin, Hesse, Lower Saxony, North Rhine-Westphalia, Saxony) for non-EU Master's students. The only fee is the semester contribution of EUR 150 to EUR 400 covering enrolment and public transport.
Compare with an equivalent two-year MS at the University of Michigan, Carnegie Mellon, UT Austin or Georgia Tech: USD 80,000 to USD 150,000 total. Is APS mandatory for a German student visa from India?
The Akademische Pruefstelle (APS, Academic Evaluation Centre) is operated jointly by the German Embassy in New Delhi and the German engineering and DAAD networks. The official portal sits at aps-india.de. Since 2022, an APS Certificate has been mandatory for almost every Indian student visa application to Germany at Master's level. The APS verifies the authenticity of the Indian academic credentials, the alignment of the degree with German equivalents, and the candidate's identity through an in-person interview at the APS office in Chanakyapuri New Delhi.
The APS process for an Indian Master's candidate, step by step
The candidate creates an APS Online portal account and uploads scans of the degree, all marksheets, transcript, identity proof, English proficiency test (IELTS, TOEFL or DAAD) and personal statement. The candidate pays the APS fee (currently EUR 200, payable by demand draft or online). The candidate appears for an in-person interview at the APS office in New Delhi. The interview is conducted in English or German. Duration is typically 15 to 25 minutes. Questions cover academic background, subject knowledge from the candidate's degree, reasons for choosing Germany, and the planned programme.
After the interview, APS issues either a Certificate (for academic-track applicants) or a CV Validation (for shorter-pathway applicants). The Certificate is valid for three years.
Total APS time: four to twelve weeks from portal submission to Certificate. Plan early.

APS wants your full academic record. Have these ready before you open the portal:
- Class 10 (SSC) and Class 12 (HSC) marksheets
- Bachelor's degree certificate, or the provisional certificate if the degree has not been issued yet
- Consolidated marksheet for all eight semesters of the engineering programme
- Detailed semester-wise marksheets (the eight individual ones), useful where the consolidated marksheet does not list subject names
- University transcript, registrar-prepared and sealed, showing subject names, credit hours, grades and the grading scale
- Course or module syllabus, where the university issues it, so APS can map your engineering subjects to German equivalents
The documents do not need MEA apostille for the APS interview itself, but the German university and the visa officer downstream do want apostilled documents alongside the APS certificate. Run the APS submission and the MEA apostille in India in parallel. For German credential equivalence, many candidates also check their degree on anabin and Campus France for the wider EU picture.
How much money does the Sperrkonto need for a German student visa in 2026?
Germany requires the candidate to maintain a blocked account (Sperrkonto) showing sufficient living-expense funds for the first year of study. The 2026 requirement is approximately EUR 11,904 (raised from EUR 11,208 in 2024) for one academic year. The blocked account is opened with Deutsche Bank, Coracle, Expatrio, Fintiba or other approved providers. The candidate transfers the full year's funds. The bank releases roughly EUR 992 per month for living expenses.
The Sperrkonto certificate is part of the German student visa application. It does not need MEA apostille or German translation. It is generated by the bank in the format the German Embassy expects.
Which documents to apostille and translate for a German student visa?
Germany is a Hague Apostille country, so a single MEA apostille, not embassy attestation, is what makes your Indian documents valid there. This is apostille attestation done entirely in India, with no German Embassy attestation step on Indian-issued papers. For an engineering degree, the degree attestation runs in three steps:
- State HRD attestation on the degree. This is the educational certificate attestation Germany expects, done at the issuing state's directorate, for example Tamil Nadu DTE Guindy (IIT Madras, NIT Trichy), Karnataka SHED Bengaluru (IIIT Bangalore, PESU), Maharashtra Mantralaya Mumbai (IIT Bombay, COEP, VJTI), Telangana SHED Tarnaka (IIIT Hyderabad, BITS Pilani Hyderabad), AP SHED Mangalagiri, UP SED Lucknow or MP SHED Bhopal. It is mandatory in states that ask for HRD attestation rather than the faster SDM step; polytechnic diplomas go through the State DTE instead. Roughly 7 to 45 working days depending on the state and the university.
- MEA apostille in Delhi at the Patiala House counter. 3 to 5 working days.
- Certified German translation by a court-sworn translator (vereidigter Übersetzer) listed for German embassy use, called beglaubigte Übersetzung in Germany. A few federal states' Anerkennungsstellen want the translation redone in Germany, which you arrange after arrival.
Your birth certificate, and a marriage certificate if a spouse is joining, follow the same MEA apostille step before any German translation.
Do you need a German language certificate for a student visa?
For German-taught programmes, the language certificate (DSH-2 or TestDaF C1 equivalent) is required at application stage. The Goethe Institut Max Mueller Bhavan in Mumbai, Delhi, Bengaluru, Chennai, Kolkata and Pune is the standard place to prepare for it.
For English-taught Master's programmes (the more common Indian student choice), no German language certificate is required at application stage. Most universities ask for IELTS 6.5 or TOEFL iBT 90 equivalent.
German A2 or B1 level proficiency by arrival is strongly recommended even for English-taught programmes. The non-academic life in most German university cities still functions in German for landlord communication, supermarket interactions, university administrative office staff and public transport announcements. Start Goethe Institut A1 in India. Aim for A2 by arrival, B1 by end of first year.
How long do APS, apostille and certified translation take for Germany?
